【摘要】：美國(guó)一流高校普遍具有規(guī)模較大的高水平專職科研隊(duì)伍,為美國(guó)科技、經(jīng)濟(jì)和社會(huì)發(fā)展做出了巨大貢獻(xiàn),鞏固或提升了美國(guó)一流高校的地位。通過(guò)比較中美一流高校專職科研隊(duì)伍的建設(shè)情況,找出我國(guó)高校專職科研隊(duì)伍建設(shè)過(guò)程中存在的聘用機(jī)制、薪酬體系、管理制度、考核方式、晉升渠道、組織機(jī)構(gòu)和經(jīng)費(fèi)來(lái)源等問(wèn)題并尋求相應(yīng)的對(duì)策。提出我國(guó)高校建設(shè)世界一流大學(xué),必須建設(shè)一支具有一定數(shù)量規(guī)模的高水平專職科研隊(duì)伍。在此過(guò)程中,各級(jí)主管部門應(yīng)積極幫助高校解決專職科研隊(duì)伍發(fā)展過(guò)程中的體制和機(jī)制難題,高校相關(guān)職能部門應(yīng)做好頂層設(shè)計(jì),并積極開展專職科研隊(duì)伍建設(shè)的制度創(chuàng)新。
[Abstract]:American first-class colleges and universities generally have a relatively high level of professional research team, which has made great contributions to the development of science and technology, economy and society in the United States, and has consolidated or promoted the status of the first class universities in the United States. By comparing the construction of the full-time scientific research team in the first class universities in China and the United States, we can find out the employment mechanism, salary system, management system, examination method and promotion channel of the full-time scientific research team in our country's colleges and universities. Organization and funding issues and seek appropriate countermeasures. In order to build a world-class university in our country, it is necessary to build a high level professional scientific research team with a certain number of scales. In this process, the competent departments at all levels should actively help colleges and universities solve the system and mechanism problems in the development of full-time scientific research team, and the relevant functional departments of colleges and universities should do a good job of top-level design, and actively carry out the system innovation of full-time scientific research team construction.
