論我國公立大學董事會的功能定位與制度完善

【摘要】:早在20世紀初,我國效仿西方現(xiàn)代教育制度時,大學董事會制度便被我國借鑒。其后隨著改革開放,國內(nèi)大學董事會如雨后春筍般紛紛建立。迄今為止,國內(nèi)擁有大學董事會的公立大學已超百家。但由于制度背景、宗教文化、民族價值觀及社會公眾對公共事業(yè)的參與程度等各方面因素的巨大差異,我國公立大學的董事會與外國輝煌的大學董事會有著極大的不同,大學董事會制度在我國公立大學運行中的現(xiàn)實地位和作用略顯尷尬。不僅董事會本身無法達到西方大學董事會原有的地位,而且從功能作用方面講也無法起到原有董事會制度的決定性作用。 照搬來的西方大學董事會的制度構(gòu)建,在我國現(xiàn)有的大學教育管理體制之下根本無法起到應(yīng)有作用。因此,大學董事會的功能逐漸偏離原有主題,演化為主要提供資金援助和解決就業(yè)的邊緣化機制,結(jié)構(gòu)功能逐漸被異化。而大學董事會為西方大學發(fā)展做出突出貢獻的主要功能卻被拋之腦后。研究我國現(xiàn)有教育管理體制改革背景下的大學董事會制度構(gòu)建,追溯美國大學董事會的淵源、興起,對日本國立大學法人化改革中大學董事會制度改良的目的性因素深度挖掘,結(jié)合我國現(xiàn)有的大學發(fā)展環(huán)境明確大學董事會的功能定位,改良大學董事會的制度構(gòu)建,喚醒大學董事會制度的原本作用,對我國公立大學的發(fā)展具有重要的理論和實踐意義。
[Abstract]:As early as the beginning of the 20th century, when our country imitated the western modern education system, the university board system was used for reference by our country. Subsequently, with the reform and opening up, the board of directors of domestic universities sprang up one after another. To date, there are more than 100 public universities with university boards in China. However, due to the great differences in the institutional background, religious culture, national values and the degree of public participation in public utilities, the board of directors of public universities in China is greatly different from the board of directors of brilliant universities in foreign countries. The practical status and function of the board of directors system in the operation of public universities in China is somewhat awkward. Not only can the board of directors themselves fail to achieve the original status of the western university board of directors, but also cannot play the decisive role of the original board of directors system in terms of function. In our country's existing university education management system can not play its due role. Therefore, the function of the university board of directors gradually deviates from the original theme and evolves into the marginal mechanism which mainly provides financial assistance and solves employment, and the structure and function are gradually alienated. The main function of the board of directors for the development of western universities has been left behind. This paper studies the construction of the university board of directors system under the background of the current educational management system reform in China, traces the origin and rise of the American university board of directors, and excavates deeply the purposeful factors for the improvement of the university board of directors system in the legal reform of the Japanese National University. It is of great theoretical and practical significance for the development of public universities to clarify the functional orientation of university board of directors, to improve the system construction of university board of directors, and to awaken the original function of university board of directors system in combination with the existing university development environment in our country.
