【摘要】：我國(guó)現(xiàn)有體育和教育兩大系統(tǒng)共同承擔(dān)培養(yǎng)高水平競(jìng)技體育人才的重任,其中體育系統(tǒng)的體工隊(duì)一直是培養(yǎng)競(jìng)技體育人才的主力軍。新形勢(shì)下,國(guó)家正在著手深化體育體制改革,高校高水平運(yùn)動(dòng)隊(duì)能否借助這次改革契機(jī),迎來(lái)華麗蛻變。這不僅關(guān)系到我國(guó)能否順利實(shí)現(xiàn)由體育大國(guó)向體育強(qiáng)國(guó)的轉(zhuǎn)化,更關(guān)系到“中國(guó)夢(mèng)”能否早日實(shí)現(xiàn)。本文運(yùn)用文獻(xiàn)資料法對(duì)高校高水平運(yùn)動(dòng)隊(duì)的發(fā)展歷程進(jìn)行簡(jiǎn)要回顧,發(fā)現(xiàn)我國(guó)高校高水平運(yùn)動(dòng)隊(duì)經(jīng)過(guò)了近三十年的發(fā)展,雖然說(shuō)其辦隊(duì)的質(zhì)量和數(shù)量在逐年提高,但是辦隊(duì)水平卻仍舊沒(méi)能達(dá)到國(guó)家的初衷;運(yùn)用對(duì)比分析法對(duì)高校高水平運(yùn)動(dòng)隊(duì)和體工隊(duì)進(jìn)行對(duì)比分析。筆者在總結(jié)前人研究時(shí)發(fā)現(xiàn),他們的研究主要集中在對(duì)高校高水平運(yùn)動(dòng)隊(duì)的現(xiàn)狀、制約因素、發(fā)展對(duì)策、管理體制、中外對(duì)比等方面研究,這些影響因素的提出未能使得高校高水平運(yùn)動(dòng)隊(duì)走上可持續(xù)發(fā)展道路。于是筆者提出體制因素是制約高校高水平運(yùn)動(dòng)隊(duì)可持續(xù)發(fā)展的本質(zhì)因素這一假設(shè),如果假設(shè)成立,則能為今后學(xué)術(shù)界起到一個(gè)拋磚引玉的作用、有助于高校高水平運(yùn)動(dòng)隊(duì)實(shí)現(xiàn)可持續(xù)發(fā)展。全文大致可以分為四個(gè)部分:第一,對(duì)體制與體育體制相關(guān)概念的解釋、并介紹了當(dāng)前世界各國(guó)的體育體制的類型及體育體制的組成。第二,對(duì)競(jìng)技體育舉國(guó)體制的發(fā)展歷程進(jìn)行回顧、并介紹當(dāng)前舉國(guó)體制在發(fā)展過(guò)程中所暴露出的不足。第三,對(duì)高校高水平運(yùn)動(dòng)隊(duì)和體工隊(duì)進(jìn)行對(duì)比分析,并介紹了美國(guó)辦大學(xué)競(jìng)技體育的經(jīng)驗(yàn)與給我國(guó)高校高水平運(yùn)動(dòng)隊(duì)帶來(lái)的啟示。第四,對(duì)高校高水平運(yùn)動(dòng)隊(duì)體育體制架構(gòu)進(jìn)行設(shè)計(jì)思考,及我國(guó)體育體制的改革與創(chuàng)新。得出以下四個(gè)結(jié)論:第一,在現(xiàn)有體育體制下,我國(guó)高校是不具備培養(yǎng)高水平競(jìng)技體育人才的條件,離開(kāi)了舉國(guó)體制談發(fā)展高校競(jìng)技體育,顯得沒(méi)有任何意義。第二,在現(xiàn)有體育體制下,我國(guó)高校高水平運(yùn)動(dòng)隊(duì)要想實(shí)現(xiàn)可持續(xù)發(fā)展,關(guān)鍵是要依靠體育體制的改革,實(shí)現(xiàn)得到類似舉國(guó)體制的保障。第三,目前我國(guó)高校高水平運(yùn)動(dòng)隊(duì)在運(yùn)動(dòng)員保障體系建設(shè)方面基本空白,然而運(yùn)動(dòng)訓(xùn)練是個(gè)高風(fēng)險(xiǎn)的行業(yè),構(gòu)建高校高水平運(yùn)動(dòng)員的保障體系工作,不僅關(guān)系到高校高水平運(yùn)動(dòng)員的切身利益,更是關(guān)系到高校高水平運(yùn)動(dòng)隊(duì)的可持續(xù)發(fā)展能否落到實(shí)處。第四,不管我國(guó)體育體制如何改革,今后我國(guó)的體育產(chǎn)業(yè)與體育事業(yè)都將會(huì)發(fā)展的越來(lái)越好,政府與社會(huì)各界對(duì)體育的參與度、關(guān)注度和投資力度也將會(huì)變得更加積極、主動(dòng)、理性。
[Abstract]:The existing sports and education systems in our country jointly undertake the task of training high-level competitive sports talents, among which the sports team of the sports system has always been the main force in the training of competitive sports talents. In the new situation. The country is beginning to deepen the reform of the sports system, and whether the high-level sports teams in colleges and universities can take advantage of this opportunity to usher in a magnificent transformation, which is not only related to whether China can smoothly realize the transformation from a sports power to a sports power. It is also related to whether "Chinese Dream" can be realized at an early date. This paper makes a brief review of the development of high-level sports teams in colleges and universities by using the method of literature, and finds out that the development of high-level sports teams in colleges and universities in China has been going through nearly 30 years. Although the quality and quantity of the team are improving year by year, the level of the team is still not up to the original intention of the country. Comparative analysis of the use of comparative analysis of high-level sports teams and sports teams in colleges and universities, the author summarizes the previous studies found that their research is mainly focused on the current situation of high-level sports teams in colleges and universities, constraints. The development countermeasure, the management system, the Chinese and foreign comparison and so on aspect research. These influencing factors can not make the high-level sports teams in colleges and universities on the path of sustainable development, so the author puts forward the hypothesis that institutional factors are the essential factors that restrict the sustainable development of high-level sports teams in colleges and universities. If the hypothesis is established, it can play a role in the academic community in the future and contribute to the sustainable development of high-level sports teams in colleges and universities. The full text can be roughly divided into four parts: first. This paper explains the related concepts of system and sports system, and introduces the types of sports system and the composition of sports system in the world. Secondly, it reviews the development of the national system of competitive sports. And introduces the current national system in the development process of the exposed deficiencies. Third, the high-level sports teams and sports teams in colleges and universities to carry out a comparative analysis. It also introduces the experience of running university sports in the United States and the inspiration to the high-level sports teams in our country. 4th, it designs the sports system structure of the high-level sports teams in colleges and universities. And the reform and innovation of China's sports system. The following four conclusions are drawn: first, under the existing sports system, Chinese universities do not have the conditions for training high-level competitive sports talents. It is meaningless to talk about the development of competitive sports in colleges and universities without the national system. Secondly, under the existing sports system, the high-level sports teams in our country want to achieve sustainable development. The key is to rely on the reform of the sports system to achieve a similar national system of security. Third, at present, the construction of high-level sports teams in our country in the athletes security system is basically blank. However, sports training is a high-risk industry, the construction of a high-level college athletes security system work, not only related to the interests of high-level college athletes. It is also related to the sustainable development of high-level sports teams in colleges and universities. 4th, no matter how the reform of the sports system in China, the sports industry and sports undertakings in China will develop better and better in the future. The participation, attention and investment of government and society in sports will become more active, active and rational.
