九江市“校園足球”演進(jìn)研究

【摘要】：2009年4月14日,在黨中央及國(guó)務(wù)院的密切關(guān)注下,國(guó)家體育總局和教育部聯(lián)手在全國(guó)44個(gè)城市2000多個(gè)學(xué)校中正式啟動(dòng)全國(guó)青少年校園足球活動(dòng)。江西省于同年9月發(fā)布《江西省青少年校園足球活動(dòng)實(shí)施方案》(以下簡(jiǎn)稱《方案》)。本文的調(diào)查研究是在《方案》的背景下,采用文獻(xiàn)資料法、專家訪談法、問(wèn)卷調(diào)查法、數(shù)理統(tǒng)計(jì)法,深入調(diào)查并系統(tǒng)梳理了九江市校園足球的演進(jìn)歷程,結(jié)論與建議如下:(1)在2009年之前,九江市校園足球整體發(fā)展水平相對(duì)比較落后,政府和相關(guān)職能部門對(duì)于活動(dòng)的認(rèn)識(shí)不夠,加之傳統(tǒng)教育觀念的影響,使得足球活動(dòng)在中小學(xué)的開(kāi)展情況不容樂(lè)觀,較之國(guó)內(nèi)活動(dòng)開(kāi)展較好的城市還存在著較大的差距。(2)在2009至2014年間,九江市校園足球活動(dòng)逐步走向正軌,上級(jí)領(lǐng)導(dǎo)部門對(duì)于活動(dòng)的認(rèn)知水平有所提高,足球活動(dòng)開(kāi)展形式增多,資金投入力度明顯加大,場(chǎng)地器材等硬件設(shè)施逐步完善,基本滿足活動(dòng)開(kāi)展的標(biāo)準(zhǔn),但校園足球聯(lián)賽的發(fā)展相對(duì)較慢。(3)2015年至今,九江市校園足球發(fā)展處在一個(gè)穩(wěn)步上升的階段,各項(xiàng)工作開(kāi)展如火如荼,但是普及和推廣程度還不夠,高中和大學(xué)的校園足球活動(dòng)開(kāi)展較為落后,足球進(jìn)課堂、大課間以及班級(jí)聯(lián)賽等方面活動(dòng)的開(kāi)展有待加強(qiáng)。(4)目前,九江市校園足球工作存在以下幾個(gè)方面的問(wèn)題:對(duì)于活動(dòng)的認(rèn)知水平偏低;政策保障體系和獎(jiǎng)勵(lì)機(jī)制不完善;經(jīng)費(fèi)不足;場(chǎng)地設(shè)施質(zhì)與量達(dá)不到要求;教練員專業(yè)水平不高;競(jìng)賽組織體系不健全加上傳統(tǒng)教育觀念影響這些因素都大大制約了九江市校園足球活動(dòng)的進(jìn)一步深入發(fā)展與推廣。九江市校園足球活動(dòng)可持續(xù)發(fā)展對(duì)策:九江市校園足球的發(fā)展應(yīng)做好以下幾個(gè)方面:加大校園足球活動(dòng)宣傳力度,提高整體認(rèn)知水平;加大經(jīng)費(fèi)投入,場(chǎng)地設(shè)施建設(shè)力度,提高教練員業(yè)務(wù)水平;完善管理機(jī)制,健全保障體系;加強(qiáng)體育部門和教育部門的合作;構(gòu)建全面系統(tǒng)多元化的校園足球聯(lián)賽體系;加強(qiáng)學(xué)校與本地職業(yè)足球俱樂(lè)部的聯(lián)系與銜接。在此基礎(chǔ)上總結(jié)九江市校園足球活動(dòng)開(kāi)展數(shù)年來(lái)的成功之處與不足,深入完善校園足球建設(shè),全面推廣普及足球運(yùn)動(dòng),逐步形成九江市校園足球活動(dòng)的獨(dú)立模式,全面系統(tǒng)地構(gòu)建青少年足球后備人才培養(yǎng)體系。
[Abstract]:On April 14, 2009, under the close attention of the CPC Central Committee and the State Council, the State General Administration of Sports and the Ministry of Education jointly launched the National Youth Campus Football activity in more than 2000 schools in 44 cities. Jiangxi Province in September of the same year issued the implementation of youth football activities in Jiangxi Province (hereinafter referred to as "Plan"). Based on the background of "Plan", this paper investigates and systematically combs the evolution of campus football in Jiujiang City by means of literature, expert interview, questionnaire investigation and mathematical statistics. The conclusions and suggestions are as follows: (1) before 2009, the overall development level of campus football in Jiujiang City was relatively backward, the government and related functional departments did not know enough about the activities, and the influence of traditional educational concepts. The development of football activities in primary and secondary schools is not optimistic, compared with the domestic activities carried out better cities there is still a large gap. (2) from 2009 to 2014, Jiujiang campus football activities gradually towards the right track, The leading departments at the higher levels have improved their cognitive level of the activities, the form of football activities has increased, the intensity of capital investment has increased significantly, and the hardware facilities such as venues and equipment have been gradually improved, basically meeting the standards for the activities to be carried out. However, the development of campus football league is relatively slow. (3) since 2015, the development of campus football in Jiujiang City is in a stage of steady rise, and the various work is in full swing, but the popularization and promotion degree is not enough. High school and university campus football activities are relatively backward, football into the classroom, large class and class league activities need to be strengthened. (4) at present, The following problems exist in the campus football work in Jiujiang City: the cognitive level of the activities is on the low side; The policy guarantee system and the reward mechanism are not perfect; the funds are insufficient; the quality and quantity of the site and facilities are not up to the requirements; the professional level of the coaches is not high; The imperfect system of competition organization and the influence of traditional educational ideas have greatly restricted the further development and promotion of campus football activities in Jiujiang City. The countermeasures for the sustainable development of campus football activities in Jiujiang City: the following aspects should be done well in the development of campus football in Jiujiang City: strengthening the propaganda of campus football activities and improving the overall cognitive level; Increase investment, construction of site facilities, improve the professional level of coaches; improve the management mechanism, improve the security system; strengthen the cooperation between the sports and education departments; build a comprehensive and diversified campus football league system; Strengthen the connection between school and local professional football club. On this basis, this paper summarizes the success and deficiency of the campus football activities in Jiujiang City over the past few years, further improves the construction of campus football, popularizes the football game in an all-round way, and gradually forms the independent mode of the campus football activities in Jiujiang City. Construct the youth football reserve talent training system in an all-round and systematic way.
