【摘要】:作為國(guó)際化生產(chǎn)過(guò)程中的最重要影響因素之一,人才隊(duì)伍建設(shè),尤其是高層次人才隊(duì)伍的建設(shè)在國(guó)際競(jìng)爭(zhēng)中的重要性將得到不斷的提升,并在國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展的過(guò)程中扮演著愈加重要的角色。而高等教育作為在國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展過(guò)程中起著至關(guān)重要作用的關(guān)鍵環(huán)節(jié),高校中的人才隊(duì)伍,尤其是高層次人才隊(duì)伍的管理及建設(shè)對(duì)一個(gè)高校的綜合實(shí)力、國(guó)內(nèi)外影響力、培養(yǎng)人才素質(zhì)、科研學(xué)術(shù)水平等方面起著決定性作用。在國(guó)外高校,政府及大學(xué)管理層對(duì)于高層次人才隊(duì)伍的建設(shè)十分重視。陜西作為我國(guó)的一個(gè)教育大省,省內(nèi)擁有眾多高校,但是由于資金短缺、吸引力不夠以及人才管理制度不合理等一系列問(wèn)題,如何建立起一支高水平的人才隊(duì)伍和先進(jìn)的人才引進(jìn)、管理制度已經(jīng)成為陜西各高校的重點(diǎn)發(fā)展方向。 本研究首先通過(guò)文獻(xiàn)調(diào)查的方式對(duì)高校高層次人才隊(duì)伍的概念、內(nèi)涵、特點(diǎn)及作用進(jìn)行了界定,并對(duì)當(dāng)前我國(guó)高校高層次人才隊(duì)伍管理現(xiàn)狀進(jìn)行了分析,通過(guò)分析得知,當(dāng)前我國(guó)高校高層次人才隊(duì)伍管理主要體現(xiàn)為政府力量的有效介入、重視學(xué)術(shù)制度的建設(shè)、實(shí)施教師職務(wù)聘任制、嚴(yán)格考核與獎(jiǎng)勵(lì)制度,,并且十分重視高層次人才培養(yǎng)。 在對(duì)高校高層次人才概念及高校高層次人才隊(duì)伍管理現(xiàn)狀進(jìn)行分析的基礎(chǔ)上,本研究通過(guò)調(diào)查問(wèn)卷的方式,對(duì)當(dāng)前陜西省高校高層次人才隊(duì)伍管理問(wèn)題及其原因進(jìn)行了研究,研究發(fā)現(xiàn)當(dāng)前陜西高校高層次人才隊(duì)伍管理過(guò)程中存在著總量不足、高層次人才結(jié)構(gòu)不合理和人才流動(dòng)不合理三方面的問(wèn)題,并對(duì)每一類問(wèn)題進(jìn)行了分析。在對(duì)問(wèn)題進(jìn)行分析的基礎(chǔ)上,提出了這些問(wèn)題產(chǎn)生的原因,即高校綜合實(shí)力和核心競(jìng)爭(zhēng)力不足,高校人才隊(duì)伍建設(shè)資金投入不足,高校管理體制和政策僵化。 最后,本研究借鑒了國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn),在對(duì)存在的問(wèn)題進(jìn)行了具體分析和研究的基礎(chǔ)上,本研究在最后一部分針對(duì)這些問(wèn)題及原因從管理環(huán)境、激勵(lì)制度建立和管理制度自身完善的角度提出了政策建議,認(rèn)為只有從高校整體環(huán)境、具體制度建設(shè)和管理主體本身三方面出發(fā),才能有效的提升陜西高校高層次人才隊(duì)伍管理的水平。
[Abstract]:As one of the most important influencing factors in the process of international production, the construction of talent team, especially the construction of high-level talent team, will be continuously promoted in the international competition. And in the national economic and social development process plays an increasingly important role. Higher education plays a crucial role in the process of national economic and social development. The management and construction of talents in colleges and universities, especially the management and construction of high-level talents, have an impact on a university's comprehensive strength and influence both at home and abroad. Training talent quality, scientific research academic level and other aspects play a decisive role. In foreign universities, the government and university management attach great importance to the construction of high-level talents. Shaanxi, as a big educational province in China, has many colleges and universities in the province. However, due to the shortage of funds, the lack of attractiveness and the unreasonable talent management system, and so on, How to establish a high-level talent team and the introduction of advanced talents, the management system has become the key development direction of colleges and universities in Shaanxi. Firstly, this study defines the concept, connotation, characteristics and functions of high-level talents in colleges and universities through literature investigation, and analyzes the current situation of management of high-level talents in colleges and universities in China. At present, the management of high-level talents in colleges and universities in our country is mainly reflected in the effective intervention of government forces, the construction of academic system, the implementation of the system of appointment of teachers, the strict examination and reward system, and the great importance attached to the cultivation of high-level talents. Based on the analysis of the concept of high-level talents in colleges and universities and the present situation of the management of high-level talents in colleges and universities, this paper studies the problems and causes of the management of high-level talents in colleges and universities in Shaanxi Province by means of questionnaires. It is found that there are three problems in the process of management of high-level talents in colleges and universities in Shaanxi Province, such as the shortage of total amount, the unreasonable structure of high-level talents and the unreasonable flow of talents, and the analysis of each kind of problems. Based on the analysis of the problems, the paper puts forward the causes of these problems, that is, the lack of comprehensive strength and core competitiveness of colleges and universities, the insufficient investment of funds for the construction of talents in colleges and universities, and the ossification of management system and policies in colleges and universities. Finally, this study draws lessons from the advanced experience at home and abroad, on the basis of the concrete analysis and research on the existing problems, the last part of this study aims at these problems and the reasons from the management environment. From the angle of the establishment of the incentive system and the perfection of the management system itself, the author puts forward the policy suggestions, and holds that only from the three aspects of the overall environment of the university, the concrete system construction and the management subject itself, Only in order to effectively improve the level of management of Shaanxi colleges and universities.
