文章摘要：近年來新疆特殊教育事業(yè)發(fā)展速度較快，但總體情況仍不容樂觀。主要問題有：殘疾人受教育程度普遍偏低，，特殊教育學(xué)校布局不夠合理，特殊教育項(xiàng)目學(xué)校建設(shè)工程整體進(jìn)度緩慢，特殊教育師資培養(yǎng)培訓(xùn)體系不完善，專業(yè)教師數(shù)量不足且素質(zhì)不高等。本文在分析新疆特殊教育基本情況的基礎(chǔ)上，結(jié)合新疆特殊教育發(fā)展中存在的問題，提出了加快特殊教育學(xué)校建設(shè)速度，全面推進(jìn)隨班就讀，全面提升殘疾兒童義務(wù)教育的普及水平，加強(qiáng)特殊教育師資隊(duì)伍建設(shè)，加快特殊教育教師專業(yè)化成長，完善特殊教育支持保障體系，營造良好的特殊教育氛圍等對策。

Abstr：Over the past few years, special education in Xinjiang has developed rapidly, but the overall situ- ation is still not optimistic. The main problems lie in the low degree of disabled people＇ s education, the unrea- sonable distribution of special education schools, the slow construction of special education schools, the imperfect system of special education teacher preparation and training, insutleient teachers, and the low-level professional- ization of special education teachers. Based on an analysis of the current situation of Xinjiang＇ s special education and relevant problems, this study puts forward the strategies： speeding up the construction of special education schools, promoting the system of disabled children＇ s learning in regular classes, improving the compulsory edu- cation of disabled children, strengthening the construction of special education teachers, accelerating the profes- sionalization of special education teachers, consummating the supporting and security system for special educa- tion, and creating a good atmosphere of special education.
