【摘要】：以國(guó)家治理現(xiàn)代化為視角,通過(guò)分析全民健身治理現(xiàn)代化面臨的機(jī)遇與挑戰(zhàn),梳理全民健身治理現(xiàn)代化的路徑。認(rèn)為在國(guó)家治理、體育法治化以及大眾健身意愿日益增強(qiáng)背景下,全民健身治理迎來(lái)重要機(jī)遇,但多主體合作共治、多向度互動(dòng)協(xié)商、科學(xué)化運(yùn)作程序,以及利益多方共贏尚未形成,對(duì)全民健身治理現(xiàn)代化提出了嚴(yán)峻挑戰(zhàn)。構(gòu)建多元主體合作共治模式,使多主體有序參與到全民健身多元共治的新治理結(jié)構(gòu)中;以新型的"網(wǎng)格化"互動(dòng)協(xié)商機(jī)制為重點(diǎn),有效激發(fā)社會(huì)體育民間組織以及民眾個(gè)體自身的能量;采用科學(xué)化運(yùn)作程序,保障各治理主體的參與權(quán)與成果分享權(quán),是全民健身治理現(xiàn)代化的現(xiàn)實(shí)路徑。
[Abstract]:From the perspective of national governance modernization, this paper analyzes the opportunities and challenges of national fitness governance modernization, and combs the path of national fitness governance modernization. Under the background of national governance, sports rule by law and the increasing will of the public fitness, the national fitness governance welcomes an important opportunity, but multi-subject cooperation and co-governance, multi-direction interactive consultation, scientific operation procedure, etc. As well as the benefit multi-win has not yet been formed, the modernization of national fitness management put forward a severe challenge. In order to make multi-subjects participate in the new governance structure of multiple co-governance of national fitness in an orderly way, we should focus on the new "grid" interactive negotiation mechanism. It is a realistic way to modernize the governance of the whole nation by effectively stimulating the energy of social sports non-governmental organizations and individual people and adopting scientific operating procedures to ensure the participation right and the right to share results of all governing bodies.
