高等教育自學(xué)考試向農(nóng)村發(fā)展的政策研究

【摘要】: 針對高教自考向農(nóng)村發(fā)展過程中存在的諸多問題,以人力資本理論、公共產(chǎn)品理論、激勵理論為指導(dǎo),運用文獻法、調(diào)查法、歸納法等研究方法,通過對江蘇省高教自考向農(nóng)村發(fā)展經(jīng)驗的分析和農(nóng)村實證調(diào)查,從政策的視角審視問題,作出比較深入地探討,并提出建議。 全文共分五章,首先主要解釋了高教自考和高教自考向農(nóng)村發(fā)展的概念,引入了人力資本理論、公共產(chǎn)品理論和激勵理論,為研究作出理論鋪墊。接下來介紹了高教自考向農(nóng)村發(fā)展的一般狀況,并提出了存在的問題。然后對江蘇省經(jīng)驗的分析及得到的啟示,介紹了江蘇省高教自考向農(nóng)村發(fā)展的成功經(jīng)驗和存在的不足,并由此而得到啟示。同時做了實證調(diào)查,采用問卷法和訪談法的方法對高教自考向農(nóng)村發(fā)展的情況進行了調(diào)查,并對調(diào)查結(jié)果進行整理、歸納與分析;最后提出政策建議,從政府扶持、培養(yǎng)模式和學(xué)習(xí)支持體系三個方面提出一系列具體的政策建議。
[Abstract]:In view of the many problems existing in the process of the development of higher education self-examination to the countryside, guided by the theory of human capital, the theory of public goods and the theory of incentive, the research methods such as literature method, investigation method, induction method and so on are used.Through the analysis of the experience of self-examination from higher education to rural development in Jiangsu Province and the empirical investigation in rural areas, this paper examines the problems from the perspective of policy, makes a more thorough discussion, and puts forward some suggestions.The paper is divided into five chapters. Firstly, it explains the concept of the development of higher education self-examination and higher education self-examination to rural areas, and introduces human capital theory, public product theory and incentive theory to lay a theoretical foundation for the research.Then it introduces the general situation of the development of higher education self-examination to the countryside, and puts forward the existing problems.Then the author analyzes the experience of Jiangsu Province and its enlightenment, and introduces the successful experiences and shortcomings in the development of self-examination of higher education in Jiangsu Province to rural areas, and gets enlightenment from it.At the same time, it makes an empirical survey, adopts the method of questionnaire and interview to investigate the development of higher education self-examination to rural areas, and summarizes and analyzes the results of the survey. Finally, it puts forward some policy recommendations, which are supported by the government.Training model and learning support system three aspects of a series of specific policy recommendations.
