【摘要】：國際單項(xiàng)體育聯(lián)合會(huì)的合法性主要體現(xiàn)在結(jié)果合法性、程序合法性和結(jié)構(gòu)合法性。由于無法回應(yīng)受眾群體的期望,國際單項(xiàng)體育聯(lián)合會(huì)的合法性赤字越來越高。意識(shí)到合法性受到威脅,國際單項(xiàng)體育聯(lián)合會(huì)采取自我合法化、橫向合法化和制度改革,但這些努力并未有效解決其問題。由于腐敗、內(nèi)部利益相關(guān)者不滿、效率缺失等治理不善問題,在國際足聯(lián)、國際田聯(lián)、國際拳聯(lián)等數(shù)個(gè)國際單項(xiàng)體育聯(lián)合會(huì)中已經(jīng)出現(xiàn)嚴(yán)重的合法性危機(jī),甚至有可能導(dǎo)致全球體育治理體系的坍塌和失序。研究使用組織行為學(xué)中的委托—代理理論模型,對(duì)35家管理奧林匹克運(yùn)動(dòng)項(xiàng)目的國際單項(xiàng)體育聯(lián)合會(huì)進(jìn)行了假設(shè)檢驗(yàn)分析。結(jié)論顯示國際單項(xiàng)體育聯(lián)合會(huì)合法性危機(jī)產(chǎn)生的首要原因,是在篩查監(jiān)管、信息公開、行政程序、提名選舉等制度上存在重大缺陷。為了彌補(bǔ)上述缺陷,國際單項(xiàng)體育聯(lián)合會(huì)必須進(jìn)行徹底改革,設(shè)立多種控制機(jī)制,監(jiān)督和制約決策層和管理層人士的行為。
[Abstract]:The legitimacy of the international sports federations is mainly embodied in the legitimacy of the results, the legitimacy of the procedure and the legitimacy of the structure. Because of the inability to respond to the expectations of the audience, Aware of the threat to legitimacy and the adoption of self-legalization, horizontal legalization and institutional reform in international sports federations, But these efforts have not effectively addressed their problems. Because of corruption, dissatisfaction among internal stakeholders, lack of efficiency and other poor governance problems, in FIFA, IAAF, There has been a serious crisis of legitimacy in several international sports federations, such as the International Boxing Federation, which may even lead to the collapse and disorder of the global sports governance system. The hypothesis test and analysis of 35 international sports federations that manage Olympic sports have been carried out. The conclusion shows that the main reasons for the legitimacy crisis of international sports federations are screening supervision, information disclosure, administrative procedures, etc. In order to make up for these defects, the international sports federations must carry out thorough reform, set up various control mechanisms, supervise and restrict the behavior of decision makers and managers.
