【摘要】：隨著2009年末中國(guó)足壇掀起的打假掃黑風(fēng)暴,眾多“黑哨”、“假球”案例浮出水面,多名參與“假球”、“黑哨”行為的官員與裁判員紛紛落馬,“黑哨”現(xiàn)象極其惡劣的影響和制約中國(guó)職業(yè)足球聯(lián)賽的發(fā)展前行。因此深度分析中國(guó)足球“黑哨”的成因、探討其應(yīng)對(duì)措施、對(duì)策,將對(duì)促進(jìn)我國(guó)足球水平的提高以及國(guó)內(nèi)職業(yè)足球聯(lián)賽的良性運(yùn)轉(zhuǎn)具有重大的影響。本文以中國(guó)職業(yè)足球聯(lián)賽中的“黑哨”現(xiàn)象為研究對(duì)象,主要采用文獻(xiàn)資料法、專家訪談法、統(tǒng)計(jì)分析法以及案例分析法。在學(xué)習(xí)有關(guān)足球運(yùn)動(dòng)中“黑哨”現(xiàn)象的文獻(xiàn)資料基礎(chǔ)上,歸納出“黑哨”現(xiàn)象的類型和基本歷程,為分析國(guó)內(nèi)足球職業(yè)聯(lián)賽“黑哨”現(xiàn)象的產(chǎn)生原因提供參考依據(jù)。為此,本文作者主要就聯(lián)賽體制方面、聯(lián)賽經(jīng)營(yíng)方面、裁判管理方面對(duì)中國(guó)足球“黑哨”成因進(jìn)行研究,并通過(guò)對(duì)現(xiàn)象的分析、對(duì)相關(guān)專家學(xué)者的訪談以及對(duì)相關(guān)資料的歸納和總結(jié),相應(yīng)的提出了國(guó)內(nèi)足球職業(yè)聯(lián)賽“黑哨”現(xiàn)象主要是由于權(quán)力過(guò)于集中產(chǎn)生權(quán)力尋租,中國(guó)足球的管理職能錯(cuò)位,俱樂(lè)部發(fā)展目標(biāo)的雙重性,俱樂(lè)部經(jīng)營(yíng)權(quán)的流失,高層公信力低及裁判員薪酬偏低等原因造成。最后,為了更好地認(rèn)識(shí)、預(yù)測(cè)和有效控制國(guó)內(nèi)足球職業(yè)聯(lián)賽中的“黑哨”行為,本文作者認(rèn)為,可通過(guò)采取完善中國(guó)足球體制改革,建立科學(xué)的監(jiān)管機(jī)制,協(xié)調(diào)經(jīng)營(yíng)權(quán)分配,完善聯(lián)賽裁判體制,增加裁判員收入等一系列措施,以期達(dá)到凈化足球環(huán)境,讓中國(guó)足球在一種良好的氛圍中不斷提高水平,從而進(jìn)一步促使中國(guó)足球健康快速發(fā)展。
[Abstract]:With the crackdown on fraud and blackening in Chinese football in late 2009, numerous cases of "black whistle" and "match-fixing" have surfaced, and many officials and referees involved in the "fixing" and "black whistle" behavior have fallen. The phenomenon of black whistle affects and restricts the development of Chinese professional football league. Therefore, the deep analysis of the causes of the "black whistle" of Chinese football, the discussion of its countermeasures and countermeasures, will have a great impact on the improvement of the level of Chinese football and the benign operation of the domestic professional football league. This paper takes the phenomenon of "black whistle" in Chinese professional football league as the research object, mainly adopts the method of literature, expert interview, statistical analysis and case analysis. On the basis of studying the literature about the phenomenon of "black whistle" in football, this paper sums up the types and basic course of the phenomenon of "black whistle", and provides a reference for analyzing the causes of the phenomenon of "black whistle" in domestic football professional league. Therefore, the author mainly studies the causes of "black whistle" of Chinese football in the aspects of league system, league management and referee management, and through the analysis of the phenomenon, Interviews with relevant experts and scholars and the induction and summary of relevant materials, the corresponding proposed domestic football league "black whistle" phenomenon is mainly due to excessive concentration of power rent-seeking power, Chinese football management functions misplaced, The duality of the club's development goal, the loss of the club's management right, the low credibility of the high level and the low remuneration of the umpire are caused by the duality of the club's development goal. Finally, in order to better understand, predict and effectively control the "black whistle" behavior in the domestic professional football league, the author thinks that we can adopt the reform of Chinese football system, establish a scientific supervision mechanism, and coordinate the distribution of management rights. A series of measures such as perfecting the referee system and increasing the referee's income are expected to purify the football environment and improve the level of Chinese football in a good atmosphere so as to further promote the healthy and rapid development of Chinese football.
