【摘要】：通過撿索文獻(xiàn)和搜集資料發(fā)現(xiàn)，國內(nèi)學(xué)者近年來對(duì)于政府向社會(huì)組織購買公共服務(wù)研究主要集中于相關(guān)概念梳理、現(xiàn)狀描述、問題與分析等理論層面：棚比較下，實(shí)證研究非常匱乏。關(guān)于政府向體育社會(huì)組織購買公共體育服務(wù)的實(shí)證研究尤其是北京市社工委“樞紐型”社會(huì)組織購買模式這一重要研究目前還是一塊“處女地”，作為我國首都和經(jīng)濟(jì)文化政治中心，對(duì)該領(lǐng)域研究缺失的跛足現(xiàn)象，有可能會(huì)影響研究我國政府部門向體育社會(huì)組織購買公共體育服務(wù)的全面性�；谝陨希狙芯繌恼蛏鐣�(huì)組織購買公共服務(wù)的歷史背景入手，以北京市政府部門向體育社會(huì)組織購買公共體育服務(wù)為研究對(duì)象，以公共治理理論、委托代理理論和公民社會(huì)理論作為理論基礎(chǔ)，采用文獻(xiàn)資料法、訪談法、個(gè)案研究法、邏輯分析法，結(jié)合“北京市體育大會(huì)”、“北京市休閑體育產(chǎn)業(yè)協(xié)會(huì)”、“北京市中小學(xué)體育協(xié)會(huì)”等實(shí)證和個(gè)案，從購買主客體、購買方式、購買內(nèi)容和范圍、工作模式、監(jiān)督體系等方面對(duì)北京市政府部門向體育社會(huì)組織購買公共體育服務(wù)的兩種購買主體模式進(jìn)行了分析與討論。論證了北京市政府部門向體育社會(huì)組織購買公共體育服務(wù)存在購買主客體間權(quán)責(zé)不清晰，制度化保障機(jī)制缺失，購買程序不透明，購買行為存在內(nèi)化，體育社會(huì)組織缺乏足夠談判能力難以對(duì)接北京市政府部門的需求等問題。得出了北京市體育社會(huì)組織發(fā)展已經(jīng)逐步體現(xiàn)出與其經(jīng)濟(jì)、社會(huì)結(jié)構(gòu)變化相契合的很多積極作用；北京市政府部門向體育社會(huì)組織購買公共體育服務(wù)使購買主客體問相互受益、正逐漸形成一個(gè)自主公共體育服務(wù)治理網(wǎng)絡(luò)；受財(cái)政資金限制，購買過程中，當(dāng)前，北京市政府部門主要對(duì)體育社會(huì)組織“扶上馬、走一程”；具有購義資質(zhì)的體育社會(huì)組織數(shù)量有限，難以滿足多元化的公共體育服務(wù)需求。大量草根類體育社會(huì)組織因“身份”問題被拒之門外；北京市體育社會(huì)組織嚴(yán)重缺乏“造血”機(jī)制，公共體育服務(wù)項(xiàng)目難以持續(xù)下去：缺乏出現(xiàn)相關(guān)立法和規(guī)范制度，尚未引入第三方監(jiān)督和評(píng)估的結(jié)論。提出了明確購買主客體問的權(quán)責(zé)，，建立平等契約；從法律、財(cái)政等方面健全制度化保障機(jī)制；結(jié)合實(shí)際情況，規(guī)范服務(wù)流程；完善購買公共體育服務(wù)監(jiān)督體系；倡導(dǎo)成立北京市體育社會(huì)組織聯(lián)合會(huì)，加強(qiáng)各類體育社會(huì)組織問的聯(lián)系；倡導(dǎo)公民加強(qiáng)自身教育，積極參與北京市政府部門購買公共體育服務(wù)的建議。
[Abstract]:Through collecting literature and collecting data, it is found that domestic scholars in recent years have focused on the government's purchase of public services from social organizations, such as sorting out relevant concepts, describing the current situation, analyzing problems and other theoretical aspects. An empirical study on government purchasing public sports services to the sports society organizations especially social work "hub" of Beijing city social organization purchase this important research model is still a "virgin land", as the capital of China and the political economic and cultural center, the lame phenomenon in the field research is missing, there may be a comprehensive on the impact of China's government purchase of public sports services to the sports social organization. Based on the above, this research from the government procurement of public services from social organizations of the historical background, the Beijing municipal government departments to buy sports social organizations of public sports service as the research object, based on public governance theory, principal-agent theory and civil society theory as the theoretical basis, using literature method, interview method, case study method, the logic analysis method, combined with the "Beijing city sports meeting", "Beijing City Leisure Sports Industry Association", "Beijing School Sports Association" empirical and case, from the purchase of the subject and object, the way of buying and buying content and scope, working mode, supervision system and other aspects of the analysis and discussion of two kinds of purchase subject Beijing municipal government departments to buy public sports services to the sports social organization. Demonstrates that the Beijing municipal government departments to buy public sports service to buy sports social organizations exist between the subject and the object responsibilities are not clear, the lack of system guarantee mechanism, the purchase process opaque, purchase behavior exists internalization, social sports organizations lack of bargaining power to the Beijing municipal government departments docking needs and other issues. The active role of Beijing city social sports organization development has gradually reflect its economic and social structure changes fit; Beijing municipal government departments to buy public sports services to social sports organizations to make the purchase of mutual benefit, ask the subject and object are gradually formed a self governance of public sports service network; by financial constraints, buy in the process, the Beijing municipal government departments of sports social organization "help start, take a ride with the purchase of qualifications; meaning of sports social organization quantity is limited, it is difficult to meet the diversified needs of the public sports service. A large number of grassroots sports organizations were excluded because of "identity" problems; Beijing city sports social organization serious lack of "blood" mechanism, it is difficult to continue public sports services: the lack of related legislation and regulations, yet the introduction of the third party supervision and evaluation conclusion. Put forward a clear buy object asked accountability, the establishment of equal contract; perfecting safeguard mechanism system from the legal, financial and other aspects; combined with the actual situation, the standard service process; improve the purchase of public sports service supervision system; advocate the establishment of Beijing City Sports Federation of social organization, strengthen the link between all kinds of sports social organization; strengthen citizen advocacy self education, actively participate in the Beijing municipal government departments to buy public sports service proposal.
