新型城鎮(zhèn)化背景下農(nóng)村體育公共產(chǎn)品配置現(xiàn)狀與發(fā)展對(duì)策研究

【摘要】：近年來我國推行新型城鎮(zhèn)化建設(shè),打破原有的城市和農(nóng)村二元制發(fā)展模式,同步建設(shè)城市和新農(nóng)村。新城鎮(zhèn)化背景下的新農(nóng)村建設(shè)現(xiàn)已取得一定成效,但在許多公共產(chǎn)品如體育公共產(chǎn)品的配置上,新農(nóng)村仍表現(xiàn)出嚴(yán)重的供需不平衡、供給失范現(xiàn)象。政府部門權(quán)責(zé)不明晰,決策機(jī)制過硬,供給主體單一等問題在農(nóng)村體育公共資源配置上凸顯。對(duì)我國三農(nóng)事業(yè)的發(fā)展不利,給農(nóng)村及社會(huì)的穩(wěn)定和發(fā)展造成負(fù)面影響,因此,新形勢(shì)下政府迫切需要針對(duì)當(dāng)前農(nóng)村體育事業(yè)發(fā)展出現(xiàn)的問題,改變決策過硬、供給主體單一、市場(chǎng)介入空白等問題,用科學(xué)民主的決策,多元化發(fā)展農(nóng)村體育事業(yè)。
[Abstract]:In recent years, our country promotes the new urbanization construction, breaks the original city and the countryside dual system development pattern, simultaneously constructs the city and the new countryside. The construction of new countryside under the background of new urbanization has made some achievements, but in the allocation of many public goods such as sports public goods, the new countryside still shows a serious imbalance between supply and demand, and the supply is out of order. The power and responsibility of government departments are not clear, the decision-making mechanism is perfect, and the main body of supply is single, so the allocation of rural sports public resources is prominent. It is unfavorable to the development of agriculture, rural areas and farmers in our country, and has a negative impact on the stability and development of the countryside and society. Therefore, under the new situation, the government urgently needs to change the strong decision making and the single supply body in view of the problems existing in the development of the rural sports cause at present. Market intervention blank and other issues, with scientific and democratic decision-making, diversified development of rural sports.
