【摘要】：隨著體育與社會(huì)、經(jīng)濟(jì)、文化發(fā)展的互動(dòng)越來越密切,各類體育賽事增多,賽事規(guī)模加大,賽事風(fēng)險(xiǎn)增加,在眾多風(fēng)險(xiǎn)中參與者最關(guān)注的無非是自身的安全問題。賽事本身存在風(fēng)險(xiǎn),在賽事進(jìn)行過程中運(yùn)動(dòng)員如果發(fā)生意外情況,賽事醫(yī)療救助部門便成為了第一時(shí)間能對(duì)運(yùn)動(dòng)員傷勢進(jìn)行救助的醫(yī)療力量。如果在出現(xiàn)醫(yī)療事故時(shí)發(fā)生處理不當(dāng)?shù)惹闆r,既耽誤受傷選手的病情診治,又會(huì)給賽事帶來負(fù)面影響。尤其對(duì)于大量業(yè)余選手參賽的賽事來說,醫(yī)療救護(hù)應(yīng)急管理顯得更為重要。本文以近年來發(fā)展迅速的中鐵協(xié)鐵人三項(xiàng)賽事為例,采用文獻(xiàn)資料法、專家訪談法、比較分析法和實(shí)地調(diào)查法,將風(fēng)險(xiǎn)管理理論與中國鐵人三項(xiàng)運(yùn)動(dòng)協(xié)會(huì)所負(fù)責(zé)的鐵人三項(xiàng)賽事相結(jié)合,再根據(jù)鐵人三項(xiàng)運(yùn)動(dòng)自身的特點(diǎn),調(diào)查其鐵人三項(xiàng)賽醫(yī)療救護(hù)方面的風(fēng)險(xiǎn)現(xiàn)狀及存在問題,對(duì)賽事進(jìn)行過程中醫(yī)療救護(hù)的整個(gè)過程作以實(shí)際調(diào)查分析,總結(jié)出一套適合其賽事運(yùn)行模式的醫(yī)療救護(hù)風(fēng)險(xiǎn)管理方案,提高賽事主體的風(fēng)險(xiǎn)意識(shí),從而達(dá)到以最小的成本換取最大的安全保障。通過對(duì)中鐵協(xié)鐵人三項(xiàng)賽事醫(yī)療救護(hù)環(huán)節(jié)的深入了解,發(fā)現(xiàn)在賽事中存在以下風(fēng)險(xiǎn)事件:(1)制度落實(shí)不到位;(2)舉辦地過度重視賽事經(jīng)濟(jì)利益;(3)賽前選手現(xiàn)場資格審核時(shí)易混亂;(4)賽后未重視醫(yī)療救助信息整理;(5)國際性賽事中存在交流困難。并結(jié)合鐵人三項(xiàng)相關(guān)賽事在醫(yī)療救護(hù)保障方面的舉措,對(duì)中鐵協(xié)鐵人三項(xiàng)賽事醫(yī)療救護(hù)風(fēng)險(xiǎn)管理提出以下完善對(duì)策:(1)賽前風(fēng)險(xiǎn)防范與演習(xí):包括制定醫(yī)療救護(hù)保障應(yīng)急預(yù)案、編制醫(yī)療救護(hù)手冊(cè)、網(wǎng)上進(jìn)行選手參賽資格審核、醫(yī)療救護(hù)保障環(huán)節(jié)外包、賽前培訓(xùn)和演習(xí)。(2)賽中風(fēng)險(xiǎn)應(yīng)對(duì)與干預(yù):包括“鐵人醫(yī)師”參賽、工作人員充當(dāng)“醫(yī)療觀察員”、記錄醫(yī)療救護(hù)流程信息。(3)賽后跟蹤與總結(jié);包括建立選手-醫(yī)院-組委會(huì)-保險(xiǎn)公司聯(lián)絡(luò)機(jī)制、醫(yī)療統(tǒng)計(jì)數(shù)據(jù)存檔。同時(shí)本文對(duì)中鐵協(xié)鐵人三項(xiàng)賽事醫(yī)療救護(hù)風(fēng)險(xiǎn)管理提出以下建議:(1)在賽前籌備時(shí)為參賽選手準(zhǔn)備包括安全提示及自救提示的醫(yī)療救護(hù)手冊(cè)。(2)多培養(yǎng)具有專業(yè)性、運(yùn)動(dòng)針對(duì)性的醫(yī)療代表,保障人員后備力量,提高人員專業(yè)化素質(zhì)。(3)加大政策制度落實(shí)力度,提高舉辦地對(duì)醫(yī)療救護(hù)保障環(huán)節(jié)的重視程度。(4)發(fā)現(xiàn)并尋找“鐵人醫(yī)師”,組織其參賽,為賽道醫(yī)療救護(hù)保駕護(hù)航。(5)在賽事淡季組織愛好者、賽時(shí)組織參賽者進(jìn)行鐵人三項(xiàng)運(yùn)動(dòng)安全教育。
[Abstract]:As the interaction between sports and social, economic and cultural development becomes closer and closer, the number of sports events increases, the scale of events increases, and the risks of events increase. Among the many risks, the participants are most concerned about their own safety problems. There are risks in the event itself, if an unexpected situation occurs in the course of the event, The medical rescue department of the event has become a medical force that can rescue the athlete's injuries in the first place. If improper treatment occurs in the event of a medical accident, it will delay the treatment of the injured player's condition. Especially for a large number of amateur contestants, the emergency management of medical rescue is even more important. This article takes the rapid development of the China Railway Association triathlon as an example, using the method of literature. Expert interviews, comparative analysis and field investigations combine the theory of risk management with the triathlon events for which the Chinese Ironman Triathlon Association is responsible, and then according to the characteristics of Ironman Triathlon itself, This paper investigates the present situation and existing problems of the medical rescue risk in the triathlon, analyzes the whole process of the medical rescue in the course of the race, and sums up a set of medical rescue risk management scheme suitable for the running mode of the race. To raise the risk awareness of the main players of the event, so as to achieve the minimum cost in exchange for the greatest safety protection. Through in-depth understanding of the medical rescue links in the triathlon of the China Railway Association, Found the following risk events in the event: 1) the implementation of the system is not in place. 2) too much emphasis on the economic interests of the event. 3) pre-competition contestants on the spot qualification audit is easily confused. 4) after the match did not attach importance to medical assistance information sorting out the international competition. It is difficult to communicate in the event. And in combination with the measures of triathlon related events in the field of medical and ambulance support, The following perfect countermeasures are put forward for the management of medical rescue risk in the triathlon of the China Railway Association: 1) Prerace risk prevention and exercise: including the formulation of emergency plans for medical rescue support, the compilation of medical rescue manuals, and the examination of contestants' qualifications on the Internet. (2) risk management and intervention: including "Ironman physician" participating, staff acting as "medical observer", recording medical rescue process information. 3) tracking and summing up after the match; Including the establishment of a contestant, hospital, organizing committee and insurance company liaison mechanism, Medical statistics data archived. At the same time, this paper puts forward the following suggestions for the risk management of medical rescue in the triathlon of the China Railway Association. Multi-culture is professional, Sports targeted medical representatives, ensuring reserve strength of personnel, improving the professional quality of personnel, and strengthening the implementation of policies and systems, Raise the level of attention that the host places attach to the link of medical rescue support. 4) find and seek out "doctor Ironman", organize their participation, and escort the track medical rescue. 5) organize enthusiasts in the off-season events. During the competition, participants were organized to conduct safety education in triathlon.
