【摘要】：以1985年以來中央部委發(fā)布的高校畢業(yè)生就業(yè)政策為樣本,對(duì)政策文本進(jìn)行內(nèi)容分析發(fā)現(xiàn),以"國家統(tǒng)包統(tǒng)分"為特征的畢業(yè)生就業(yè)政策范式已被打破,政策范式的第三序列出現(xiàn)變化,實(shí)現(xiàn)了第一次轉(zhuǎn)移,以雙向選擇和自主擇業(yè)為特征的市場導(dǎo)向政策范式已經(jīng)形成。當(dāng)前,在畢業(yè)生就業(yè)政策的目標(biāo)與價(jià)值方面開始出現(xiàn)政策范式的第二次轉(zhuǎn)移跡象,但顯現(xiàn)出較為明顯的國家利益導(dǎo)向,畢業(yè)生個(gè)人的就業(yè)利益訴求尚未得到足夠有效的關(guān)注與反映,就業(yè)政策的新范式尚未完全形成。
[Abstract]:Taking the employment policy of college graduates issued by the central ministry since 1985 as a sample, the contents of the policy text are analyzed and it is found that the pattern of graduate employment policy characterized by "national turnkey" has been broken. The third sequence of policy paradigm has changed and realized the first shift. The market-oriented policy paradigm characterized by two-way selection and self-employment has been formed. At present, the second shift of policy paradigm is beginning to appear in terms of the goal and value of graduate employment policy, but it shows a more obvious national interest orientation. The individual employment interests of graduates have not been paid enough attention and reflected effectively, and the new paradigm of employment policy has not been completely formed.
