國際勞工組織職業(yè)培訓基準述評

【摘要】:國際勞工組織以實現"社會正義"、"體面工作"為目標,根據社會經濟產業(yè)的發(fā)展,以政府、雇主、勞動者的社會對話機制,形成并不斷更新國際職業(yè)培訓基準,將人力資源開發(fā)、教育培訓和終身學習政策作為經濟社會發(fā)展戰(zhàn)略的重要組成部分,兼顧經濟目標和社會目標,希望加盟國政府在構建國家資格框架、加大教育和培訓力度的同時,鼓勵企業(yè)投資于教育和培訓,創(chuàng)新培訓方法,促進個人積極利用教育、培訓和終身學習的機會。
[Abstract]:The International Labour Organization aims to achieve "social justice" and "decent work" and, in accordance with the development of socio-economic industries and the mechanism of social dialogue among governments, employers and workers, to form and continuously update international vocational training benchmarks, Integrating human resources development, education and training and lifelong learning policies as important components of economic and social development strategies, balancing economic and social objectives, and hoping that the governments of the participating countries are building a national eligibility framework, While increasing education and training, enterprises are encouraged to invest in education and training, to innovate training methods and to promote the active use of opportunities for education, training and lifelong learning by individuals.
