【摘要】：國家隊“6.15”慘案所帶來的結果不應該僅僅是為平息怨聲載道的廣大人民群眾而解雇主教練、開除個別球員,還應該給中國的足球人帶來一種堅定,即堅定走“體教結合”的校園足球之路,革新我國足球人才的選拔培養(yǎng)模式,為中國足球夢的實現(xiàn)而不斷奮斗。中國足球所面臨的主要矛盾是人民群眾日益增長的物質文化需求同落后足球發(fā)展水平之間的矛盾。要解決這一主要矛盾就必須從根本入手—“足球要從娃娃抓起”。“少年強則國強”--青少年是國家的未來,是國家實力的根基,寄托著實現(xiàn)體育振興的希望,承載著所有體育工作者的期望�！靶@足球”是改革我國傳統(tǒng)足球后備人才培養(yǎng)體系的一個巨大創(chuàng)新性實踐。教育部門與體育部門相結合的發(fā)展戰(zhàn)略,為實現(xiàn)我國自主培養(yǎng)高素質、高水平的足球人才提供了現(xiàn)實可能性。孔子在《系辭傳》中寫到“易窮則變,變則通,通則久”。體育總局、教育部聯(lián)合下發(fā)的《關于開展全國青少年校園足球活動的通知》為跌落中的中國足球開出了一劑良方,也為那些在中國足球寒冬中依然追尋自己足球夢的孩子們送去了一絲炭火。校園足球活動的開展不僅有利于擴大我國足球人口、完善我國足球后備人才培養(yǎng)體系,還可以全面提高我國青少年學生的身體素質水平,進而為全面落實素質教育相關政策奠定基礎。本文旨在通過對河北省青少年中小學校園足球活動開展現(xiàn)狀的調查與分析,從中發(fā)現(xiàn)河北省青少年中小學校園足球在開展過程中顯現(xiàn)出的問題,分析問題存在之癥結,為今后校園足球在河北省乃至全國的開展提供一個有價值的素材和參考。本文以河北省校園足球布局城市中小學校園足球開展現(xiàn)狀為研究對象,其中包含兩個國家級布點城市:石家莊市、秦皇島市;六個省級布點城市:唐山、邯鄲、保定、張家口、衡水、邢臺。文章主要利用文獻資料法、調查法、數(shù)理統(tǒng)計法等,對河北省青少年中小學校園足球的現(xiàn)狀進行分析。問卷分為體育教師(教練)問卷、學生問卷、學校領導問卷、家長問卷四個類別。筆者通過對有效回收問卷進行分析,從而對河北省青少年中小學校園足球的現(xiàn)狀進行全面了解,期望發(fā)現(xiàn)河北省中小學校園足球開展過程中存在的普遍性制約性因素。問題(1)河北省中小學校園足球活動的開展面臨:足球場地設施不規(guī)范;足球教師學歷和職稱構成較合理但足球專業(yè)技能有待提高;大多數(shù)學校開展足球活動采用課外活動或足球訓練等形式,能夠開設足球課程的學校較少。(2)活動開展主體的體育教師存面臨問題包括:工作滿意度較低;工資待遇與工作量不成正比;組織和開展足球活動所面臨的各方面壓力大。(3)活動參與主體的學生所遇到的最突出問題是參賽機會不多,比賽參與學生群體人數(shù)較少。(4)活動管理主體的學校領導對待開展校內足球主要擔心的是學生安全問題及維護學校教學秩序這兩個問題。(5)學生家長反對子女參加足球活動主要是擔心子女參加足球活動會影響孩子的學習成績,另外就是害怕孩子受到運動傷害。對策(1)增加財政對學校足球的扶持力度,完善中小學足球場地與設施建設;拓寬足球教師教學能力深造渠道,加大高水平人才引進力度;鼓勵中小學開發(fā)足球校本課程,形成具有本校特色的足球課程體系(2)提高足球教師校內教學地位;將日常訓練和比賽計入足球教師教學工作總量,提高足球教師工資待遇;加大對足球教師工作支持力度,保障其工作順利開展。(3)充分利用行政職能部門優(yōu)勢資源,開發(fā)社會資源增加中小學生參與足球有關活動的機會。(4)豐富學生參與活動的保險制度,加強學生參與活動的安全教育,制定詳實的活動安全預案,最大程度降低學生受傷風險;(5)重視社會宣傳工作,弘揚足球運動正能量,維護足球運動良好形象,從社會層面提高公眾對足球積極功能的認可程度。
