【摘要】：競(jìng)技體育綜合實(shí)力是衡量一個(gè)國(guó)家或地區(qū)體育事業(yè)發(fā)展水平的重要指標(biāo)之一,是國(guó)家綜合實(shí)力的重要展現(xiàn)。事實(shí)上,黨和國(guó)家都高度重視我國(guó)體育事業(yè)的發(fā)展。2016年5月,根據(jù)黨中央和國(guó)務(wù)院的總體發(fā)展部署,國(guó)家體育總局發(fā)布了“體育發(fā)展'十三五'規(guī)劃”,規(guī)劃中指出要“以四個(gè)全面為指導(dǎo)思想;以服務(wù)全面建成小康社會(huì)為出發(fā)點(diǎn);以創(chuàng)新、協(xié)調(diào)、綠色、開放共享為理念發(fā)展競(jìng)技體育”,為我國(guó)發(fā)展競(jìng)技體育指明了方向。但由于我國(guó)地域間經(jīng)濟(jì)、文化發(fā)展存在差異,我國(guó)競(jìng)技體育區(qū)域間發(fā)展差異明顯。同時(shí)現(xiàn)有少量評(píng)價(jià)體系,缺乏實(shí)踐層面的操作,對(duì)加快我國(guó)各個(gè)區(qū)域競(jìng)技體育事業(yè)的發(fā)展提供參考缺乏科學(xué)、合理的依據(jù)。本文主要運(yùn)用了文獻(xiàn)資料法、問卷調(diào)查法、數(shù)理統(tǒng)計(jì)法和層次分析法等研究方法,在對(duì)我國(guó)競(jìng)技體育事業(yè)發(fā)展要素的研究基礎(chǔ)上,結(jié)合我國(guó)區(qū)域競(jìng)技體育事業(yè)的發(fā)展現(xiàn)狀深入探討了影響我國(guó)區(qū)域競(jìng)技體育事業(yè)發(fā)展的的重要因素。在此基礎(chǔ)上,建立了我國(guó)區(qū)域競(jìng)技體育事業(yè)發(fā)展水平綜合評(píng)價(jià)指標(biāo)體系并確定了指標(biāo)權(quán)重;同時(shí)根據(jù)2015年我國(guó)體育事業(yè)發(fā)展統(tǒng)計(jì)年鑒,分區(qū)域和省域進(jìn)行綜合評(píng)價(jià);最終提出了我國(guó)競(jìng)技體育整體發(fā)展的策略。旨在為促進(jìn)我國(guó)區(qū)域競(jìng)技體育事業(yè)的協(xié)調(diào)發(fā)展和我國(guó)競(jìng)技體育事業(yè)全面發(fā)展提供參考。結(jié)論如下:1、競(jìng)技體育是人類的一種社會(huì)性活動(dòng),是國(guó)家綜合實(shí)力展現(xiàn)的窗口;競(jìng)技體育發(fā)展受制于地域、經(jīng)濟(jì)、文化等環(huán)境條件;競(jìng)技體育發(fā)展要素包括人力要素、物力要素和財(cái)力要素,其中人力要素是競(jìng)技體育發(fā)展的重要基礎(chǔ),物力要素是競(jìng)技體育開展的基礎(chǔ)條件,財(cái)力基礎(chǔ)是經(jīng)濟(jì)體育發(fā)展的重要保障。2、我國(guó)競(jìng)技體育事業(yè)發(fā)展水平綜合評(píng)價(jià)體系包括投入指標(biāo)、活動(dòng)指標(biāo)、產(chǎn)出指標(biāo)3個(gè)一級(jí)指標(biāo),競(jìng)技體育人力資源指標(biāo)、競(jìng)技體育基礎(chǔ)條件指標(biāo)、競(jìng)賽參與和組織狀況指標(biāo)、競(jìng)技體育發(fā)展指標(biāo)、競(jìng)技體育績(jī)效指標(biāo)5個(gè)而指標(biāo)和運(yùn)動(dòng)員人數(shù)指標(biāo)、裁判員人數(shù)指標(biāo)等23個(gè)三級(jí)指標(biāo)。3、2015年我國(guó)競(jìng)技體育事業(yè)區(qū)域發(fā)展差異明顯,我國(guó)東部地區(qū)競(jìng)技體育事業(yè)整體發(fā)展明顯優(yōu)于中部地區(qū)和西部地區(qū);西部地區(qū)競(jìng)技體育事業(yè)發(fā)展略好于中部地區(qū),競(jìng)技體育事業(yè)發(fā)展“中部塌陷現(xiàn)象”初顯。4、2015年我國(guó)競(jìng)技體育事業(yè)省域發(fā)展差異明顯,廣東省、山東省、江蘇省競(jìng)技體育事業(yè)整體發(fā)展態(tài)勢(shì)較好,海南省、青海省、西藏自治區(qū)競(jìng)技體育事業(yè)整體發(fā)展相對(duì)落后,競(jìng)技體育區(qū)域間協(xié)調(diào)發(fā)展,任重道遠(yuǎn)。
[Abstract]:The comprehensive strength of competitive sports is one of the important indexes to measure the development level of a country or a region, and it is also an important manifestation of the comprehensive strength of a country.In fact, both the Party and the state attach great importance to the development of sports in China. In May 2016, according to the overall development plans of the CPC Central Committee and the State Council, the State Sports Administration issued the 13th Five-Year Plan for Sports Development.It is pointed out in the plan that "taking four aspects as the guiding ideology, serving to build a well-off society in an all-round way as the starting point, and innovating, coordinating, green, opening and sharing as the concept of developing competitive sports" has pointed out the direction for the development of competitive sports in our country.However, due to the differences in regional economy and cultural development, there are obvious differences in the development of competitive sports regions in China.At the same time, there is a small amount of evaluation system, lack of practical level of operation, to speed up the