【摘要】：中國冰雪產(chǎn)業(yè)發(fā)展二十余年,黑龍江省一直是全國冰雪產(chǎn)業(yè)的風向標。北京聯(lián)合張家口成功申辦2022年冬奧會為體育產(chǎn)業(yè)發(fā)展帶來新的機遇。黑龍江省要抓住冬奧會帶來的熱潮,全面發(fā)展黑龍江省冰雪體育產(chǎn)業(yè),進一步釋放龍江冰雪優(yōu)勢,全力推進龍江冰雪體育產(chǎn)業(yè)的優(yōu)化升級。本文通過文獻資料法、實地調(diào)研法、比較研究法、邏輯分析法對黑龍江省有質(zhì)量等級、較大規(guī)模的滑雪場、室內(nèi)滑冰場、室內(nèi)滑雪場、用于教學訓練或商業(yè)運作的室外滑冰場以及其他冰雪旅游勝地等冰雪體育產(chǎn)業(yè)的可持續(xù)發(fā)展進行調(diào)查研究。在現(xiàn)狀分析的基礎上分析2022年京張冬奧會對黑龍江省冰雪體育產(chǎn)業(yè)發(fā)展影響,得出以下結(jié)論:1.黑龍江省冰雪體育產(chǎn)業(yè)雖在國內(nèi)發(fā)展較早,但是與國外仍有差距。2022年冬奧會將促進龍江冰雪體育產(chǎn)業(yè)經(jīng)濟效益的提高。2.黑龍江省的冰雪競技項目在全國具有優(yōu)勢,國際賽事上取得優(yōu)異成績,但目前仍然存在冰雪競技項目發(fā)展不均衡的現(xiàn)狀,后備運動員較少。3.2022年冬奧會有助于黑龍江省擴大冰雪體育產(chǎn)業(yè)規(guī)模,打造龍江特有冰雪品牌。4.黑龍江省冰雪體育產(chǎn)業(yè)發(fā)展建設資金匱乏,在2022年冬奧會的輻射力較廣的影響下,龍江冰雪體育產(chǎn)業(yè)的基礎設施、配套設施將有很大提升。5.目前黑龍江省冰場雪場供需失調(diào),資源開發(fā)無序,冰雪設施陳舊落后,缺乏規(guī)范的管理制度和運營標準,在冬奧會的影響下將有所改善。6.黑龍江省冰雪專業(yè)型人才匱乏,在2022年冬奧會來臨之際,利用地域優(yōu)勢,群眾基礎,大力為國家培養(yǎng)冰雪類專業(yè)技術(shù)人才,服務人才。針對上述2022年冬奧會對黑龍江冰雪體育產(chǎn)業(yè)的影響,給出如下建議:1.完善黑龍江省冰雪產(chǎn)業(yè)布局,打造獨具特色的冰雪體育產(chǎn)業(yè)聚集區(qū)和產(chǎn)業(yè)帶。2.積極開展黑龍江省冰雪賽事及活動,倡導全民參與,重點培育青少年冰雪運動。響應習近平主席“3億人上冰雪”號召。3.豐富黑龍江省冰雪體育市場,倡導多元化發(fā)展,打造龍江特有冰雪品牌。4.建立冰雪為特色產(chǎn)業(yè)園區(qū),大力宣傳黑龍江省冰雪文化,提高龍江冰雪知名度。5.培育冰雪管理及服務型人才,與黑龍江省高校合作,制定專門冰雪培養(yǎng)計劃,為國家儲備冰雪人才。6.針對冰雪體育產(chǎn)業(yè)擴大國際間交流。開設冰雪體育論壇峰會,邀請國外學者來到黑龍江,開展冰雪知識普及講座,分享冰雪體育的最新信息。7.加強環(huán)保意識,相應國家號召的情況下,新建維護冰場雪場,注重自然資源合理利用,切勿打破生態(tài)平衡。
[Abstract]:China's ice and snow industry has developed for more than 20 years, and Heilongjiang Province has been the vane of the national ice and snow industry. Beijing and Zhangjiakou successfully bid for the 2022 Winter Olympics to bring new opportunities for the development of the sports industry. Heilongjiang Province will seize the upsurge brought by the Winter Olympics. To develop the ice and snow sports industry in Heilongjiang Province in an all-round way, to further release the ice and snow advantages of Longjiang River, and to promote the optimization and upgrading of the ice and snow sports industry in the Longjiang River. The logical analysis method has the quality grade, the larger scale ski resort, the indoor ice skating field, the indoor ski resort in Heilongjiang Province. The sustainable development of ice and snow sports industry, such as outdoor skating rink and other ice and snow tourist resorts used for teaching and training or commercial operation, was investigated and studied. Based on the analysis of the present situation, the 2022 Jingzhang Winter Olympics in Heilongjiang Province was analyzed. The impact of the development of ice and snow sports industry, We can draw the following conclusion: 1. Although the ice and snow sports industry in Heilongjiang Province developed earlier in China, However, there is still a gap with foreign countries. In 2022, the Winter Olympic Games will promote the improvement of the economic benefits of the ice and snow sports industry in Longjiang. However, there is still an unbalanced development of ice and snow sports, and there are fewer reserve athletes. 3.2022 Winter Olympics will help Heilongjiang expand the scale of ice and snow sports industry. To build a unique ice and snow brand in Longjiang. 4. The development and construction of ice and snow sports industry in Heilongjiang Province is short of funds. Under the influence of the radiation power of the Winter Olympics in 2022, the infrastructure of the ice and snow sports industry in Longjiang River, The supporting facilities will be greatly upgraded .5.At present, the ice and snow fields in Heilongjiang Province are out of balance between supply and demand, the development of resources is disorderly, the ice and snow facilities are obsolete and backward, and there is a lack of standardized management system and operating standards. Under the influence of the Winter Olympic Games, there will be some improvement .6.Heilongjiang Province is short of specialized professionals in ice and snow. When the Winter Olympic Games are coming in 2022, we will make great efforts to train professional and technical personnel of snow and ice for the country by making use of the regional advantage and the mass foundation. In view of the above impact of the 2022 Winter Olympics on the ice and snow sports industry in Heilongjiang Province, the following suggestions are given: 1. Perfect the ice and snow industry layout in Heilongjiang Province. Create a unique ice and snow sports industry gathering area and industrial belt .2. actively carry out ice and snow events and activities in Heilongjiang Province and advocate the participation of all the people. Focus on cultivating young people's ice and snow sports. In response to Chairman Xi Jinping's call for "300 million people on ice and snow", enrich the ice and snow sports market in Heilongjiang Province, advocate diversified development, create a unique ice and snow brand of Longjiang .4. set up ice and snow industry park with characteristics of ice and snow. Vigorously propagate the ice and snow culture of Heilongjiang Province, improve the ice and snow awareness of Longjiang River, cultivate ice and snow management and service personnel, and work out a special ice and snow training plan in cooperation with colleges and universities in Heilongjiang Province, Expand international exchanges for the ice and snow sports industry, set up a summit of ice and snow sports forums, invite foreign scholars to Heilongjiang to give lectures on ice and snow knowledge popularization, To share the latest information of ice and snow sports. 7. Strengthen the awareness of environmental protection. Under the circumstances called for by the country, build and maintain the ice field, pay attention to the rational use of natural resources, and do not break the ecological balance.
