【摘要】：運(yùn)用文獻(xiàn)資料法等研究中國(guó)職業(yè)足球改革發(fā)展政策傳導(dǎo)的關(guān)鍵環(huán)節(jié)及傳導(dǎo)效率阻滯因素,提出提升政策傳導(dǎo)效率的對(duì)策。主要結(jié)論:步入職業(yè)化進(jìn)程以來(lái),政策質(zhì)量不高、政策執(zhí)行難、實(shí)施結(jié)果欠佳等一直制約著中國(guó)職業(yè)足球的發(fā)展,雖然《中國(guó)足球改革發(fā)展總體方案》為中國(guó)職業(yè)足球突破發(fā)展困境提供了良好契機(jī),但要有效實(shí)現(xiàn)相關(guān)改革政策的調(diào)控目標(biāo),還需深入研究如何提升政策的傳導(dǎo)效率。建議:細(xì)化并完善政策目標(biāo)體系;強(qiáng)化政策工具搭配和選擇;優(yōu)化政府管理體制與利益博弈機(jī)制。
[Abstract]:This paper studies the key links of policy transmission in the reform and development of Chinese professional football and the factors of blocking the conduction efficiency by using the method of literature and materials, and puts forward some countermeasures to improve the transmission efficiency of policy. The main conclusions are as follows: since the process of professionalization, the quality of the policy is not high, the policy implementation is difficult, the result of the implementation is poor, and so on has been restricting the development of Chinese professional football. Although the General Plan for the Reform and Development of Chinese Football provides a good opportunity for China's professional football to break through the difficult position of development, it is still necessary to study how to improve the transmission efficiency of the policy in order to effectively realize the regulation and control objectives of the relevant reform policies. Suggestions: refine and perfect the policy target system; strengthen the policy tool collocation and choice; optimize the government management system and benefit game mechanism.
