論伊犁哈薩克自治州與延邊朝鮮自治州民族教育的幾個問題

【摘要】:當我國跨入21世紀,進入全面建設小康社會,加快推進社會主義現(xiàn)代化的新的發(fā)展之際,我國民族教育也步入了一個新的發(fā)展階段。民族教育作為國民教育體系的一個重要組成部分,其現(xiàn)狀如何?如何改革?如何發(fā)展等類的問題,都是我們在新世紀發(fā)展少數(shù)民族教育所不可回避的。本文就是對這些問題的一個初步的思索。 哈薩克民族與朝鮮民族既是中華的古老民族又是我國的跨境民族之一,他們都是我國百萬人口以上民族,兩個民族都實行了民族區(qū)域自治,一個是以草原文化為主的游牧民族,另一個是以農(nóng)耕文化為主的定居民族。 但生活在同一個國家,同樣一個社會制度,享受同樣一個政策待遇(兩者都是自治州)下哈薩克族與朝鮮族的民族教育為什么存在這么大的差距?這是一個值得去研究的課題。當我們要研究伊犁哈薩克自治州的民族教育時,積極學習和借鑒兄弟省,區(qū),兄弟民族如何發(fā)展民族教育的寶貴經(jīng)驗,特別是先進民族之林的朝鮮族與哈薩克族進行對比研究是十分必要的。也是很有指導意義,現(xiàn)實意義和參考價值。 論文分四大部分:第一部分,論述科學的認識少數(shù)民族教育概念、理論與實踐。對民族教育的定義進行新的分析,提出廣義和狹義的民族教育概念和多元一體化民族教育理論構(gòu)想;第二部分,中國哈薩克族與朝鮮族的民族教育對比研究的基本思考。通過民族教育比較法,伊犁哈 WP=3 薩克自治州與延邊朝鮮自治州基礎教育和伊犁師范學院與延邊大學的高等教育進行對比研究,分析原因,總結(jié)經(jīng)驗;第三部分,發(fā)展哈薩克族民族教育的應用研究對策。提出如何發(fā)展哈薩克民族教育的應對策略,即哈薩克民族教育以農(nóng)村教育和高水平大學建設為戰(zhàn)略重點和如何實施雙語教學先行的幾點建議;第四部分,學習延邊大學辦學經(jīng)驗把伊犁師范學院建設成具有師范特色和民族特色的綜合性大學。 為什么把伊犁師院建設成綜合性大學?筆者認為:首先,世界高水平的大學多是綜合大學,這是普遍的模式也是民族高等院校的必然趨勢。其次,,少數(shù)民族和民族地區(qū)的需求是多方面的,為了更好地履行自己的服務職能,應該建設綜合性大學。第三,從科學技術發(fā)展的趨勢看,在高度分化的同時出現(xiàn)了高度綜合的傾向,學科之間的參透和交叉不可避免。而學校學科門類的設置應同這種大的趨勢相適應。第四,多種學科相互參透,各種文化相互碰撞,交流的環(huán)境有利于學生全面素質(zhì)的提高。因此,伊犁師范學院應按照綜合性大學的要求,進行認真規(guī)劃,加強學科的調(diào)整和建設,盡快形成科學合理的綜合性的學科布局,努力建設綜合性大學而奮斗。要進一步發(fā)揮伊犁師院在伊犁州經(jīng)濟建設和哈薩克民族教育中的重要作用,智囊作用,把伊犁師范學院辦成推動伊犁哈薩克州經(jīng)濟與社會發(fā)展的動力源。 總而言之,雖然哈薩克民族教育的任重道遠,但發(fā)展前途是光明的,我們必須堅持以發(fā)展為主題,以改革開放為動力,突出重點,循序漸進,與時俱進,推進教育創(chuàng)新,深化教育改革,提高質(zhì)量,將會開創(chuàng)民族教育工作新局面,為全面建設小康社會作出新的更大的貢獻。
[Abstract]:As China enters the twenty-first Century, entering a well-off society in an all-round way and speeding up the new development of socialist modernization, our national education has entered a new stage of development. As an important part of the national education system, what is the status of the national education, how to reform? How to develop and so on? The development of ethnic minority education in the new century cannot be avoided. This article is a preliminary reflection on these issues.
The Kazakh and Korean nationalities are both Chinese ancient people and one of our country's cross-border nationalities. They are all the people over millions of people in our country. The two nationalities have carried out ethnic regional autonomy, the other is the nomadic people based on the grassland culture, and the other is the settlement nation based on farming and culture.
But living in the same country, the same social system, and enjoying the same policy treatment (both autonomous prefectures and autonomous prefectures) why there is such a big gap between Kazakh and Korean ethnic education? This is a subject worth studying. When we want to study ethnic education in Yili Kazakh Autonomous Prefecture, we should study and borrow actively. It is very necessary to compare the valuable experience of the sibling Province, the District, and the Brotherhood to develop the national education, especially the Korean and Kazakh people in the forest of the advanced nationalities. It is also of great significance, practical significance and reference value.
The thesis is divided into four parts. The first part discusses the scientific concept of minority education, theory and practice. A new analysis of the definition of national education is carried out, the concept of national education in the broad and narrow sense and the concept of multi integrated national education are put forward. The comparative study on the basic education of sack Autonomous Prefecture and Yanbian Korean Autonomous Prefecture, and the higher education of Yili Normal University and Yanbian University, analyze the reasons and summarize the experience; the third part, the development of the Kazak ethnic education application and research countermeasures, and put forward the Countermeasures of how to develop Kazak National education, that is, the Kazak national education is agriculture. The village education and the construction of the high level university are the strategic key and how to implement the bilingual teaching first. The fourth part, learning from the experience of Yanbian University to build the Yili Normal University into a comprehensive university with normal characteristics and national characteristics.
Why do we build the Yili normal college into a comprehensive university? I think, first, the high level universities in the world are mostly comprehensive universities. This is the universal model and the inevitable trend of national institutions of higher learning. Secondly, the needs of ethnic minorities and ethnic regions are multifaceted. In order to perform their own service functions better, the comprehensive nature should be built. Third, from the trend of the development of science and technology, there is a high degree of differentiation at the same time, with a high degree of comprehensive tendency. The penetration and intersecting between the subjects are unavoidable. And the establishment of the school disciplines should be adapted to this big trend. Fourth, various disciplines are mutually penetrating, various cultures collide with each other, and the environment of communication is beneficial to the students. Therefore, the Yili Normal University should make careful planning in accordance with the requirements of the comprehensive university, strengthen the adjustment and construction of the subject, form a scientific and rational and comprehensive layout of the subject as soon as possible, and strive to build a comprehensive university. In order to further develop the economic construction and Kazakh National education of the Yili normal college in Yili The important role of Yili Normal University and the role of think-tank in promoting the economic and social development of Yili Kazakhstan.
In a word, although Kazakh national education has a long way to go, the future is bright. We must adhere to the theme of development, take the reform and opening up as the motive force, focus on the key, step by step, advance with the times, advance the innovation of education, deepen the education reform and improve the quality, and will create a new situation of national education and build a well-off society in an all-round way. Society makes a new and greater contribution.
