【摘要】：2015年2月27日,中央全面深化改革領(lǐng)導(dǎo)小組第十次會(huì)議,審議通過(guò)了《中國(guó)足球改革總體方案》,圍繞方案提出了校園足球長(zhǎng)遠(yuǎn)發(fā)展目標(biāo)及任務(wù),根據(jù)當(dāng)前學(xué)校和學(xué)生實(shí)際,突出基礎(chǔ)性、針對(duì)性、實(shí)用性等基本原則,為不同學(xué)齡段的中小學(xué)生設(shè)定足球課程。山東省根據(jù)上級(jí)相關(guān)政策制定了發(fā)展校園足球的計(jì)劃,并且編寫(xiě)了符合現(xiàn)在發(fā)展趨勢(shì)的中小學(xué)足球教程,要求從2015年秋季新學(xué)期開(kāi)始起,山東省小學(xué)要在原有課程基礎(chǔ)上加一節(jié)足球課,大力發(fā)展校園足球,為國(guó)家培養(yǎng)足球后備人才。本文通過(guò)文獻(xiàn)資料、實(shí)地考察與訪談、問(wèn)卷調(diào)查、數(shù)理統(tǒng)計(jì)等方法研究山東省小學(xué)足球課程開(kāi)展現(xiàn)狀,對(duì)足球課程開(kāi)展過(guò)程中遇到的主要問(wèn)題進(jìn)行分析,借鑒先進(jìn)的足球課程發(fā)展理念找出解決問(wèn)題的辦法,為下一步小學(xué)足球課程可持續(xù)健康發(fā)展提供一定的理論依據(jù),通過(guò)研究得出如下結(jié)論與建議。通過(guò)實(shí)證調(diào)查得出如下結(jié)論：1.部分學(xué)校領(lǐng)導(dǎo)對(duì)圍繞《中國(guó)足球改革總體方案》提出的目標(biāo)任務(wù),盡快開(kāi)展校園足球課程發(fā)展重視程度還不夠深入,對(duì)發(fā)展小學(xué)足球課程的認(rèn)識(shí)還相對(duì)不足。2.校園足球管理部門(mén)管理機(jī)制還不完善,運(yùn)行機(jī)制相對(duì)不健全,具體職責(zé)分工尚不明確。3鄉(xiāng)鎮(zhèn)學(xué)校受現(xiàn)階段教育環(huán)境的影響,大多注重學(xué)業(yè)成績(jī),而忽視校園足球課程的發(fā)展。4.大多小學(xué)足球課程開(kāi)展模式較單一,教學(xué)過(guò)程缺乏多元性,不能很好的調(diào)動(dòng)學(xué)生學(xué)習(xí)足球的積極性。5.小學(xué)一線足球教師或教練員的教學(xué)經(jīng)驗(yàn)欠缺,足球業(yè)務(wù)專(zhuān)項(xiàng)水平急需進(jìn)一步培訓(xùn)提高。6.鄉(xiāng)鎮(zhèn)小學(xué)校園足球發(fā)展經(jīng)費(fèi)得不到保障,足球場(chǎng)地設(shè)施尚不能滿(mǎn)足校園足球課程教學(xué)標(biāo)準(zhǔn)。建議：1.學(xué)校高度重視學(xué)校體育和學(xué)生體質(zhì),按照體育與健康課程標(biāo)準(zhǔn)及有關(guān)規(guī)定開(kāi)展體育教學(xué)和校園足球工作。2.課程設(shè)計(jì)組織部門(mén),要緊緊圍繞《中國(guó)足球改革總體方案》提出的校園足球目標(biāo)任務(wù),根據(jù)當(dāng)前學(xué)校和學(xué)生實(shí)際,應(yīng)突出基礎(chǔ)性、針對(duì)性、實(shí)用性等基本原則,編寫(xiě)不同學(xué)段的小學(xué)生足球教材。3.加大小學(xué)足球教師的培訓(xùn)力度,提倡專(zhuān)業(yè)足球運(yùn)動(dòng)員到學(xué)校任職,學(xué)習(xí)、借鑒好的教學(xué)經(jīng)驗(yàn),盡快提高小學(xué)足球教師專(zhuān)項(xiàng)業(yè)務(wù)水平。4.盡快完善小學(xué)足球聯(lián)賽體系,大力促進(jìn)不同地域校際間足球比賽交流。5.相關(guān)部門(mén)要嚴(yán)格監(jiān)督小學(xué)足球經(jīng)費(fèi)的合理使用情況,完善小學(xué)足球場(chǎng)地等硬件設(shè)施的建設(shè)。6.盡快加大校園足球文化宣傳力度,促使小學(xué)生盡早認(rèn)識(shí)足球,學(xué)習(xí)足球?qū)ｍ?xiàng)技術(shù),培養(yǎng)足球?qū)W習(xí)樂(lè)趣,發(fā)揮足球育人功能,促進(jìn)學(xué)生全面健康發(fā)展。
