【摘要】：本文通過對(duì)成都市公共體育設(shè)施供給問題的分析,希望掌握公共體育設(shè)施研究全貌,找到供給存在的問題,找出其根本原因,提出相關(guān)的建議,達(dá)到公共體育設(shè)施能有效供給。本文主要采用文獻(xiàn)資料法、實(shí)地調(diào)查法和博弈研究法。首先借助Cite Space文獻(xiàn)分析工具對(duì)公共體育設(shè)施主要研究?jī)?nèi)容進(jìn)行了分類,再深入對(duì)公共體育設(shè)施相關(guān)的研究文獻(xiàn)進(jìn)行解讀,對(duì)其概念和分類有了新的認(rèn)識(shí)。然后查閱了第六次全國(guó)體育場(chǎng)地普查數(shù)據(jù)、四川體育年鑒、北京市體育年鑒以及成都市公共體育設(shè)施的建設(shè)規(guī)劃等資料。并實(shí)地走訪成都較大的公共體育設(shè)施進(jìn)行資料和數(shù)據(jù)收集,為分析成都市公共體育設(shè)施供給現(xiàn)狀打下基礎(chǔ)。最后對(duì)成都市公共體育設(shè)施的供給現(xiàn)狀分析,并對(duì)比發(fā)達(dá)城市公共體育設(shè)施供給現(xiàn)狀,發(fā)現(xiàn)供給主體存在的問題有:政府方面:政策立法待完善;經(jīng)營(yíng)管理水平低;規(guī)劃分布不合理。體育社會(huì)團(tuán)體方面:不能有效承擔(dān)政府職能,發(fā)展尚不成熟。開發(fā)商方面:部分新建或改建的居住區(qū)未按標(biāo)準(zhǔn)提供公共體育設(shè)施,已建的公共體育設(shè)施被挪作他用或被拆除改變其功能。再通過構(gòu)建博弈模型對(duì)成都市公共體育設(shè)施供給主體進(jìn)行博弈分析,得出結(jié)論:由于個(gè)體理性,最優(yōu)策略和博弈結(jié)果往往是令人沮喪的。供給者缺乏動(dòng)力,往往采用消極的供給方式,而供需主體間存在信息不對(duì)稱的現(xiàn)象,造成了公共體育設(shè)施供給不足的普遍現(xiàn)象。因此進(jìn)行了博弈優(yōu)化,通過提高回報(bào)和加強(qiáng)處罰來避免陷入這樣的困境。最后,對(duì)供給主體提出了建議。政府方面:明確政府職能、健全公共體育設(shè)施建設(shè)有關(guān)的法律法規(guī)、完善監(jiān)督和獎(jiǎng)懲機(jī)制。體育社會(huì)團(tuán)體方面:應(yīng)逐步實(shí)現(xiàn)自我建設(shè)和規(guī)范化管理,推動(dòng)體育社會(huì)團(tuán)體實(shí)體化、規(guī)范化發(fā)展。開發(fā)商方面:注重長(zhǎng)遠(yuǎn)經(jīng)濟(jì)利益。
[Abstract]:Through the analysis of the supply of public sports facilities in Chengdu, this paper hopes to grasp the overall picture of the study of public sports facilities, find out the problems existing in the supply, find out the root causes, and put forward relevant suggestions. To achieve the public sports facilities can be effectively supplied. Field investigation method and game research method. Firstly, the main research contents of public sports facilities are classified with the help of Cite Space literature analysis tools. Then the public sports facilities related to the interpretation of the literature, the concept and classification of a new understanding. Then consulted the 6th national sports site census data, Sichuan Sports Yearbook. Beijing Sports Yearbook and Chengdu public sports facilities construction planning and other materials. And field visits to Chengdu larger public sports facilities for data and data collection. For the analysis of Chengdu public sports facilities supply status quo lay a foundation. Finally, Chengdu public sports facilities supply status analysis, and compared with the developed cities of public sports facilities supply status. The problems found in the main supply bodies are as follows: government: the policy and legislation need to be improved; Low level of management; Unreasonable planning and distribution. Sports social groups: can not effectively assume government functions, development is not mature. Developers: some newly built or rebuilt residential areas did not provide public sports facilities in accordance with the standards. The established public sports facilities are used for other purposes or removed to change their functions. Then the game analysis of the main body of Chengdu public sports facilities supply is carried out by building a game model. The conclusion is as follows: individual rationality. The optimal strategy and game result are often frustrating. The supplier lacks the motivation, and often adopts the negative supply mode, and the information asymmetry exists between the supply and demand main body. It has caused the general phenomenon of insufficient supply of public sports facilities. Therefore, the game optimization has been carried out to avoid getting into such a dilemma by increasing the return and strengthening the punishment. Finally. The author puts forward some suggestions to the main body of supply. The government should clarify the functions of the government and improve the laws and regulations related to the construction of public sports facilities. Perfecting the mechanism of supervision, rewards and punishment, and sports social groups: we should gradually realize self-construction and standardized management, promote the materialization of sports social groups and standardize their development, and the developers should pay attention to the long-term economic benefits.
