【摘要】：國家教育權(quán)是國家公權(quán)力在教育領(lǐng)域行使的資格和力量,成人教育作為我國教育事業(yè)的重要組成部分也受到國家教育權(quán)力系統(tǒng)的控制和制約。繼續(xù)教育作為針對學(xué)校教育之后的全民化教育活動,重點(diǎn)仍然是成人教育活動,結(jié)合成人教育中國家教育權(quán)力運(yùn)行特點(diǎn),從長遠(yuǎn)來看,成人教育發(fā)展與改革應(yīng)放在繼續(xù)教育整體統(tǒng)籌背景下進(jìn)行。當(dāng)前國家教育權(quán)力系統(tǒng)在成人教育中行使權(quán)力包括知識的確定、教育行政管理權(quán)、教育教學(xué)活動實施權(quán)、教育管理監(jiān)督權(quán)及懲戒權(quán)力等方面,但國家教育權(quán)力在成人教育中行使存在權(quán)力界限不明、有關(guān)法律法規(guī)不健全、監(jiān)督機(jī)制缺位、道德失范等問題,國家教育權(quán)的行使需要尊重成人學(xué)習(xí)者的學(xué)習(xí)主動性和學(xué)習(xí)自由。
[Abstract]:The national education power is the national power in the field of education qualifications and strength, adult education as an important part of China's education is also affected by the constraints of national education system and power. Continuing education as public education activities for the school education, the focus is still on adult education activities, combined with the operating characteristics of adult education China the home education authority, in the long run, the development of adult education and continuing education reform should be put in the overall context. The national education authority system in adult education to the exercise of the powers include knowledge determined, education administrative rights, the right to education teaching activities, educational management supervision and disciplinary authority, but the state right to education in adult education to exercise power limit is unknown, the relevant laws and regulations are not perfect, lack of oversight mechanisms, the problem of moral anomie, China The exercise of the right to education of the family needs to respect the learning initiative and the freedom of learning of the adult learners.
