隨州市農(nóng)村教師隊(duì)伍建設(shè)的問(wèn)題與對(duì)策研究

【摘要】:隨著農(nóng)村城鎮(zhèn)化進(jìn)程的迅猛發(fā)展,農(nóng)村土地城鎮(zhèn)化與農(nóng)村文化素質(zhì)落后所產(chǎn)生的矛盾越來(lái)越突顯,提升農(nóng)村人口素質(zhì)的呼聲也越來(lái)越高。在進(jìn)城浪潮下,農(nóng)村教師隊(duì)伍也不斷面臨著沖擊,農(nóng)村教師隊(duì)伍建設(shè)問(wèn)題日漸突顯。隨著農(nóng)村生源的銳減,大量學(xué)校被閑置,原有的農(nóng)村教師在數(shù)量上和結(jié)構(gòu)上呈現(xiàn)出各種不合理的矛盾。農(nóng)村教育多為基礎(chǔ)教育,打好教育基礎(chǔ)對(duì)于提高教育質(zhì)量和農(nóng)村人口素質(zhì)具有重要意義,農(nóng)村教師隊(duì)伍建設(shè)問(wèn)題也成為國(guó)家和社會(huì)關(guān)注的重要問(wèn)題。 本文以現(xiàn)代教育理論、學(xué)習(xí)理論和相關(guān)教育政策為指導(dǎo),首先,采用實(shí)地調(diào)查、個(gè)體訪談等方法,分析了隨州市農(nóng)村教師隊(duì)伍建設(shè)的現(xiàn)狀。隨州農(nóng)村教師隊(duì)伍總量較大,隨州市通過(guò)加強(qiáng)制度建設(shè)、師德師風(fēng)建設(shè)、政治業(yè)務(wù)學(xué)習(xí)等措施來(lái)加強(qiáng)教師隊(duì)伍建設(shè)取得一定成效。但人員總量與編制相矛盾、農(nóng)村教師隊(duì)伍結(jié)構(gòu)不合理、義務(wù)教育階段教師待遇過(guò)低、農(nóng)村教師發(fā)展環(huán)境不佳等問(wèn)題仍制約著教師隊(duì)伍發(fā)展。 其次,從政策缺陷、社會(huì)文化和經(jīng)濟(jì)缺陷、教師資源基礎(chǔ)缺陷等方面分析隨州農(nóng)村教師建設(shè)問(wèn)題的原因。城鄉(xiāng)二元思維、現(xiàn)行編制政策不合理、事業(yè)單位改革打擊教師積極性、教育經(jīng)費(fèi)投入未重視教師和農(nóng)村教育政策未尊重實(shí)際是影響農(nóng)村教師隊(duì)伍建設(shè)的主要政策缺陷;進(jìn)城思潮、社會(huì)文化的低俗化、市場(chǎng)經(jīng)濟(jì)以及政府對(duì)農(nóng)村教育保障不力進(jìn)一步?jīng)_擊了農(nóng)村教師隊(duì)伍建設(shè);地方師范教育體系的消失也制約了教師隊(duì)伍的更替,使農(nóng)村教師隊(duì)伍失去了穩(wěn)定的補(bǔ)充來(lái)源。 最后,結(jié)合隨州市的實(shí)際情況,提出了落實(shí)政府主體責(zé)任,為農(nóng)村教師隊(duì)伍建設(shè)提供足夠的保障;以人為本建立利于農(nóng)村教師隊(duì)伍良性發(fā)展的有效機(jī)制,提升農(nóng)村教師的幸福感;重建地方師范教育體系,為農(nóng)村教師隊(duì)伍更替儲(chǔ)備高素質(zhì)的師資力量等對(duì)策,為加強(qiáng)隨州市農(nóng)村教師隊(duì)伍建設(shè)提出了可行性建議。
[Abstract]:With the rapid development of the rural urbanization process, the contradiction between the urbanization of rural land and the backwardness of rural cultural quality is becoming more and more prominent, and the voice of improving the quality of rural population is becoming higher and higher. Under the tide of going into the city, the rural teachers are constantly facing the impact, and the problems of the construction of the rural teachers are becoming more and more prominent. With the sharp decrease in the number of rural students, a large number of schools are left idle, and the number and structure of the original rural teachers present various unreasonable contradictions. Rural education is mostly basic education. It is of great significance to improve the quality of education and the quality of rural population. The construction of rural teachers has also become an important issue that the country and society pay attention to. Under the guidance of modern educational theory, learning theory and relevant educational policies, this paper analyzes the present situation of rural teachers' construction in Suizhou City by means of field investigation, individual interview and so on. The total quantity of rural teachers in Suizhou is large, and the construction of teachers' team has been achieved by strengthening the system construction, the construction of teachers' morality and the style of teachers, and the study of political business in Suizhou. However, the total number of teachers is in contradiction with the establishment, the structure of rural teachers is unreasonable, the treatment of teachers in compulsory education is too low, and the development environment of rural teachers is not good, and so on, which still restricts the development of teachers. Secondly, this paper analyzes the reasons of Suizhou rural teacher construction from the aspects of policy defect, social culture and economic defect, teacher resource foundation defect and so on. Dual thinking of urban and rural areas, unreasonable current policy, reform of institutions to attack teachers' enthusiasm, lack of attention to teachers and rural education policies are the main policy defects that affect the construction of rural teachers. The trend of thought in cities, the vulgarization of social culture, the market economy and the government's weak guarantee for rural education have further impacted on the construction of rural teachers, and the disappearance of the local normal education system has also restricted the replacement of teachers. Rural teachers have lost a stable supplementary source. Finally, according to the actual situation of Suizhou City, this paper puts forward the implementation of the main responsibility of the government, provides sufficient protection for the construction of rural teachers, and establishes an effective mechanism conducive to the healthy development of rural teachers. To improve the happiness of rural teachers, to rebuild the local normal education system, to reserve high-quality teachers for the replacement of rural teachers, and to put forward some feasible suggestions for strengthening the construction of rural teachers in Suizhou city.
