【摘要】：從1995年國務(wù)院發(fā)布了《全民健身計(jì)劃綱要》以來，，全國各地方政府逐漸將體育發(fā)展的政策向大眾體育方向傾斜，越來越重視發(fā)展全民健身。上海市委、市政府更是高度重視大眾體育的發(fā)展工作，陸續(xù)出臺(tái)了一系列關(guān)于發(fā)展全民健身的大眾體育政策，取得了巨大的成就，這自然離不開上海市各級政府和相關(guān)組織對大眾體育政策的有效執(zhí)行。但是，上海市的大眾體育工作還不夠完善、不夠科學(xué)，仍存在著一些問題和困難，而其最根本的原因是確保上海市大眾體育政策有效執(zhí)行的制度缺失。因此，本文以上海市大眾體育政策作為切入點(diǎn)，呈現(xiàn)其具體政策執(zhí)行的現(xiàn)狀，從新經(jīng)濟(jì)制度學(xué)的制度分析視角剖析上海市在執(zhí)行大眾體育政策過程中的優(yōu)勢與劣勢。最終，嘗試探索并構(gòu)建上海市大眾體育政策有效執(zhí)行的制度框架，為更好地發(fā)展上海市的全民健身和大眾體育政策執(zhí)行提供參考和借鑒。 本文從結(jié)構(gòu)上共分為六部分： 第一章，主要介紹了論文選題的背景、研究意義、研究思路、研究方法、相關(guān)基本概念的界定和本文的難點(diǎn)和創(chuàng)新點(diǎn)。 第二章，對文章涉及的相關(guān)理論進(jìn)行介紹，主要梳理關(guān)于公共政策、政策執(zhí)行以及制度分析等相關(guān)理論，為本論文的研究與撰寫奠定理論基礎(chǔ)。 第三章，從制度入手全面分析上海市在具體的大眾體育政策執(zhí)行過程中如何處理制度與行為、組織、制度穩(wěn)定性之間的關(guān)系，全面呈 現(xiàn)上海市執(zhí)行大眾體育政策過程中處理制度與現(xiàn)實(shí)之間矛盾的風(fēng)貌。 第四章，通過全面剖析上海市在大眾體育政策執(zhí)行過程中存在的主要問題，包括執(zhí)行主體單一化、政策資源供給不足、政策執(zhí)行權(quán)與制定權(quán)相脫離等。進(jìn)而深入挖掘其存在問題的制度根源：（1）權(quán)力分配制度不完善；（2）組織制度安排不合理；（3）利益協(xié)調(diào)制度不完備；（4）監(jiān)督管理制度不科學(xué)。 第五章，論文從制度分析的框架入手，針對上海市在大眾體育政策執(zhí)行中存在的問題，提出了構(gòu)建上海市大眾體育政策執(zhí)行的制度框架，它主要包括四方面：完善權(quán)力分配制度、優(yōu)化組織制度安排、完備利益協(xié)調(diào)制度和健全監(jiān)控管理制度。 第六章，對論文的主要觀點(diǎn)進(jìn)行總結(jié)和歸納，并點(diǎn)明進(jìn)一步研究的方向和研究性問題。
[Abstract]:Since the State Council issued the outline of the National Fitness Program in 1995, the local governments of the whole country have gradually tilted the policy of sports development towards the direction of mass sports, and paid more and more attention to the development of national fitness.The Shanghai Municipal Party Committee and the municipal government have attached great importance to the development of mass sports, and have successively issued a series of popular sports policies on the development of national fitness, which have made great achievements.This is naturally inseparable from Shanghai at all levels of government and related organizations to the effective implementation of mass sports policy.However, the mass sports work in Shanghai is not perfect and scientific, and there are still some problems and difficulties, and the most fundamental reason is the lack of system to ensure the effective implementation of the public sports policy in Shanghai.Therefore, this paper takes the mass sports policy of Shanghai as the starting point, presents the current situation of its specific policy implementation, and analyzes the strengths and weaknesses of Shanghai in the process of implementing the mass sports policy from the perspective of the institutional analysis of the new economic system.Finally, this paper tries to explore and construct the institutional framework of the effective implementation of the public sports policy in Shanghai, so as to provide a reference and reference for the better development of the whole people's fitness and the implementation of the mass sports policy in Shanghai.This paper is divided into six parts from the structure:The first chapter mainly introduces the background, research significance, research ideas, research methods, the definition of relevant basic concepts and the difficulties and innovations of this paper.The second chapter introduces the relevant theories of the article, mainly combing the relevant theories about public policy, policy implementation and system analysis, which lays a theoretical foundation for the research and writing of this paper.In the third chapter, we analyze the relationship between system and behavior, organization and system stability in the process of implementing public sports policy in Shanghai.In the process of implementing mass sports policy, Shanghai is dealing with the contradiction between system and reality.The fourth chapter, through a comprehensive analysis of the main problems in the implementation of public sports policy in Shanghai, including the implementation of the single subject, insufficient supply of policy resources, policy implementation power and the right to formulate the separation.And then dig deeply into the institutional root of its existing problems: (1) the power distribution system is not perfect; (2) the organization system arrangement is not reasonable; (3) the interest coordination system is not complete; (4) the supervision and management system is not scientific.In the fifth chapter, starting with the framework of system analysis, aiming at the problems existing in the implementation of the public sports policy in Shanghai, the paper puts forward the institutional framework for the implementation of the public sports policy in Shanghai.It mainly includes four aspects: perfecting power distribution system, optimizing organization system arrangement, perfecting interest coordination system and perfecting supervision and management system.The sixth chapter summarizes the main points of the thesis and points out the direction of further research and research issues.
