論我國(guó)公立大學(xué)董事會(huì)的功能定位與制度完善

【摘要】:早在20世紀(jì)初,我國(guó)效仿西方現(xiàn)代教育制度時(shí),大學(xué)董事會(huì)制度便被我國(guó)借鑒。其后隨著改革開(kāi)放,國(guó)內(nèi)大學(xué)董事會(huì)如雨后春筍般紛紛建立。迄今為止,國(guó)內(nèi)擁有大學(xué)董事會(huì)的公立大學(xué)已超百家。但由于制度背景、宗教文化、民族價(jià)值觀(guān)及社會(huì)公眾對(duì)公共事業(yè)的參與程度等各方面因素的巨大差異,我國(guó)公立大學(xué)的董事會(huì)與外國(guó)輝煌的大學(xué)董事會(huì)有著極大的不同,大學(xué)董事會(huì)制度在我國(guó)公立大學(xué)運(yùn)行中的現(xiàn)實(shí)地位和作用略顯尷尬。不僅董事會(huì)本身無(wú)法達(dá)到西方大學(xué)董事會(huì)原有的地位,而且從功能作用方面講也無(wú)法起到原有董事會(huì)制度的決定性作用。 照搬來(lái)的西方大學(xué)董事會(huì)的制度構(gòu)建,在我國(guó)現(xiàn)有的大學(xué)教育管理體制之下根本無(wú)法起到應(yīng)有作用。因此,大學(xué)董事會(huì)的功能逐漸偏離原有主題,演化為主要提供資金援助和解決就業(yè)的邊緣化機(jī)制,結(jié)構(gòu)功能逐漸被異化。而大學(xué)董事會(huì)為西方大學(xué)發(fā)展做出突出貢獻(xiàn)的主要功能卻被拋之腦后。研究我國(guó)現(xiàn)有教育管理體制改革背景下的大學(xué)董事會(huì)制度構(gòu)建,追溯美國(guó)大學(xué)董事會(huì)的淵源、興起,對(duì)日本國(guó)立大學(xué)法人化改革中大學(xué)董事會(huì)制度改良的目的性因素深度挖掘,結(jié)合我國(guó)現(xiàn)有的大學(xué)發(fā)展環(huán)境明確大學(xué)董事會(huì)的功能定位,改良大學(xué)董事會(huì)的制度構(gòu)建,喚醒大學(xué)董事會(huì)制度的原本作用,對(duì)我國(guó)公立大學(xué)的發(fā)展具有重要的理論和實(shí)踐意義。
[Abstract]:As early as the beginning of the 20th century, when our country imitated the western modern education system, the university board system was used for reference by our country. Subsequently, with the reform and opening up, the board of directors of domestic universities sprang up one after another. To date, there are more than 100 public universities with university boards in China. However, due to the great differences in the institutional background, religious culture, national values and the degree of public participation in public utilities, the board of directors of public universities in China is greatly different from the board of directors of brilliant universities in foreign countries. The practical status and function of the board of directors system in the operation of public universities in China is somewhat awkward. Not only can the board of directors themselves fail to achieve the original status of the western university board of directors, but also cannot play the decisive role of the original board of directors system in terms of function. In our country's existing university education management system can not play its due role. Therefore, the function of the university board of directors gradually deviates from the original theme and evolves into the marginal mechanism which mainly provides financial assistance and solves employment, and the structure and function are gradually alienated. The main function of the board of directors for the development of western universities has been left behind. This paper studies the construction of the university board of directors system under the background of the current educational management system reform in China, traces the origin and rise of the American university board of directors, and excavates deeply the purposeful factors for the improvement of the university board of directors system in the legal reform of the Japanese National University. It is of great theoretical and practical significance for the development of public universities to clarify the functional orientation of university board of directors, to improve the system construction of university board of directors, and to awaken the original function of university board of directors system in combination with the existing university development environment in our country.
