【摘要】:黨十六屆四中全會明確提出構(gòu)建社會主義和諧社會的戰(zhàn)略決策。胡錦濤總書記提出,“社會主義和諧社會應(yīng)該是民主法治、公平正義、誠信友愛、充滿活力、安定有序、人與自然和諧相處的社會”。2006年,胡錦濤總書記在中央政治局集體學(xué)習(xí)時,明確提出了努力辦好讓人民滿意的教育的奮斗目標(biāo),強(qiáng)調(diào)指出“保證人民享有接受教育的機(jī)會,是黨和政府義不容辭的職責(zé),也是促進(jìn)社會公平正義、構(gòu)建社會主義和諧社會的客觀要求。”而教育部基礎(chǔ)教育司副司長楊進(jìn)也提及“義務(wù)教育的公平是最基本的公平! 進(jìn)入21世紀(jì),我國開始全面建設(shè)小康社會,構(gòu)建社會主義和諧社會,既是目前我國政治、經(jīng)濟(jì)、文化生活中的重大議題,也是深入推進(jìn)我國改革開放和現(xiàn)代化建設(shè)中的重大使命;社會公平是社會主義和諧社會建設(shè)的重要內(nèi)容和特征之一,在社會主義和諧社會的建設(shè)中具有重要的基礎(chǔ)性地位和作用,是支撐社會主義和諧社會的重要支柱,沒有公平,社會就不可能和諧和充滿活力;教育公平是社會公平的重要組成部分,是實現(xiàn)社會公平的起點和最有力的支撐,百年大計,教育為本;而義務(wù)教育公平更是社會公平之基礎(chǔ),是人的全面發(fā)展的根本要求,是實現(xiàn)社會公平的底線,也是促進(jìn)社會和諧的必要條件。 在今年的政府工作報告中,溫家寶總理強(qiáng)調(diào):科技、教育和人才是國家發(fā)展的基礎(chǔ)和根本,必須始終放在重要的戰(zhàn)略地位。推動教育事業(yè)科學(xué)發(fā)展,為人們提供更加多樣、更加公平更高質(zhì)量的教育。促進(jìn)義務(wù)教育均衡發(fā)展。加強(qiáng)義務(wù)教育階段學(xué)校標(biāo)準(zhǔn)化建設(shè),公共資源配置重點向農(nóng)村和城市薄弱學(xué)校傾斜。以流入地政府和公辦學(xué)校為主,切實保障農(nóng)民工隨遷子女平等接受義務(wù)教育。落實和完善國家助學(xué)制度,無論哪個教育階段,都要確保每個孩子不因家庭經(jīng)濟(jì)困難而失學(xué)。 不容否認(rèn),自新中國成立以來,我國的義務(wù)教育有了長足的發(fā)展,取得了可喜的成績。但是問題也很突出,在廣大的農(nóng)村地區(qū),越來越多的留守兒童的現(xiàn)象不得不讓我們教育工作者為之擔(dān)憂?梢哉f很多的留守兒童處于家庭教育缺位的一種不利的處境,這對于他們正常的社會化過程產(chǎn)生極大的阻力。在大城市,又有很多的農(nóng)民工子弟為上學(xué)的學(xué)校而苦惱,由于“戶籍制度”的限制,要想進(jìn)入城市的公立學(xué)校上學(xué)并非易事,而為農(nóng)民工子弟辦的那些所謂私立學(xué)?赡苡行┯执嬖谫Y質(zhì)不足或者其他諸多隱患。 本文以構(gòu)建社會主義和諧社會和當(dāng)前我國義務(wù)教育面臨的實際情況為背景,對義務(wù)教育公平和社會主義和諧社會的相關(guān)理論進(jìn)行了概述,闡述了義務(wù)教育公平的歷史性、相對性及基礎(chǔ)性特征,深入分析義務(wù)教育公平對社會主義和諧社會的理論意義及實踐意義;接著本文對當(dāng)前我國社會中的義務(wù)教育不公平現(xiàn)狀進(jìn)行了分析和探討,指出我國當(dāng)前義務(wù)教育城鄉(xiāng)之間的不公平,區(qū)域之間的不公平及校際之間的不公平。并進(jìn)一步深入分析了義務(wù)教育不公平的經(jīng)濟(jì)原因,主要由于國家總體經(jīng)濟(jì)發(fā)展水平不高、經(jīng)濟(jì)發(fā)展不平衡所引起的;觀念原因,包括效率優(yōu)先的價值取向、城市中心的教育觀念、精英主義教育觀等因素;政策原因是由于國家對教育的投入總體上沒有滿足教育發(fā)展的需要和經(jīng)費分配方面的不合理以及制度原因;最后,從我國實際出發(fā),結(jié)合我國國情和21世紀(jì)義務(wù)教育的發(fā)展,提出我國選擇義務(wù)教育公平政策的建議。實現(xiàn)義務(wù)教育公平前提是政府認(rèn)識到位,關(guān)鍵是采取得力的措施保障是政府、社會和個人的通力合作。以期為社會主義和諧社會的構(gòu)建和義務(wù)教育公平的實現(xiàn)盡自己的綿薄之力。

On the background of building a socialist harmonious society and the actual situation of compulsory education in China, this paper summarizes the related theories of compulsory education equity and socialist harmonious society, expounds the historicity, relativity and basic characteristics of compulsory education fairness, and deeply enters into the analysis of the fairness of compulsory education to the socialist harmonious society. The theoretical and practical significance of the meeting, and then the analysis and discussion of the current unfair status of compulsory education in China's society, points out the unfairness between the urban and rural areas of the current compulsory education, the inequality between the regions and the inequity between the schools, and further analyzes the economic reasons for the unfair education of compulsory education. It is due to the low level of the overall economic development of the country and the imbalance of economic development; the reasons for the concept, including the value orientation of the efficiency priority, the education concept of the city center, the elite education concept, and so on. The policy reason is that the state's investment in education has not met the needs of education development and the allocation of funds. Unreasonable and institutional reasons; finally, starting from the reality of our country, combining with the national conditions of our country and the development of compulsory education in twenty-first Century, this paper puts forward the proposal of our country to choose the fair policy of compulsory education. The realization of the fair premise of compulsory education is that the government is in place, the key is to take effective measures to guarantee the protection of the government, the society and the individual.
