【摘要】：我國青少年體育俱樂部作為一種承載社會參與和治理青少年體育公共事務(wù)的重要組織形式,其特殊的社會角色定位有效地彌補(bǔ)了政府與企業(yè)的不足,在開展青少年體育活動(dòng),解決青少年體質(zhì)問題過程中創(chuàng)造出了獨(dú)特的公共價(jià)值。然而當(dāng)前我國青少年體育俱樂部自身治理能力不足、政府重視程度不夠以及缺乏有效的合作機(jī)制等問題嚴(yán)重阻礙了俱樂部公共價(jià)值的實(shí)現(xiàn)。解決當(dāng)前我國青少年體育俱樂部公共價(jià)值實(shí)現(xiàn)的制約因素,有助于發(fā)現(xiàn)青少年群體實(shí)際體育需求,發(fā)揮政府的積極作用,調(diào)動(dòng)社會的廣泛參與,推動(dòng)青少年體育事業(yè)的長期發(fā)展。本文主要圍繞青少年體育俱樂部公共價(jià)值“是什么”“怎么樣”“為什么”“怎么辦”的思路展開研究。通過研讀相關(guān)的文獻(xiàn)資料以及法規(guī)政策,準(zhǔn)確定位我國青少年體育俱樂部的性質(zhì),探究俱樂部實(shí)際具備的公共價(jià)值。比較分析國內(nèi)外俱樂部運(yùn)營管理等方面的差異,結(jié)合當(dāng)前我國青少年體育俱樂部實(shí)際發(fā)展?fàn)顩r,梳理俱樂部公共價(jià)值實(shí)現(xiàn)存在問題。結(jié)合有關(guān)專家以及管理者的訪談資料,分析阻礙當(dāng)前我國青少年體育俱樂部公共價(jià)值實(shí)現(xiàn)的因素,并在此基礎(chǔ)上進(jìn)一步提出我國青少年體育俱樂部公共價(jià)值的實(shí)現(xiàn)路徑。通過研究發(fā)現(xiàn):我國青少年體育俱樂部區(qū)別于政府與企業(yè)的獨(dú)特屬性使其具備了提供青少年體育公共服務(wù)、管理青少年體育公共事務(wù)、組織青少年體育公益活動(dòng)三個(gè)方面的公共價(jià)值。由于俱樂部組織建設(shè)不健全,獨(dú)立性不足;政府尚未建立有效的監(jiān)督評估標(biāo)準(zhǔn),無法建立各種保障機(jī)制;政府重視程度不夠,缺乏有效的溝通協(xié)調(diào)機(jī)制;社會參與程度低,對青少年體育俱樂部的支持力度不夠等因素的影響,我國青少年體育俱樂部公共價(jià)值實(shí)現(xiàn)存在不均衡、不到位、不充分三個(gè)方面的問題�？梢酝ㄟ^加強(qiáng)俱樂部自身規(guī)范化建設(shè),提高服務(wù)能力;提高政府重視程度,優(yōu)化發(fā)展環(huán)境;引入市場機(jī)制,激發(fā)青少年體育俱樂部的組織活力;鼓勵(lì)社會力量投入,推動(dòng)俱樂部多元化發(fā)展這四條路徑來實(shí)現(xiàn)我國青少年體育俱樂部的公共價(jià)值。
[Abstract]:As an important organization form of carrying the social participation and governing the youth sports public affairs, the youth sports club of our country has made up the deficiency of the government and the enterprise effectively by its special social role orientation, and it is carrying out the youth sports activity.In the process of solving the problem of teenagers' physique, we have created a unique public value.However, the problems such as insufficient governance ability of youth sports clubs in our country, insufficient government attention and lack of effective cooperation mechanism seriously hinder the realization of the public value of clubs.To solve the restriction factors of the realization of the public value of the youth sports club in our country at present, it is helpful to find out the actual sports demand of the youth group, give play to the positive role of the government, and mobilize the extensive participation of the society.Promote the long-term development of youth sports.This paper focuses on the idea of "what is" and "how", "why" and "how to do" in juvenile sports clubs.By studying the relevant documents and laws and regulations, we can accurately locate the nature of the youth sports clubs in China and explore the practical public value of the clubs.This paper compares and analyzes the differences in the operation and management of clubs at home and abroad, and combs the existing problems in the realization of club public value by combining with the actual development situation of juvenile sports clubs in our country.Based on the interview data of relevant experts and managers, this paper analyzes the factors hindering the realization of the public value of juvenile sports clubs in our country, and on this basis, further puts forward the way to realize the public value of juvenile sports clubs in our country.Through the research, it is found that the unique attributes of Chinese youth sports clubs are different from the government and enterprises, which make them have the ability to provide public services for youth sports, and to manage the public affairs of youth sports.The public value of organizing youth sports public welfare activities.Because the club organization construction is not perfect, the independence is insufficient; the government has not established the effective supervision and evaluation standard, cannot establish the various safeguard mechanism; the government has not paid enough attention to, lacks the effective communication coordination mechanism; the social participation degree is low,There are three problems in the realization of public value of juvenile sports clubs in China, such as unbalanced, inadequate and inadequate, due to the influence of insufficient support for youth sports clubs.We can enhance the service ability by strengthening the club's own standardization construction, improve the government's attention degree, optimize the development environment, introduce the market mechanism, stimulate the youth sports club's organization vigor, encourage the social force to invest,To realize the public value of youth sports clubs in China, we should promote the diversified development of clubs.
