【摘要】：在歐洲政治、經(jīng)濟(jì)一體化發(fā)展的背景下，教育一體化也被提上日程。隨著歐洲高等教育一體化的發(fā)展，歐盟委員會(huì)開發(fā)出了旨在促進(jìn)學(xué)生自由流動(dòng)實(shí)現(xiàn)學(xué)分轉(zhuǎn)移與積累的認(rèn)證工具——?dú)W洲學(xué)分轉(zhuǎn)換系統(tǒng)。它的實(shí)施消除了國(guó)家之間的障礙，打破了高校之間的屏障，有力地保證了不同國(guó)家、院校之間的學(xué)分轉(zhuǎn)換和認(rèn)可，成為學(xué)分流通的典范。 20世紀(jì)以來，隨著我國(guó)高校的不斷擴(kuò)招，我國(guó)高等教育已經(jīng)進(jìn)入了大眾化教育階段，教育的質(zhì)量變得更加重要，如何保證學(xué)生更好地享用優(yōu)質(zhì)的教育資源成為一個(gè)至關(guān)重要的問題，實(shí)施有效的學(xué)分制度無疑是最好的選擇。然而就目前我國(guó)實(shí)行的學(xué)分制而言其實(shí)質(zhì)是學(xué)年制下的學(xué)分制，學(xué)生的選課集中在本校進(jìn)行，且是學(xué)校強(qiáng)制安排下的課程，缺乏靈活性，無法充分地調(diào)動(dòng)教師和學(xué)生的積極性，，形式化現(xiàn)象嚴(yán)重。為此，高校實(shí)施學(xué)分轉(zhuǎn)換制度成為提高高等教育質(zhì)量的重要舉措。 歐洲高校實(shí)施的學(xué)分轉(zhuǎn)換系統(tǒng)給予我國(guó)學(xué)分轉(zhuǎn)換以很好的啟示，本文在對(duì)歐洲學(xué)分轉(zhuǎn)換系統(tǒng)的發(fā)展歷程、內(nèi)容、實(shí)施進(jìn)行深入解析的基礎(chǔ)上，結(jié)合我國(guó)目前已有的學(xué)分轉(zhuǎn)換案例，提出我國(guó)高校學(xué)分轉(zhuǎn)換應(yīng)該積極公開高校信息、建立高校學(xué)分轉(zhuǎn)換模式、設(shè)置保障機(jī)制和服務(wù)系統(tǒng)等，從而使高校學(xué)生共享優(yōu)質(zhì)的教育資源，增強(qiáng)高校綜合競(jìng)爭(zhēng)力最終提高了高等教育質(zhì)量。
[Abstract]:Under the background of European political and economic integration, educational integration has also been put on the agenda. With the development of the integration of higher education in Europe, the European Commission has developed the European Credit conversion system, which is designed to promote the free flow of students to realize credit transfer and accumulation. Its implementation eliminates the barriers between countries, breaks the barrier between colleges and universities, ensures the credit conversion and recognition among different countries and colleges, and becomes the model of credit flow. Since the 20th century, with the increasing enrollment of colleges and universities in our country, our higher education has entered the stage of mass education, and the quality of education has become more important. How to ensure students to enjoy the quality of educational resources is a crucial issue, the implementation of an effective credit system is undoubtedly the best choice. However, as far as the credit system implemented in our country is concerned, its essence is the credit system under the academic year system, the students' course selection is concentrated in our school, and it is the curriculum under the compulsory arrangement of the school, which is lack of flexibility and can not fully mobilize the enthusiasm of teachers and students. Formal phenomenon is serious. Therefore, the implementation of credit conversion system in colleges and universities has become an important measure to improve the quality of higher education. The credit conversion system implemented by European colleges and universities gives our country a good inspiration for credit conversion. Based on the deep analysis of the development course, content and implementation of the credit conversion system in Europe, Combined with the existing cases of credit conversion in China, it is proposed that the credit conversion in colleges and universities in China should actively open up university information, establish a model of credit conversion in colleges and universities, and set up a guarantee mechanism and a service system, etc. So that college students share high quality educational resources and enhance the comprehensive competitiveness of colleges and universities to improve the quality of higher education.
