【摘要】：科學(xué)系統(tǒng)的校園足球監(jiān)控管理系統(tǒng)是青少年足球后備人才培養(yǎng)的保護(hù)網(wǎng),也是我國足球事業(yè)發(fā)展所需要解決的問題之一。構(gòu)建合理的、科學(xué)的、現(xiàn)代化的監(jiān)控管理系統(tǒng),能夠推動我國校園足球事業(yè)的快速發(fā)展。本文以洛陽市校園足球監(jiān)控管理系統(tǒng)為研究對象,以構(gòu)建科學(xué)合理的校園足球監(jiān)管系統(tǒng)為出發(fā)點,對洛陽市校園足球活動的開展現(xiàn)狀和監(jiān)管現(xiàn)狀進(jìn)行了深入研究,在此基礎(chǔ)上,分析洛陽市校園足球發(fā)展過程中所存在的問題:(1)開展“校園足球”以來,洛陽市校園足球活動發(fā)展迅速,絕大部分特色校園足球?qū)W校開展了各級聯(lián)賽以及校級聯(lián)賽,大部分學(xué)校領(lǐng)導(dǎo)也比較重視校園足球的開展,為校園足球活動開展提供了經(jīng)費的支持,以及人力物力的保證。(2)在洛陽市校園足球監(jiān)管方面:出現(xiàn)了監(jiān)督主體不明確,行政部門(有專門設(shè)立的校園足球領(lǐng)導(dǎo)小組)缺乏行政監(jiān)督,媒體不夠重視,自我約束力不夠,家長不夠重視,規(guī)章制度不健全的現(xiàn)狀。(3)健全的監(jiān)管體系中的監(jiān)管主體應(yīng)該包含教育部門、學(xué)校、家庭、媒體、明確職責(zé),相互配合,在監(jiān)管方式上包括:教育部門的行政監(jiān)督、媒體監(jiān)督、家庭監(jiān)督、自我約束。針對當(dāng)前校園足球監(jiān)管體系中所存在的問題,在查閱相關(guān)文獻(xiàn)和專家訪談的基礎(chǔ)上,提出構(gòu)建行政監(jiān)督、媒體監(jiān)督、家庭監(jiān)督、自我約束的四合一的校園足球監(jiān)管體系,并提出構(gòu)建措施:(1)各種監(jiān)管主體都有其局限性,各種監(jiān)管方式都有其優(yōu)勢和缺陷,應(yīng)該建立各方聯(lián)合監(jiān)管的監(jiān)管機制,明確各自職責(zé),建立政府、家庭、學(xué)校、媒體各方相互配合的監(jiān)管有機體系。(2)多種方式結(jié)合,加強綜合監(jiān)管。校園足球的監(jiān)管是動態(tài)的過程監(jiān)管,在不同的階段,各個監(jiān)管主體的方式不同,因此,應(yīng)該根據(jù)校園足球的活動過程特點,各主體主動參與其中,進(jìn)行實時動態(tài)的監(jiān)管。(3)完善監(jiān)管內(nèi)容和評價機制,建立相對應(yīng)的校園足球監(jiān)管評價機制,對校園足球的發(fā)展進(jìn)行客觀公正的評價,對各活動主體起到激勵、引領(lǐng)的作用。(4)建立基于互聯(lián)網(wǎng)的管理網(wǎng)絡(luò),實現(xiàn)管理的智能化、自動化。
[Abstract]:The campus football monitoring and management system based on scientific system is a protective net for the training of youth football reserve talents, and is also one of the problems that need to be solved for the development of football in our country. The construction of reasonable, scientific and modern monitoring and management system can promote the rapid development of campus football in our country. This paper takes the campus football monitoring and management system of Luoyang city as the research object, taking the construction of the scientific and reasonable campus football supervision system as the starting point, carries on the thorough research to the Luoyang campus soccer activity development present situation and the supervision present situation, on this basis, This paper analyzes the problems existing in the development of campus football in Luoyang: (1) since the development of "campus football", the campus football activities in Luoyang have developed rapidly, and most of the characteristic campus football schools have carried out leagues and league matches at all levels. Most school leaders also pay more attention to the development of campus football, providing financial support for the development of campus football activities, as well as the guarantee of human and material resources. (2) in Luoyang City, the supervision of campus football: the main body of supervision is not clear. The administrative department (there is a special campus football leading group) lacks the administrative supervision, the media does not pay enough attention, the self-binding force is not enough, the parents do not pay enough attention, (3) the regulatory body in a sound regulatory system should include education departments, schools, families, the media, clear responsibilities, mutual cooperation, and the ways of supervision include: administrative supervision of education departments, Media supervision, family supervision, self-restraint. In view of the problems existing in the current supervision system of campus football, on the basis of consulting relevant documents and expert interviews, this paper puts forward the construction of a four-in-one supervision system of campus football, which includes administrative supervision, media supervision, family supervision and self-restraint. And put forward the construction measures: (1) each kind of supervision subject has its limitation, each kind of supervision way all has its superiority and the flaw, should establish the supervision mechanism of the joint supervision of all parties, clear their respective duty, establish the government, the family, the school, the government, the family, the school. Media parties cooperate with each other in an organic regulatory system. (2) combination of multiple ways to strengthen comprehensive supervision. The supervision of campus football is a dynamic process supervision. In different stages, each subject has different ways of supervision. Therefore, according to the characteristics of campus football activities, each subject should take the initiative to participate in it. (3) perfect the supervision content and evaluation mechanism, establish the corresponding campus football supervision and evaluation mechanism, evaluate the development of campus football objectively and fairly, and encourage the main body of the activities. (4) establishing the management network based on the Internet to realize the intelligence and automation of the management.
