【摘要】：校園足球是寄托著中國足球未來的基礎(chǔ)性工程,將校園足球打造成健康工程、綠色工程是大勢所趨。當(dāng)下,實現(xiàn)校園足球持續(xù)、健康、長遠(yuǎn)的發(fā)展應(yīng)立足運(yùn)動之于成長的意義,強(qiáng)調(diào)育人為本,重在普及,而地域遼闊、人口眾多的山東省,對不斷增加校園足球人口數(shù)量,進(jìn)而擴(kuò)大校園足球的普及面極為重要。為了更好地促進(jìn)校園足球的科學(xué)、健康發(fā)展,山東省需要進(jìn)行自上而下的頂層設(shè)計,需要布局協(xié)調(diào)。因此,本文基于“區(qū)域協(xié)同”這一視角,以“兩區(qū)一圈一帶”這一區(qū)域格局為背景,從戰(zhàn)略高度審視思考山東省校園足球發(fā)展方向,深入探索發(fā)掘山東省發(fā)展校園足球的潛力,力求區(qū)域校園足球協(xié)同發(fā)展的研究能為山東省校園足球發(fā)展注入新的活力,助推校園足球的長遠(yuǎn)發(fā)展。目前,針對山東省進(jìn)行的校園足球研究主要集中于師資、競賽、開展現(xiàn)狀等基礎(chǔ)層面,從戰(zhàn)略層面把握校園足球發(fā)展的研究較為缺乏,尚未發(fā)現(xiàn)兩區(qū)一圈一帶和校園足球相結(jié)合的相關(guān)研究成果。為此,本文綜合采用文獻(xiàn)資料法、專家訪談法、實地考察法等多種研究方法,對區(qū)域校園足球協(xié)同發(fā)展進(jìn)行系統(tǒng)性研究,研究初步得出以下結(jié)論:1.依據(jù)山東省兩區(qū)一圈一帶區(qū)域資源特色,對山東省校園足球的協(xié)同發(fā)展進(jìn)行布局,可為山東省校園足球的整體發(fā)展提供支持。2.山東半島藍(lán)色經(jīng)濟(jì)區(qū)校園足球整體發(fā)展水平較高于其他區(qū)域,黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)和西部經(jīng)濟(jì)隆起帶發(fā)展校園足球的活力日益凸顯。各區(qū)域之間、各地市之間的校園足球發(fā)展水平存在較明顯的差距,呈現(xiàn)出不均衡態(tài)勢。3.現(xiàn)階段,各區(qū)域的校園足球均以關(guān)注比賽為主,表現(xiàn)了“唯競賽論”發(fā)展理念的趨同性。4.區(qū)域校園足球協(xié)同發(fā)展,有利于促進(jìn)多方合作,有利于資源整合,有利于通過區(qū)域聯(lián)動促進(jìn)整體發(fā)展,表明了區(qū)域校園足球協(xié)同發(fā)展是必要的。5.文化資源的認(rèn)同性、自然資源的相似性、交通資源的便利性為山東省兩區(qū)一圈一帶協(xié)同發(fā)展校園足球提供了可能。6.區(qū)域校園足球協(xié)同發(fā)展以突出區(qū)域聯(lián)動為目標(biāo);以“創(chuàng)新、協(xié)調(diào)、綠色、開放、共享”為發(fā)展理念;在區(qū)域協(xié)同過程中遵循堅持分工合作、資源整合、循序漸進(jìn)、改革引領(lǐng)和兼顧公平的基本原則;在山東省青少年校園足球工作領(lǐng)導(dǎo)小組的統(tǒng)一領(lǐng)導(dǎo)下,協(xié)同的內(nèi)容包含師資隊伍、競賽體系、課余訓(xùn)練、人才培養(yǎng)、課程教學(xué)、場地設(shè)施等方面。7.對各區(qū)域進(jìn)行重點(diǎn)布局。山東半島藍(lán)色經(jīng)濟(jì)區(qū)是具有引領(lǐng)性和帶動性的示范區(qū),充分發(fā)揮賽事組織優(yōu)勢的影響力;黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)做大做強(qiáng)校園足球用品制造業(yè);省會城市經(jīng)濟(jì)圈的校園足球憑借雄厚的科研人才優(yōu)勢,強(qiáng)抓校園足球師資隊伍的規(guī)范化培訓(xùn);西部經(jīng)濟(jì)隆起帶充分利用科技創(chuàng)新能力,探索建立校園足球管理云平臺。8.創(chuàng)新理念、協(xié)調(diào)機(jī)制、資金支持、規(guī)章制度、監(jiān)督考核是保障區(qū)域校園足球協(xié)同發(fā)展的關(guān)鍵因素。
[Abstract]:Campus football is the basic project of the future of Chinese football. It is the trend of the times to build the campus football into a healthy project. At present, the realization of sustainable, healthy and long-term development of campus football should be based on the significance of sports to growth, emphasizing the importance of educating people, focusing on popularization, and Shandong Province, which has a vast territory and a large population, will continue to increase the number of football people on campus. And then expand the popularity of campus football is extremely important. In order to promote the scientific and healthy development of campus football, Shandong Province needs top-down top-level design and coordination of layout. Therefore, based on the perspective of "regional coordination", this paper takes the regional pattern of "two regions and one circle" as the background, examines the development direction of campus football in Shandong Province from a strategic perspective, and explores the potential of developing campus football in Shandong Province. The study of the coordinated development of regional campus football can inject new vitality into the development of campus football in Shandong Province and promote the long-term development of campus football. At present, the research on campus football in Shandong Province is mainly focused on teachers, competitions, development status quo and other basic levels, and the study of the development