【摘要】：運(yùn)用文獻(xiàn)資料調(diào)研、案例分析、實(shí)地考察和對(duì)比分析法,結(jié)合《西澳體育中心托管法案1986》《稅法2008》,對(duì)西澳州屬體育場(chǎng)館群近年年報(bào)進(jìn)行研究,分析了西澳州政府在西澳體育中心信托管轄下的州屬大型體育場(chǎng)館群管理運(yùn)營(yíng)中政府職能。結(jié)果表明:西澳政府對(duì)場(chǎng)館管理機(jī)構(gòu)及其體制立法規(guī)制;州政府的服務(wù)性補(bǔ)貼和購(gòu)買公共服務(wù)是場(chǎng)館群運(yùn)營(yíng)經(jīng)費(fèi)主要來源;州政府對(duì)稅收方面豁免力度大;對(duì)西澳大型公共體育場(chǎng)館群的運(yùn)營(yíng)能源費(fèi)用實(shí)施優(yōu)惠和補(bǔ)貼。并對(duì)我國(guó)制定公共體育場(chǎng)館的管理法案和托管法案、明確政府角色和場(chǎng)館定位、發(fā)揮政府職能作用提出相關(guān)建議。
[Abstract]:With the help of literature investigation, case study, field investigation and comparative analysis, combined with the Trust Act of Western Australia Sports Center 1986 and the tax Law 2008, the annual report of the sports venues and stadiums of Western Australia in recent years was studied.This paper analyzes the government functions of the state under the trust of the Western Australian Sports Center in the management and operation of large stadiums and gymnasiums.The results show that: Western Australia government regulations on venue management institutions and their system; the state government service subsidies and purchase of public services are the main sources of funds for the operation of stadiums and gymnasiums;Western Australia large public stadiums and stadiums group operating energy costs to implement concessions and subsidies.It also puts forward some suggestions on making the management bill and trusteeship bill of public stadiums and stadiums, clarifying the role of the government and the location of the stadiums, and giving full play to the functions of the government.
