【摘要】：我國高等教育在進(jìn)入大眾化階段以來取得了重大進(jìn)展，但是仍舊存在著部分高校質(zhì)量不高、結(jié)構(gòu)不合理等問題。部分高校質(zhì)量不高、結(jié)構(gòu)不合理歸根結(jié)底是教育資源分配不均衡問題。如何促進(jìn)高等教育資源的優(yōu)化配置，其核心部分是教育經(jīng)費(fèi)的公平合理分配。高等教育財(cái)政撥款作為當(dāng)前高等教育經(jīng)費(fèi)的主要來源，其分配的合理性關(guān)乎教育公平乃至社會(huì)公平的實(shí)現(xiàn)。對高等教育財(cái)政公平問題的研究有助于加快教育財(cái)政體制改革進(jìn)程，有助于推進(jìn)高等教育的健康穩(wěn)定發(fā)展，有助于維護(hù)教育公平、促進(jìn)社會(huì)的公平。然而，目前中國的高等教育財(cái)政中仍存在著許多不公平的現(xiàn)象，具體表現(xiàn)為區(qū)域間高等教育財(cái)政經(jīng)費(fèi)投入的不均衡、中央與地方高校間經(jīng)費(fèi)投入的不均衡、高等教育財(cái)政中立性的偏差、不同社會(huì)經(jīng)濟(jì)背景學(xué)生接受高等教育機(jī)會(huì)的不均等、對高校貧困學(xué)生的資助不到位等等。而造成我國高等教育財(cái)政不公平現(xiàn)象的原因主要有：高等教育發(fā)展的公平理念的缺失，中央和地方政府管理高校的財(cái)政責(zé)任不明，重點(diǎn)學(xué)校政策的過度傾斜，高等教育財(cái)政撥款模式的單一化，學(xué)生資助的資金有限，渠道狹窄等�；诖�，本文提出了如下對策：強(qiáng)化高等教育發(fā)展的公平理念，，明晰中央與地方政府管理高校的財(cái)政職責(zé)，理性對待重點(diǎn)高校建設(shè)，改革高等教育財(cái)政撥款的單一模式，完善高校學(xué)生資助政策。
[Abstract]:China's higher education has made great progress since it entered the stage of popularization, but there are still some problems such as low quality and unreasonable structure of some colleges and universities. The quality of some colleges and universities is not high, and the unreasonable structure is, in the final analysis, the unbalanced distribution of educational resources. The core of how to promote the optimal allocation of higher education resources is the fair and reasonable allocation of educational funds. As the main source of higher education funds, the rationality of its allocation is related to the realization of educational equity and even social equity. The study on the financial equity of higher education is helpful to accelerate the reform of the educational financial system, to promote the healthy and stable development of higher education, to maintain the equity of education and to promote the fairness of the society. However, there are still many unfair phenomena in the finance of higher education in China at present, which are manifested in the imbalance of the financial investment in higher education between the regions and between the central and local colleges and universities. The financial neutrality of higher education, the unequal opportunities for students from different social and economic backgrounds to receive higher education, and the lack of financial assistance to poor students in colleges and universities, etc. The main reasons for the financial unfairness of higher education in China are: the lack of fair concept in the development of higher education, the unclear financial responsibility of the central and local governments to manage colleges and universities, and the excessive inclination of key school policies. The financial allocation mode of higher education is single, the fund of student aid is limited, the channel is narrow and so on. Based on this, this paper puts forward the following countermeasures: to strengthen the fair concept of the development of higher education, to clarify the financial responsibility of the central and local governments to manage colleges and universities, to treat the construction of key universities rationally, and to reform the single mode of financial allocation for higher education. We will improve the policy on student support in colleges and universities.
