【摘要】：運(yùn)用訪談法、調(diào)查法、文獻(xiàn)法,課題組在3年時(shí)間內(nèi),搜集近30年體育體制文獻(xiàn),分析競技體育管辦分離演進(jìn)、問題、目標(biāo)及路徑,得出如下觀點(diǎn):(1)競技體育管辦分離可分為一體、摸索、明確3個(gè)時(shí)期;(2)競技體育管辦分離面臨的問題包括"兩頭熱、中間冷""理論認(rèn)識模糊""行政隸屬關(guān)系"3方面的主要問題;(3)競技體育管辦分離的最終目的是"促進(jìn)政府職能轉(zhuǎn)變,有助于建設(shè)服務(wù)型政府";(4)競技體育管辦分離路徑主要包括開放式、政府管理效能、頂層設(shè)計(jì)與基層創(chuàng)新結(jié)合、分類推進(jìn)。其中,開放式路徑是從外部獲取技術(shù)、信息、智力、資金的重要渠道;政府管理效能路徑是優(yōu)化權(quán)力結(jié)構(gòu),權(quán)力向社會(huì)轉(zhuǎn)移、轉(zhuǎn)變政府職能的重要內(nèi)容;頂層設(shè)計(jì)結(jié)合基層創(chuàng)新是競技體育管辦分離改革可能和可行的保障;分類改革是管辦分離差別化管理和運(yùn)作的重要內(nèi)容。
[Abstract]:Using interview, investigation, literature, the research group collected nearly 30 years of sports system documents in three years, and analyzed the evolution, problems, objectives and paths of competitive sports management. Come to the following point of view: 1) the separation of management and management of competitive sports can be divided into one, groping, and defining the problems faced by the separation of management and administration of competitive sports in three periods, including "hot at both ends," The final purpose of the separation of competitive sports management offices is to "promote the transformation of government functions". It is helpful to build a service-oriented government. The separation path of competitive sports management mainly includes opening, government management efficiency, combination of top-level design and grass-roots innovation, classification and promotion. Among them, the open path is an important channel to obtain technology, information, intelligence and funds from outside, the effective path of government management is the important content of optimizing power structure, transferring power to society and transforming government function. The combination of top-level design and basic-level innovation is the possible and feasible guarantee for the separation of competitive sports management and management, and the classification reform is an important part of the management and operation of separation and differentiation.
