【摘要】：黨的十八以來,中共中央正在進(jìn)行全面深化體制改革,促進(jìn)政府的職能轉(zhuǎn)變。目前,我國的許多社會(huì)組織存在著政社不分、管辦不分的混亂現(xiàn)象。國家進(jìn)行行業(yè)協(xié)會(huì)商會(huì)與國家行政機(jī)關(guān)的脫鉤改革,體育行業(yè)以中國足球協(xié)會(huì)為試點(diǎn),頒布《中國足球改革發(fā)展總體方案》,展開對(duì)體育行業(yè)協(xié)會(huì)的脫鉤改革,要求足球協(xié)會(huì)與體育局脫鉤。2017年初,中國足球協(xié)會(huì)脫鉤改革基本完成。陜西省足球協(xié)會(huì)作為其會(huì)員單位,其與陜西省足球運(yùn)動(dòng)管理中心是“兩塊牌子,一套人馬”,其也必須要進(jìn)行改革,該如何實(shí)現(xiàn)脫鉤改革,將是本文要研究的內(nèi)容。本文以訪談法、比較研究法、邏輯分析法等方法,對(duì)陜西省足球協(xié)會(huì)管理體制展開調(diào)查,發(fā)現(xiàn)陜西省足球協(xié)會(huì)存在的問題,通過對(duì)已完成脫鉤改革協(xié)會(huì)進(jìn)行研究,總結(jié)其脫鉤改革經(jīng)驗(yàn),并結(jié)合陜西省足球協(xié)會(huì)的實(shí)際,探索一條屬于陜西省脫鉤改革的路徑。本文通過上述研究得出以下結(jié)論:1、陜西省足球協(xié)會(huì)與陜西省足球運(yùn)動(dòng)管理中心同構(gòu),管辦不分。存在的問題:陜西省足球協(xié)會(huì)缺少內(nèi)部監(jiān)督機(jī)構(gòu);陜西省足球協(xié)會(huì)與陜西省足球管理中心職能定位不清晰,存在陜西省足球運(yùn)動(dòng)管理中心越權(quán)行為;工作人員存在多重身份;對(duì)政府財(cái)政撥款依賴性大;外事交流活動(dòng)少;基層黨組織建設(shè)缺位。2、陜西省足球協(xié)會(huì)脫鉤改革的動(dòng)力:國家對(duì)足球協(xié)會(huì)脫鉤的要求;陜西省足球跨越式發(fā)展的需要;以及陜西省承辦十四屆全運(yùn)會(huì)的有利環(huán)境因素。3、陜西省足球協(xié)會(huì)脫鉤存在阻力:足球協(xié)會(huì)缺乏改革意愿;工作人員的社會(huì)分流難;缺少社會(huì)經(jīng)費(fèi)的來源;缺乏場地設(shè)施及辦公場所;體育行政主管部門的過度監(jiān)管等方面。4、陜西省足球協(xié)會(huì)脫鉤改革的目標(biāo)是使陜西足球協(xié)會(huì)成為獨(dú)立法人實(shí)體�，F(xiàn)階段可以按照分階段分步驟進(jìn)行,由原來的“一塊牌子,一套人馬”的方式,轉(zhuǎn)變成“兩套牌子,兩套人馬”的方式,并維持到十四屆全運(yùn)會(huì)結(jié)束,最終目標(biāo)是撤銷足球管理中心。5、陜西省足球協(xié)會(huì)脫鉤改革實(shí)施方案:陜西省足球協(xié)會(huì)優(yōu)化機(jī)構(gòu)設(shè)置,選舉產(chǎn)生新的領(lǐng)導(dǎo)集體;陜西省足球協(xié)會(huì)與陜西省足球運(yùn)動(dòng)管理中心,明確各自的職能定位;在工作人員社會(huì)分流的基礎(chǔ)上,面向社會(huì)公開招聘工作人員;在財(cái)務(wù)管理上,獨(dú)立建賬、采用多元化的資金來源方式實(shí)現(xiàn)正常運(yùn)營,完全適應(yīng)市場化需求;在外事交流上,加大對(duì)青少年外事交流活動(dòng);在黨組織建設(shè)方面,陜西省足球協(xié)會(huì)積極建立自己的黨組織。
