【摘要】：在全面深化改革,政府簡政放權(quán)的大背景下,政府職能的轉(zhuǎn)移已經(jīng)成為一個巨大的社會工程,市場經(jīng)濟的發(fā)展,政府唱“獨角戲”的時代已經(jīng)不能適應當前經(jīng)濟發(fā)展所需,這是一個多元化、市場化、社會化、多方參與的社會,多種社會力量參與形成合力,共同促進時代的發(fā)展。體育社團的自愿性等眾多特點,使得體育社團在承接政府職能時有很好的基礎(chǔ)。東部地區(qū)承接政府職能轉(zhuǎn)移發(fā)展的較好,西部地區(qū)比東部地區(qū)就相對較落后一些,四川省位于我國的西南地區(qū),在經(jīng)濟、政治、文化等領(lǐng)域都在領(lǐng)先的地位,在地理位置上占有較好的優(yōu)勢,綜合這些優(yōu)勢條件四川省在承接政府職能方面比西南其它地區(qū)有先進的優(yōu)越條件。首先,從四川省體育社團承接政府職能的角度進行,選擇四川省體育社團作為調(diào)查對象,采用文獻資料法歸納整理出體育社團、政府職能轉(zhuǎn)移的概念和研究現(xiàn)狀。其次,運用問卷調(diào)查法調(diào)查四川省體育社團在承接政府時的現(xiàn)狀,通過向四川省體育社團管理者及相關(guān)工作人員發(fā)放問卷,得到四川省體育社團承接政府職能的基本情況,并結(jié)合訪談法深一步的對體育社團的工作人員進行訪談調(diào)查。最后,運用實地調(diào)查法和數(shù)理統(tǒng)計法,對四川省體育社團的部分協(xié)會進行實地的調(diào)查,對收集到的問卷和數(shù)據(jù)進行數(shù)理統(tǒng)計。通過對體育社團的現(xiàn)狀進行分析,從四川省體育社團承接政府職能路徑轉(zhuǎn)移的現(xiàn)實基礎(chǔ)入手,主要有牢固的政策保障、有利的地方支持、較強的承接能力、龐大的體育社團數(shù)量、豐富的活動賽事五個方面。通過研究發(fā)現(xiàn),四川省體育社團承接政府職能轉(zhuǎn)移存在三個方面的障礙:一是政府方面,政府管理職能劃分不清楚、主管部門任命形式和決策方式進行。二是體育社團方面,部門設(shè)置、工作人員專業(yè)化水平和經(jīng)費來源。三是社會方面,社會群眾思想觀念以及社會資源兩個面。發(fā)現(xiàn)四川省體育社團的內(nèi)部行政管理、政府工作人員內(nèi)部的循環(huán)和行政機構(gòu)的設(shè)立,是影響四川省體育社團不能承接政府職能的關(guān)鍵因素,進而導致四川省體育社團供給來源單一,政府不能放權(quán)、大小事情依賴政府的決策。“簡政放權(quán)”政府職能的轉(zhuǎn)移,政府該放的放,該交的交,把本屬于體育社團的權(quán)利歸還給體育社團,按照“扶上馬,送一程”的節(jié)奏,最終讓四川省體育社團自主管理,政府起到監(jiān)督、協(xié)調(diào)的作用。對此提出六條實施策略:一、創(chuàng)新運行模式,達成雙方合作共贏;二、改變傳統(tǒng)思想模式,提升體育社團地位;三、拓寬資金渠道,完善籌資方式;四、優(yōu)化考核機制,充實社會管理人員隊伍;五、匯聚優(yōu)質(zhì)資源,夯實人才支撐;六、加強宣傳力度,激活參與機制。從而為四川省體育社會團承接政府職能轉(zhuǎn)移提供最佳適宜的路徑。
[Abstract]:In the context of comprehensive reform and the decentralization of government power, the transfer of government functions has become a huge social project. With the development of the market economy, the era of the government singing "monologue" can no longer meet the needs of the current economic development. This is a pluralistic, market-oriented, socialized, multi-participating society, and the participation of various social forces forms a joint force to promote the development of the times. The voluntary nature of sports associations makes sports associations have a good foundation in undertaking government functions. The eastern region is better able to undertake the transfer of government functions, and the western region is relatively lagging behind the eastern region. Sichuan Province is located in the southwest of China and is in a leading position in the economic, political, cultural and other fields. It has a good advantage in geographical location, and Sichuan province has advanced advantages over other areas in southwest China in accepting government functions. First of all, from the point of view of accepting the government functions of the sports associations in Sichuan Province, the author chooses the sports associations in Sichuan Province as the object of investigation, and summarizes the concept and research status of the sports associations and the transfer of government functions by using the method of literature and materials. Secondly, using the method of questionnaire to investigate the current situation of Sichuan sports associations in accepting the government, through the distribution of questionnaires to the managers of Sichuan sports associations and related staff, get the basic situation of Sichuan sports associations to undertake the functions of the government. In combination with the interview method, the staff of the sports association were interviewed and investigated. Finally, field investigation and mathematical statistics were used to investigate some associations of Sichuan sports association, and the questionnaire and data were collected. By analyzing the current situation of sports associations, starting with the realistic foundation of Sichuan sports associations to undertake the transfer of government functions, there are strong policy guarantees, favorable local support, and strong acceptance ability. A large number of sports associations, a wealth of activities in five areas. Through the study, it is found that there are three obstacles for Sichuan sports associations to undertake the transfer of government functions: the first is the government, the division of government management functions is not clear, the form of appointment of the competent department and the mode of decision-making are carried out. Second, sports associations, the establishment of departments, staff professional level and funding sources. Three is the social aspect, the social masses idea and the social resources two aspects. It is found that the internal administration of Sichuan sports associations, the circulation of government staff and the establishment of administrative institutions are the key factors that affect the inability of Sichuan sports associations to undertake government functions. As a result, Sichuan sports associations supply a single source, the government can not delegate power, the size of the matter depends on government decisions. The transfer of government functions from "simplified administration to decentralization", the release of government functions, and the handing over of government functions, the return of the rights originally belonging to sports associations, according to the rhythm of "strengthening the horses and sending them one way", finally allowed the Sichuan sports associations to manage themselves. The government plays a role of supervision and coordination. In this regard, six implementation strategies are put forward: first, to innovate the operation mode, to achieve win-win cooperation between the two sides; second, to change the traditional thinking mode and promote the status of sports associations; third, to broaden the funding channels and improve the financing methods; fourth, to optimize the examination mechanism, Enrich the social management team; fifth, pool high-quality resources, tamp talent support; sixthly, strengthen publicity efforts, activate the participation mechanism. Therefore, it provides the best suitable way for Sichuan sports social group to undertake the transfer of government functions.
