廣州市高校國(guó)際化教育的政府監(jiān)管問(wèn)題研究

【摘要】:隨著知識(shí)經(jīng)濟(jì)時(shí)代的到來(lái),經(jīng)濟(jì)全球化,科技一體化趨勢(shì)的發(fā)展,教育國(guó)際化成為當(dāng)今教育發(fā)展的必然趨勢(shì)。2009年,聯(lián)合國(guó)教科文組織在法國(guó)巴黎總部舉辦了“2009年世界高等教育大會(huì)”,來(lái)自各國(guó)的教育部部長(zhǎng)、國(guó)際組織代表、大學(xué)、科研機(jī)構(gòu)的專家等近1500人出席了會(huì)議。本次會(huì)議把國(guó)際化作為重要議題,并且作為世界高等教育與研究面向未來(lái)的行動(dòng)宣言,對(duì)世界高等教育的發(fā)展產(chǎn)生了深遠(yuǎn)的影響。根據(jù)黨的十七大關(guān)于“優(yōu)先發(fā)展教育,建設(shè)人力資源強(qiáng)國(guó)”的戰(zhàn)略部署,為促進(jìn)教育事業(yè)的科學(xué)發(fā)展,全面提高國(guó)民素質(zhì),加快社會(huì)主義現(xiàn)代化進(jìn)程,黨中央和國(guó)務(wù)院通過(guò)了《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》,明確提出了“面向現(xiàn)代化、面向世界、面向未來(lái)”的要求。 近年來(lái),我國(guó)許多的高校把國(guó)際化作為學(xué)校提高國(guó)際影響力和競(jìng)爭(zhēng)力的重要戰(zhàn)略舉措。在各大高校擴(kuò)大國(guó)際化規(guī)模,提高國(guó)際化水平的同時(shí),許多深層次的問(wèn)題也開(kāi)始顯露端倪。其中包括高等教育發(fā)展的趨利性、國(guó)際交流項(xiàng)目的低水平化、高水平人才流失、國(guó)外的留學(xué)項(xiàng)目?jī)A銷等一系列的問(wèn)題。本文從政府監(jiān)管的角度作為研究的側(cè)入點(diǎn),以人才培養(yǎng)作為研究的重點(diǎn),研究現(xiàn)有問(wèn)題,并且找出根源,探討從政府的角度如何解決相關(guān)問(wèn)題。在人才培養(yǎng)的研究方面,主要是分為兩個(gè)主要的研究方向,,包括“引進(jìn)來(lái)”和“走出去”。其中“引進(jìn)來(lái)”指的是以中外合作辦學(xué)的方式進(jìn)行人才培養(yǎng),“走出去”指的是通過(guò)發(fā)展校際交流項(xiàng)目的方式利用國(guó)外優(yōu)質(zhì)教學(xué)資源進(jìn)行人才培養(yǎng)。本文重點(diǎn)研究“走出去”,分析學(xué)生在參加校際交流項(xiàng)目赴國(guó)外留學(xué)的相關(guān)問(wèn)題。 論文的主要結(jié)構(gòu)如下:第一章緒論主要介紹選題的背景和意義、國(guó)內(nèi)外研究現(xiàn)狀分析、研究?jī)?nèi)容。第二章主要對(duì)高等教育國(guó)際化發(fā)展與政府教育監(jiān)管理論闡釋。第三章主要針對(duì)廣州市高校國(guó)際化教育的政府監(jiān)管現(xiàn)狀分析。第四章主要針對(duì)國(guó)外高校國(guó)際化教育的政府監(jiān)管的經(jīng)驗(yàn)借鑒。第五章主要分析完善廣州市高校國(guó)際化教育政府監(jiān)管的對(duì)策建議。最后是結(jié)論和展望。
[Abstract]:With the arrival of the era of knowledge economy, economic globalization and the development of scientific and technological integration, the internationalization of education has become an inevitable trend of educational development. UNESCO hosted the 2009 World Conference on higher Education at its headquarters in Paris, France, attended by nearly 1500 ministers of education, representatives of international organizations, experts from universities and scientific research institutions. Internationalization as an important topic and a declaration of action for the future of the world's higher education and research has had a profound impact on the development of the world's higher education. According to the strategic plan of the 17th CPC National Congress on "giving priority to the development of education and building a powerful country in human resources," in order to promote the scientific development of education, comprehensively improve the quality of the people, and speed up the process of socialist modernization, The CPC Central Committee and the State Council adopted the outline of the National Medium- and Long-Term Education Reform and Development Plan 2010-2020, clearly putting forward the requirement of "facing modernization, facing the world and facing the future". In recent years, many colleges and universities in China regard internationalization as an important strategic measure to improve their international influence and competitiveness. At the same time, many deep-seated problems are beginning to emerge as colleges and universities expand the scale of internationalization and improve the level of internationalization. Among them, there are a series of problems, such as the tendency of higher education development, the low level of international exchange projects, the loss of high-level talents, the dumping of overseas study programs and so on. This paper studies the existing problems from the angle of government supervision and discusses how to solve the related problems from the angle of government supervision and how to solve the related problems from the angle of government. In the research of talent training, it is mainly divided into two main research directions, including "introduction" and "going out". "Introduction" refers to the cultivation of talents in the way of Chinese-foreign cooperation in running a school, and "going out" means using foreign high-quality teaching resources to train talents through the development of intercollegiate exchange projects. This paper focuses on "going out" and analyzing the problems of students studying abroad in intercollegiate exchange programs. The main structure of the thesis is as follows: the first chapter introduces the background and significance of the topic, domestic and foreign research status analysis, research content. The second chapter mainly explains the internationalization development of higher education and the theory of government education supervision. The third chapter focuses on the analysis of the current situation of the government supervision of the internationalization education in colleges and universities in Guangzhou. The fourth chapter mainly aims at the foreign university internationalization education government supervision experience. The fifth chapter mainly analyzes the countermeasures and suggestions to improve the government supervision of internationalization education in Guangzhou. Finally, the conclusion and prospect are given.
