【摘要】：庚款留美運動始于1909年，因其經費源于美國退還的庚子賠款而得名。在此后的幾十年中，該運動向美國輸送了數(shù)量龐大中國學生，為近代中國培養(yǎng)了一批具有影響力的人物，其重要性自不待言。目前對這一話題的討論亦不在少數(shù)。然而，現(xiàn)有的研究對首屆庚款留美活動的描述多集中于此次活動的考試及其結果的宏觀敘述上，將該事件的發(fā)生過程簡單化。 首屆庚款留美運動于宣統(tǒng)元年展開，正值慈禧太后和光緒皇帝的離世且清末改革稍見成效之時。庚款的退還雖出于中國外交官的努力與美國的自愿，但將退還的庚款用于中國學生留美的決定則是美國出于當時國際形勢所作出的外交決策。此事轉至國內后引發(fā)廣泛關注，中央、地方以及個人都對此表現(xiàn)出極大的興趣。而最終留美招考方案的出臺則是外、學兩部參考各方意見，同時相互妥協(xié)，平分學額的結果�？荚嚨慕Y果則被當時的輿論批評為“巨老”之子云集。 以上種種使得此次考試距其為國家培養(yǎng)人材的初衷相去甚遠。而這些現(xiàn)象背后所反映的則是整個晚清新政在制度改革過程中所出現(xiàn)的問題。中央層面的行政混亂更為晚清之后的亂局埋下隱患。 文章即通過對1909年前后報紙上的相關報道、當事人的回憶錄以及部分檔案資料的梳理，力圖還原該事件更為復雜的歷史面向。
[Abstract]:The movement began in 1909 and was named for its funding from the U. S. refunds of the Boxer. In the decades that followed, the movement sent a large number of Chinese students to the United States, cultivating a group of influential people for modern China. There is no doubt about its importance. There is no shortage of discussions on this topic. However, the description of the first GG study in the United States has focused on the macro description of the test and the results of the event. Simplify the course of the event. The first movement to stay in the United States began in the first year of the United States, when Empress Dowager Cixi and Emperor Guang Xu passed away, and the late Qing Dynasty had slightly achieved results in the reform. Although the refund of the Geng was due to the efforts of Chinese diplomats and the voluntary efforts of the United States, However, the decision to use the refund for Chinese students to stay in the United States was a diplomatic decision made by the United States in the light of the international situation at that time. Local and individual people have shown great interest in this. And the final plan for admission to the United States is to learn from the views of all parties concerned, and compromise with each other at the same time. The results of the examination were criticized by public opinion at that time as the son of the Great Age. All of this makes the examination far from its original intention of cultivating talent for the country. But these phenomena reflect the problems in the process of system reform of the whole New deal of the late Qing Dynasty. Administrative mixing at the central level. The article tries to restore the more complicated historical face of the event by combing the related reports in the newspapers before and after 1909, the memoirs of the parties and part of the archival materials.
