【摘要】：城市社區(qū)體育服務(wù)不僅是重慶市大眾體育發(fā)展的重要載體,而且是城市化進(jìn)程中“民生民利”的落實(shí)平臺(tái),更為大眾重新認(rèn)識(shí)體育、追求健康的公共福利內(nèi)容。體育服務(wù)的供給,包括提供方與接收方。運(yùn)用文獻(xiàn)資料法、調(diào)查問(wèn)卷法、數(shù)理統(tǒng)計(jì)法等,圍繞重慶市城市社區(qū)的供給對(duì)象、供給主體、供給內(nèi)容、供給管理等進(jìn)行研究。通過(guò)關(guān)注重慶市城市社區(qū)體育服務(wù)供給現(xiàn)狀,發(fā)現(xiàn)城市社區(qū)的體育服務(wù)：在供給對(duì)象上,不同年齡與性別的居民參與體育的情況不同,對(duì)社區(qū)當(dāng)前提供體育服務(wù)滿足不夠,對(duì)未來(lái)的供給需求強(qiáng)烈。在供給主體上呈多元化發(fā)展,但主要還是依賴(lài)于政府。在供給內(nèi)容上,服務(wù)設(shè)施、場(chǎng)所、類(lèi)型單一,具有行政標(biāo)配特點(diǎn),而信息服務(wù)手段傳統(tǒng)但較為主動(dòng)。在供給管理上,制度建設(shè)整體不健全。而在供給困難方面,社區(qū)主要集中在資金與專(zhuān)業(yè)技術(shù),工作人員關(guān)注自身專(zhuān)業(yè)性不夠、動(dòng)用資源較少、專(zhuān)業(yè)指導(dǎo)培訓(xùn)缺乏等。立足現(xiàn)狀,提出重慶市城市社區(qū)體育服務(wù)供給所存在的問(wèn)題：居民對(duì)社區(qū)體育服務(wù)供給整體滿意度水平不高；社區(qū)多元供給主體參與度較低、互動(dòng)性比較差；供給服務(wù)內(nèi)容較為限制且單一,資源整合度��；供給組織、制度、運(yùn)行等管理方面,整體機(jī)制不全；服務(wù)信息建議與反饋渠道不完善,信息手段傳統(tǒng)；社區(qū)及工作人員其他工作繁雜,專(zhuān)業(yè)性欠缺等。探討重慶市城市社區(qū)體育服務(wù)供給的影響因素有：政府、社區(qū)對(duì)體育的重視、投入程度；政府、社區(qū)開(kāi)展供給服務(wù)工作的水平；多方對(duì)社區(qū)公共性體育供給的參與狀況；居民不斷增長(zhǎng)的多樣化需求和主動(dòng)參與服務(wù)意識(shí)等。最后,提出重慶市城市社區(qū)體育供給服務(wù)中的應(yīng)對(duì)策略：在政府不斷重視、持續(xù)推進(jìn)投入、注意落實(shí)前提下,樹(shù)立“全民供給”社區(qū)體育服務(wù)供給理念,明確社區(qū)多元供給的定位；構(gòu)建多元化“供需體”平臺(tái),整合體育供給多元參與效應(yīng)；優(yōu)化“全民”供給平臺(tái),多渠道、多方式、多層面進(jìn)行宣傳；強(qiáng)化供給的組織、制度、運(yùn)行保障,規(guī)范供給服務(wù)有序進(jìn)行；強(qiáng)化體育專(zhuān)業(yè)性支持度、志愿者參與力度,落實(shí)人才的保障。
[Abstract]:Urban community sports service is not only an important carrier for the development of mass sports in Chongqing, but also a platform for the implementation of "livelihood of the people" in the process of urbanization. It is also a public recognition of sports and the pursuit of healthy public welfare. The supply of sports services, including the provider and the recipient. By using the methods of literature, questionnaire and mathematical statistics, this paper studies the supply objects, the supply body, the supply contents, and the supply management of Chongqing urban communities. By focusing on the status of Chongqing city community sports service, find the city community sports service in the supply of objects, different age and gender of the residents to participate in sports is different, to provide services to meet the current community sports is not enough, strong demand and supply for the future. There is a diversified development on the supply subject, but it is mainly dependent on the government. In the content of supply, the service facilities, places and types are single, with the characteristics of administrative marking, but the means of information service are traditional but more active. In the supply management, the system construction is not perfect as a whole. In terms of supply difficulties, the community mainly concentrates on capital and professional technology, and staff members are concerned about their own lack of professionalism, less resources, and lack of professional guidance training. Based on the current situation, put forward the existing Chongqing city community sports service supply problems: the supply of residents of the community sports service overall satisfaction level is not high; multi supply community participation degree is low, the interaction is relatively poor; the supply service content is limited and single, resource integration; supply organization, system and operation management overall, the information service mechanism; suggestions and feedback channel is not perfect, the traditional means of information; and other miscellaneous community staff, lack of professional. To explore the influence factors of Chongqing city community sports service supply: government and community attention to sports involvement; government, community service supply level of public sports community; multi supply participation; diversification of residents growing demand and active participation in the service consciousness. Finally, puts forward the Countermeasures of Chongqing city community sports service supply in government attaches great importance, continue to promote investment, pay attention to the implementation of the premise, to establish "community sports service concept of universal supply", clear positioning of community multi supply; the construction of diversified "supply and demand" platform, integration of sports supply multi participation effect; optimization the "supply platform, multi-channel, multi way, multi level publicity; strengthen the supply organization, operation system, security, service standards to provide orderly; strengthen sports professional support and volunteers to participate in efforts to implement the security personnel.
