【摘要】：隨著我國高水平籃球聯(lián)賽職業(yè)化程度越來越高,作為籃球比賽重要組成部分的裁判員卻仍是由業(yè)余裁判組成,近幾年由于裁判員在比賽中出現(xiàn)的種種問題,裁判員發(fā)展程度與聯(lián)賽發(fā)展程度出現(xiàn)了明顯的不協(xié)調(diào)的狀態(tài),社會(huì)各界對(duì)出臺(tái)職業(yè)籃球裁判的呼聲越來越高。本論文以籃球裁判員職業(yè)化改革為背景,在現(xiàn)有研究的基礎(chǔ)之上,對(duì)改革的主體——我國高水平籃球裁判員對(duì)裁判職業(yè)化改革意愿的意愿、訴求、看法、意見與建議進(jìn)行調(diào)查和研究,分析他們的實(shí)際意愿產(chǎn)生的原因,為相關(guān)部門出臺(tái)相應(yīng)的裁判員職業(yè)化改革政策提供基礎(chǔ)參考資料,從而推動(dòng)我國籃球裁判員向職業(yè)裁判員邁進(jìn)。本論文通過采用文獻(xiàn)資料法、專家訪談法、問卷調(diào)查法、數(shù)理統(tǒng)計(jì)法、邏輯分析法,調(diào)查現(xiàn)階段我國執(zhí)法職業(yè)聯(lián)賽的高水平籃球裁判員對(duì)職業(yè)化改革的意愿,并得出以下結(jié)論:1、我國高水平籃球裁判員普遍認(rèn)為裁判員職業(yè)化改革是必要的,但是基于現(xiàn)階段我國國情和相關(guān)裁判員管理政策,不宜操之過急,需暫緩實(shí)行。2、我國高水平籃球裁判員對(duì)職業(yè)裁判的意愿,與現(xiàn)階段實(shí)施的政策相比較有很大差距。從薪資待遇、業(yè)務(wù)培訓(xùn)、選拔晉升機(jī)制、退休養(yǎng)老等方面都存在需要完善的方面。3、一旦職業(yè)裁判員出現(xiàn),需要外界基于高度的支持。一個(gè)新生行業(yè),需要相應(yīng)的法律法規(guī)作為保障;裁判員因其職業(yè)的特殊性還需要專業(yè)的醫(yī)療團(tuán)隊(duì)給予必要的支持;由于該職業(yè)專業(yè)性強(qiáng),需要主流媒體正確引導(dǎo)大眾對(duì)待裁判的判罰,并積極普及規(guī)則,讓裁判員拜托輿論壓力。根據(jù)裁判員上述意愿的調(diào)查和分析,得出以下建議:1、提高職業(yè)裁判員待遇,吸引高水平裁判員進(jìn)入到職業(yè)裁判行列。2、充分利用非賽季的時(shí)間,對(duì)裁判員組織統(tǒng)一的培訓(xùn)。3、建立行之有效的職業(yè)裁判員選拔、晉升、退出制度。4、建立職業(yè)裁判員外界保障制度,讓醫(yī)療、媒體、相關(guān)技術(shù)支持裁判員工作,延長裁判員職業(yè)壽命。
[Abstract]:With the professional degree of our country's high-level basketball league is getting higher and higher, the referee, as an important part of basketball match, is still composed of amateur referees. In recent years, due to the various problems that the referees have appeared in the competition, The development degree of referees and the development of league matches appear obvious uncoordinated state, and the calls for professional basketball referees from all walks of life are getting higher and higher. This paper takes the basketball referee professionalization reform as the background, on the basis of the existing research, to the reform main body-our country high level basketball referee's will to the referee professionalization reform will, the appeal, the view, The opinion and suggestion carries on the investigation and the research, analyzes their actual will to produce the reason, provides the basic reference material for the relevant department to issue the corresponding referee professionalization reform policy, thus impels our country basketball referee to the professional referee stride forward. Through the methods of literature, expert interview, questionnaire survey, mathematical statistics and logical analysis, this paper investigates the high-level basketball referees' willingness to reform their professionalism in the current law enforcement professional league in China. And draw the following conclusion: 1, China's high-level basketball referees generally believe that the referee professional reform is necessary, but based on the current situation of our country and the relevant referee management policy, it is not necessary to act too hastily. It is necessary to suspend the implementation of .2. there is a big gap between our country's high-level basketball referees' willingness to professional referees and the policies implemented at the present stage. From salary treatment, business training, selection and promotion mechanism, retirement pension and other aspects, there are aspects that need to be improved. Once the professional referees appear, they need to be highly supported by the outside world. A new industry needs corresponding laws and regulations as a safeguard; referees also need the necessary support from a professional medical team because of the particularity of their profession. The mainstream media should correctly guide the public to deal with the referee's decision and actively popularize the rules so that the umpire can ask the public pressure. On the basis of the investigation and analysis of the referees' wishes mentioned above, the following suggestions are made: 1, to improve the treatment of professional referees, to attract high-level referees into the ranks of professional referees, and to make full use of non-season time, Organize uniform training for referees, set up effective professional referees selection, promotion, withdrawal system .4. establish professional referees' external security system, let medical, media, relevant technical support referees work, Extend the umpire's career life.
