【摘要】:社會(huì)公平問(wèn)題一直是理論界關(guān)注的焦點(diǎn),而教育公平則是最基本的社會(huì)公平,尤其是義務(wù)教育資源分配方面的公平。近年來(lái),伴隨著社會(huì)進(jìn)步,貧富差距問(wèn)題越來(lái)越引起民眾的重視。教育作為一種手段,原本可以通過(guò)提高勞動(dòng)者內(nèi)在素質(zhì)借以彌補(bǔ)其在經(jīng)濟(jì)、社會(huì)地位等方面的不足,但由于經(jīng)濟(jì)、政治、文化等方面發(fā)展的不平衡性,也呈現(xiàn)出不公性的特征。義務(wù)教育作為教育的基礎(chǔ),其發(fā)展的均衡性,尤其是資源分配的均衡性,對(duì)實(shí)現(xiàn)教育公平、社會(huì)公平具有至關(guān)重要的意義。本文正是在這一社會(huì)背景之下,從理論角度對(duì)社會(huì)公平、教育公平、義務(wù)教育資源分配公平的相關(guān)理論進(jìn)行研究,在社會(huì)公平理論指引下提出如何促進(jìn)義務(wù)教育資源公平分配的對(duì)策與建議,進(jìn)而實(shí)現(xiàn)教育公平,促進(jìn)社會(huì)公平。 本文第一部分先從教育公平與社會(huì)公平的相關(guān)理論入手,通過(guò)分析教育公平是實(shí)現(xiàn)社會(huì)公平的重要基礎(chǔ),進(jìn)而提出促進(jìn)義務(wù)教育資源公平分配的重要性與緊迫性。 第二部分通過(guò)對(duì)義務(wù)教育相關(guān)理論研究,主要分析了義務(wù)教育資源在人力、物力、財(cái)力等方面分配不公的現(xiàn)狀。 第三部分是本文的重點(diǎn),論述義務(wù)教育資源分配不公的原因。經(jīng)濟(jì)是義務(wù)教育資源分配的基礎(chǔ),政府是義務(wù)教育資源分配的主體,制度義務(wù)教育資源分配的保障,所以從經(jīng)濟(jì)、政府職責(zé)、教育政策體制及法律制度等方面對(duì)我國(guó)義務(wù)教育資源分配不公進(jìn)行研究。 最后,在社會(huì)公平理論的指引下,提出有針對(duì)性的對(duì)策建議:從加快經(jīng)濟(jì)發(fā)展、加強(qiáng)政府公共服務(wù)職能、完善教育政策體制等方面促進(jìn)我國(guó)義務(wù)教育資源公平分配。
[Abstract]:The issue of social equity has always been the focus of attention in theoretical circles, and educational equity is the most basic social equity, especially in the distribution of compulsory education resources. In recent years, along with social progress. The gap between the rich and the poor has attracted more and more attention. As a means, education can make up for the deficiency in economy, social status and so on by improving the inherent quality of workers, but because of the economy, politics. As the foundation of education, the balance of development of compulsory education, especially the balance of resource allocation, is also unfair to the realization of education equity. Social equity is of vital significance. This paper is in this social background, from the theoretical perspective of social equity, education equity, compulsory education resources distribution equity related theories are studied. Under the guidance of the theory of social equity, this paper puts forward some countermeasures and suggestions on how to promote the fair distribution of compulsory education resources, and then realize the educational fairness and promote social equity. The first part of this paper starts with the related theories of educational fairness and social equity, and analyzes that educational fairness is an important foundation to realize social equity. Furthermore, the importance and urgency of promoting the fair distribution of compulsory education resources are put forward. The second part mainly analyzes the current situation of unfair distribution of compulsory education resources in human, material and financial resources through the theoretical research on compulsory education. The third part is the focus of this paper, discusses the reasons for the unfair distribution of compulsory education resources. Economy is the basis of compulsory education resources allocation, and the government is the main body of compulsory education resources allocation. This paper studies the unfair distribution of compulsory education resources in China from the aspects of economy, government responsibility, educational policy system and legal system. Finally, under the guidance of the theory of social equity, this paper puts forward some countermeasures and suggestions: to speed up economic development and strengthen the public service function of the government. Improve the educational policy system and other aspects to promote the fair distribution of compulsory education resources in China.
