【摘要】：近年來,隨著“精致淮北”戰(zhàn)略的實施,淮北市經(jīng)濟(jì)發(fā)展水平和綜合競爭力得到大幅度提升。經(jīng)過這些年的發(fā)展,淮北市的地區(qū)生產(chǎn)總值超過七百億元,居于整個安徽省的第六位。相山區(qū)作為淮北市主城區(qū),在經(jīng)濟(jì)領(lǐng)跑全市的同時,社區(qū)居民的物質(zhì)生活水平也得到不斷提升,廣大社區(qū)居民參與體育健身的意識逐漸增強(qiáng),對健身的需求越來越迫切。然而,社區(qū)體育設(shè)施數(shù)量少、種類不齊全、分布不均衡,這些客觀存在的事實在很大程度上制約著居民的生活質(zhì)量。同時社區(qū)在體育設(shè)施的管理維護(hù)工作上,同樣存在較大的不足之處,這也影響到城市形象的提升。筆者運(yùn)用問卷調(diào)查法、文獻(xiàn)資料法、數(shù)理統(tǒng)計法、專家訪談法等研究方法,對淮北市相山區(qū)的體育設(shè)施建設(shè)現(xiàn)狀進(jìn)行了調(diào)查,調(diào)研的內(nèi)容主要有幾個方面:1、體育設(shè)施在相山區(qū)城市社區(qū)的基本建設(shè)情況。2、體育設(shè)施在相山區(qū)城市社區(qū)的維護(hù)情況。3、體育設(shè)施在相山區(qū)城市社區(qū)的具體運(yùn)營情況。4、相山區(qū)城市社區(qū)休閑健身活動的發(fā)展現(xiàn)狀。5、體育設(shè)施在相山區(qū)城市社區(qū)的對外開放程度。6、當(dāng)?shù)鼐用駥ο嗌絽^(qū)城市社區(qū)體育設(shè)施建設(shè)的滿意度。在掌握相山區(qū)城市社區(qū)中體育設(shè)施發(fā)展建設(shè)的詳細(xì)情況下,結(jié)合實地調(diào)查研究的數(shù)據(jù),進(jìn)行歸納分析,得到以下結(jié)論:1、社會經(jīng)濟(jì)的發(fā)展,為相山區(qū)社區(qū)體育設(shè)施的發(fā)展提供了廣闊的空間。但是,隨著體育健身需求的增加,社區(qū)體育設(shè)施的建設(shè)仍不能滿足社區(qū)居民健身的需要。2、相山區(qū)社區(qū)建成和在建體育設(shè)施的種類不齊全、數(shù)量少。經(jīng)營性設(shè)施雖然在一定程度上彌補(bǔ)了公益性設(shè)施的不足,但其收費(fèi)標(biāo)準(zhǔn)難以被一般工薪階層所接受。3、社區(qū)體育設(shè)施建成后,維護(hù)的力度不大。部分體育設(shè)施年久失修,存在相當(dāng)大的安全隱患。在設(shè)施建設(shè)過程中,存在著重規(guī)劃輕監(jiān)管的現(xiàn)象。4、建設(shè)、維護(hù)社區(qū)體育設(shè)施的資金投入較少。而且資金的來源渠道比較單一,主要依賴政府的撥款。盡管有體彩公益基金和社會籌資等資金來源渠道,但仍不能滿足居民參加體育健身的需要。
[Abstract]:In recent years, with the implementation of the "refined Huaibei" strategy, the level of economic development and the overall competitiveness of Huaibei City have been greatly improved. After these years of development, the regional GDP of Huaibei City exceeded 70 billion yuan. Xiangshan District, as the main urban area of Huaibei City, has led the city economically, and at the same time, the material living standard of the community residents has also been continuously improved, and the awareness of the vast number of community residents to participate in sports and fitness has gradually increased. The need for fitness is becoming more and more urgent. However, the number of community sports facilities is small, the variety is not complete, and the distribution is uneven. These objective facts to a large extent restrict the quality of life of the residents. At the same time, the community also has greater deficiencies in the management and maintenance of sports facilities. This also affects the promotion of city image. The author has investigated the present situation of sports facilities construction in Xiangshan District of Huaibei City by means of questionnaire, literature, mathematical statistics, expert interview and other research methods. The contents of the investigation mainly include several aspects: 1, the basic construction of sports facilities in Xiangshan city community, the maintenance of sports facilities in Xiangshan city community, and the specific operation of sports facilities in Xiangshan city community. (4) the present situation of the development of community leisure and fitness activities in Xiangshan area. 5. The degree of opening up of sports facilities in Xiangshan city community. The satisfaction of local residents to the construction of community sports facilities in Xiangshan city. Under the detailed circumstances of the development and construction of sports facilities in the city community, Combined with the data of field investigation and analysis, the following conclusion: 1: 1, the development of social economy provides a broad space for the development of community sports facilities in Xiangshan area. However, with the increase of sports fitness demand, The construction of community sports facilities still can not meet the needs of community residents' fitness. The types of sports facilities built and under construction in Xiangshan District are not complete and the number is small. Although the operating facilities make up for the deficiency of public welfare facilities to some extent, However, the charging standard is difficult to be accepted by the general working class. 3. After the construction of the community sports facilities, the maintenance efforts are not enough. Some sports facilities are in disrepair and there are considerable security risks. In the process of facilities construction, There is a phenomenon of emphasizing planning and neglecting supervision. The construction and maintenance of community sports facilities have less investment. Moreover, the source of funds is relatively single. Although there are some sources of funds, such as sports lottery public funds and social financing, they still can not meet the needs of residents to participate in sports and fitness.
