【摘要】：隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展,人們?cè)谖镔|(zhì)生活得到滿足的同時(shí),開始注重精神生活層次的提高。我國(guó)農(nóng)村地區(qū)也向發(fā)展型社會(huì)轉(zhuǎn)變,對(duì)于公共體育服務(wù)的需求也在逐漸增強(qiáng),但現(xiàn)階段我國(guó)公共體育服務(wù)供給結(jié)構(gòu)不合理、不完善等問題長(zhǎng)期影響農(nóng)村地區(qū)的現(xiàn)代化進(jìn)程,學(xué)界對(duì)農(nóng)村公共體育服務(wù)的研究很少關(guān)注農(nóng)村居民的具體需求,供給結(jié)構(gòu)仍需進(jìn)一步優(yōu)化。本研究以安徽省為例,運(yùn)用多種研究方法,在充分了解該地區(qū)農(nóng)村公共體育服務(wù)供給現(xiàn)狀的前提下,嘗試建立適應(yīng)該地區(qū)實(shí)際情況的農(nóng)村公共體育服務(wù)多元化供給。通過調(diào)查該地區(qū)農(nóng)村公共體育服務(wù)資源的供給狀況及農(nóng)村地區(qū)公共體育服務(wù)的滿足狀況,結(jié)合相關(guān)理論、地區(qū)自身?xiàng)l件、經(jīng)濟(jì)基礎(chǔ)、財(cái)政實(shí)力以及人民生活水平等方面,探討通過合理優(yōu)化現(xiàn)有體育資源,嘗試建立并完善公共體育服務(wù)多元化供給,實(shí)現(xiàn)農(nóng)村公共體育服務(wù)供需平衡。本論文得出以下幾點(diǎn)結(jié)論:(1)安徽省農(nóng)村公共體育服務(wù)需求具有層次性、多樣性、差異性的特點(diǎn)。農(nóng)村居民對(duì)公共體育服務(wù)的需求與其地區(qū)經(jīng)濟(jì)發(fā)展水平以及自身收入呈正比關(guān)系,隨著國(guó)家整體經(jīng)濟(jì)水平的提升,農(nóng)村居民的公共體育服務(wù)的需求層級(jí)也在逐漸提升,然而卻被排除在公共體育服務(wù)的供給決策圈之外,屬于被動(dòng)消費(fèi),也是現(xiàn)行的公共體育服務(wù)供給與實(shí)際需求不相對(duì)等的重要原因。(2)安徽省農(nóng)村公共體育服務(wù)供給呈現(xiàn)供需不符、供給效率低下、不公平供給的狀況。取之于民卻無法合理的用之于民,成為農(nóng)村公共體育服務(wù)供給的最大難題,現(xiàn)行的財(cái)權(quán)制度和農(nóng)村公共產(chǎn)品供給制度,使得原來就極少的可用于農(nóng)村公共體育服務(wù)的財(cái)政資金,無法針對(duì)農(nóng)村居民真正需要的服務(wù)內(nèi)容提供供給,并且所提供的現(xiàn)有的缺乏后期管理維護(hù),無法實(shí)現(xiàn)資源最大程度轉(zhuǎn)化為實(shí)際效益。(3)農(nóng)村地區(qū)公共體育服務(wù)多元化供給并不僅僅是一個(gè)體制的建設(shè),而是一個(gè)根據(jù)不同地區(qū)的實(shí)際情況和具體差別,因地制宜的進(jìn)行不同的多元化供給以滿足農(nóng)村居民需求的動(dòng)態(tài)過程。應(yīng)當(dāng)由政府在供給中發(fā)揮主導(dǎo)作用,在對(duì)農(nóng)村居民的供給中打好基礎(chǔ);由市場(chǎng)在供給中發(fā)揮自主性、多種類的優(yōu)勢(shì),增加供給的多樣性,提升有效供給程度;由社會(huì)力量發(fā)揮第三部門機(jī)動(dòng)靈活的特點(diǎn),在市場(chǎng)供給的裂縫地帶及特殊供給領(lǐng)域查缺補(bǔ)漏,確保全面供給。
[Abstract]:With the development of economy and society, people begin to pay attention to the improvement of spiritual life level while the material life is satisfied. However, at the present stage, the supply structure of public sports services in China is unreasonable and imperfect, which has long affected the modernization process in rural areas. The academic research on rural public sports services has paid little attention to the specific needs of rural residents. The supply structure still needs to be further optimized. This study takes Anhui Province as an example, using various research methods, under the premise of fully understanding the present situation of the rural public sports service supply in this area. This paper attempts to establish a diversified supply of rural public sports services adapted to the actual situation in the region. By investigating the supply situation of rural public sports service resources and the satisfaction of rural public sports services in the rural areas, the author combines the relevant theories. In the aspects of the region's own conditions, economic base, financial strength and people's living standard, this paper probes into how to establish and perfect the diversified supply of public sports service through the rational optimization of existing sports resources. This paper draws the following conclusions: (1) the demand for rural public sports services in Anhui Province is of different levels and diversity. Rural residents' demand for public sports services is in direct proportion to their regional economic development level and their own income, and with the improvement of the overall economic level of the country, the rural residents' demand for public sports services is proportional to the level of regional economic development and their own income. The level of demand for public sports services of rural residents is also gradually rising, but it is excluded from the decision-making circle of public sports service supply and belongs to passive consumption. It is also an important reason that the current supply of public sports services is not equal to the actual demand. 2) the supply of rural public sports services in Anhui Province does not match the supply and demand, and the supply efficiency is low. The situation of unfair supply. It becomes the biggest problem of the rural public sports service supply, the current financial right system and the rural public goods supply system. So that the financial funds which can be used for the rural public sports service rarely can provide the service content which the rural residents really need, and the existing financial funds can not provide the post-management maintenance. The diversification of public sports service supply in rural areas is not only the construction of a system, but is based on the actual situation and specific differences of different regions. In order to meet the demand of the rural residents, the government should play a leading role in the supply, lay a good foundation in the supply to the rural residents, and give full play to the autonomy of the market in the supply. Various kinds of advantages, increase the diversity of supply, improve the effective supply level; by the social forces to play the third sector flexible characteristics, in the market supply cracks and special areas of supply, to ensure a comprehensive supply.