of campus football from the strategic level is relatively lacking. No related research results have been found on the combination of two districts and one circle and campus football. For this reason, this article synthetically uses the literature method, the expert interview method, the field investigation method and so on various research methods, carries on the systematic research to the regional campus soccer coordinated development, the research preliminary obtains the following conclusion: 1. According to the regional resource characteristics of two districts and one circle in Shandong Province, the coordinated development of campus football in Shandong Province can be arranged, which can provide support for the overall development of campus football in Shandong Province. The overall development level of campus football in the blue economic zone of Shandong Peninsula is higher than that in other regions, and the vitality of developing campus football in the high-efficiency ecological economic zone of the Yellow River Delta and the western economic uplift zone is increasingly prominent. There is an obvious gap in the development level of campus football between different regions and cities, showing an unbalanced situation. 3. At the present stage, campus football in all regions is mainly concerned with competition, showing the convergence of the concept of "competition theory". 4. The coordinated development of regional campus football is conducive to the promotion of multi-party cooperation, the integration of resources and the promotion of the overall development through regional linkage, which indicates that the coordinated development of regional campus football is necessary. 5. The identity of cultural resources, the similarity of natural resources and the convenience of traffic resources provide the possibility of developing campus football in Shandong province. The goal of the coordinated development of regional campus football is to highlight the regional linkage; to take "innovation, coordination, green, openness and sharing" as the development concept; to adhere to the principle of division of work and cooperation, integration of resources and gradual progress in the process of regional cooperation. Under the unified leadership of Shandong Provincial Youth Campus Football work leading Group, the cooperative contents include teachers, competition system, after-school training, talent training, curriculum teaching, Site, facilities, etc. Carry on the key layout to each area. The blue economic zone of Shandong Peninsula is a leading and leading demonstration area, which can give full play to the influence of the advantages of the organization of the events, and the Yellow River Delta High efficiency Ecological Economic Zone has become bigger and stronger in the campus football supplies manufacturing industry. The campus football of the economic circle of the provincial capital city relies on the abundant scientific research talented person superiority, strongly grasps the campus soccer teacher troop standardization training; the western economic uplift belt fully utilizes the science and technology innovation ability, explores the establishment campus soccer management platform. Innovation idea, coordination mechanism, fund support, rules and regulations, supervision and assessment are the key factors to ensure the coordinated development of regional campus football.