development of competitive sports in various regions of China lack of scientific and reasonable basis.This paper mainly uses the methods of literature, questionnaire, mathematical statistics and analytic hierarchy process, on the basis of the research on the elements of the development of competitive sports in China.Combined with the current situation of the development of regional competitive sports in China, this paper probes into the important factors that affect the development of regional competitive sports in China.On this basis, the comprehensive evaluation index system of the development level of regional competitive sports in our country is established and the index weight is determined, at the same time, according to the statistical yearbook of sports development in China in 2015, the comprehensive evaluation is carried out in different regions and provinces.Finally, put forward the overall development strategy of competitive sports in China.The purpose of this paper is to provide a reference for the coordinated development of regional competitive sports in China and the overall development of competitive sports in China.The conclusion is as follows: 1. Competitive sports is a kind of social activity of human being, it is the window of the comprehensive strength of the country, the development of competitive sports is restricted by regional, economic, cultural and other environmental conditions, and the elements of competitive sports development include human factors.Material and financial factors, among which human factors are the important basis for the development of competitive sports, material elements are the basic conditions for the development of competitive sports.Financial foundation is an important guarantee for the development of economic sports. The comprehensive evaluation system of competitive sports development level in China includes input index, activity index and output index, human resource index of competitive sports.Competitive sports basic condition index, competition participation and organization condition index, competitive sports development index, competitive sports performance index 5 and athlete number index, competitive sports basic condition index, competition participation and organization condition index, competitive sports development index, competitive sports performance index,In 2015, the regional development difference of competitive sports in China is obvious, and the overall development of competitive sports in eastern China is obviously superior to that in central and western regions.The development of competitive sports in the western region is slightly better than that in the central region, and the development of competitive sports cause "the collapse phenomenon in the central region" has shown at the beginning of .4. in 2015, there are obvious differences in the development of competitive sports in the province of China, Guangdong Province and Shandong Province.The overall development of competitive sports in Jiangsu Province is relatively good. The overall development of competitive sports in Hainan Province Qinghai Province and Tibet Autonomous region is relatively backward. The coordinated development of competitive sports regions has a long way to go.
