山東航天電子技術(shù)所EMC試驗室建設項目風險管理研究

【摘要】:電磁兼容性檢測技術(shù)是近年來的新興技術(shù),在航天、航空及武器裝備等高端領(lǐng)域電子產(chǎn)品上需求大,由于它擁有起點高、標準高、技術(shù)含量高、對管理人員要求高的四大特點,而且建設投資較大,是檢測領(lǐng)域重中之重的建設項目。山東航天電子技術(shù)研究所2015年6月開始建設EMC試驗室,此建設項目要耗費大量資金、物力和人力等寶貴資源,且一旦建成,難于更改,項目建成投入運行后在確保滿足科研生產(chǎn)研制需的同時,在經(jīng)濟領(lǐng)域?qū)嵤┰擁椖靠梢缘玫骄薮蟮男б婊仞?項目管理成功的很重要的一條原因就是對風險進行有效、全面的識別并采取了現(xiàn)實可行的措施,因此對項目的風險管理研究尤為重要。本文遵循全面風險管理理論對山東航天電子技術(shù)研究所EMC試驗室建設項目進行了風險管理研究,通過定性定量分析,識別出本項目的風險分為技術(shù)風險、投資風險、合法性風險、人員風險、管理風險、資金風險、安全風險、質(zhì)量風險、腐敗風險、責任風險、成本風險等,評估出本項目整體風險水平為一般,項目可以按計劃實施,確定出關(guān)鍵風險因素并提出了防范對策,具有能夠使項目管理者能夠比較清楚地了解項目整體風險水平、了解影響項目的關(guān)鍵風險因素、從而實施有效的風險管理的現(xiàn)實意義。提出了建立專門的管理機構(gòu)、將風險點納入項目流程、增強管理人員的風險意識、啟動項目風險保險、加強試驗室專家人才的培養(yǎng)、建立風險管理信息系統(tǒng)、對建設方案比較論證和評審、加強試驗室文件的管理、建立問題快速響應機制等具體的防范建議,對于確保本項目的高效、健康運行,有著重要的促進和保證作用。本文共分為七個部分。第一部分前言,闡述了本文的選題背景、研究意義以及研究的技術(shù)路線:第二部分,梳理了建設項目風險管理的內(nèi)涵、基本程序等,并對風險識別和風險評價使用的各類工具的基本原理和優(yōu)缺點進行了比較,重點介紹了專家調(diào)查打分法和模糊綜合評判的基本原理和步驟;第三部分,對本建設項目的背景概況進行了說明;第四部分和第五部分是本文的主體部分,分析本項目的風險來源,采用工作結(jié)構(gòu)分解法和德爾菲法相結(jié)合的方法識別出各階段項目風險因素,構(gòu)建了項目風險評價的指標體系,利用專家調(diào)查打分法和模糊綜合評價法對識別出來的風險因素進行了定性和定量評價,對項目整體的風險進行判定,并找出關(guān)鍵風險因素。第六部分,在風險識別和評價的基礎(chǔ)上,針對項目各階段的關(guān)鍵風險因素制定了實際可行的應對策略;第七部分,總結(jié)全文,提出展望。
[Abstract]:Electromagnetic compatibility (EMC) testing technology is a new technology in recent years. It has a high demand for electronic products in high-end fields such as aerospace, aviation and weaponry. Because of its high starting point, high standards, high technology content and high requirements for management personnel,And the construction investment is big, is the most important construction project in the inspection field.In June 2015, Shandong Aerospace Electronics Technology Research Institute began to build the EMC laboratory. This construction project will cost a lot of valuable resources, such as money, material resources and manpower, and once completed, it will be difficult to change.After the project is completed and put into operation, the project can be implemented in the economic field at the same time to ensure that it meets the needs of scientific research and production research and development. One of the important reasons for the success of project management is to effectively carry out the risk.Comprehensive identification and practical measures have been taken, so the risk management research of the project is particularly important.According to the comprehensive risk management theory, this paper studies the risk management of the EMC laboratory construction project of Shandong Aerospace Electronics Technology Research Institute. By qualitative and quantitative analysis, the risk of the project is identified as technical risk and investment risk.Legitimacy risk, personnel risk, management risk, capital risk, safety risk, quality risk, corruption risk, responsibility risk, cost risk, etc.It is of practical significance to identify the key risk factors and put forward preventive measures, which can enable the project manager to understand the overall risk level of the project clearly and the key risk factors that affect the project, so as to implement effective risk management.It is proposed to establish a special management organization to incorporate risk points into the project process, to enhance the risk awareness of managers, to start project risk insurance, to strengthen the training of laboratory experts, and to establish a risk management information system.The concrete preventive suggestions, such as comparing and evaluating the construction scheme, strengthening the management of laboratory documents and establishing the quick response mechanism of problems, play an important role in promoting and ensuring the efficient and healthy operation of the project.This paper is divided into seven parts.The first part introduces the background of the topic, the significance of the research and the technical route of the research: the second part, combing the connotation of construction project risk management, basic procedures, etc.The basic principles, advantages and disadvantages of all kinds of tools used in risk identification and risk assessment are compared, and the basic principles and steps of expert investigation scoring method and fuzzy comprehensive evaluation are emphatically introduced.The background of the construction project is described. The fourth and fifth parts are the main part of this paper, the risk source of the project is analyzed.The project risk factors are identified by the combination of work structure decomposition method and Delphi method, and the index system of project risk evaluation is constructed.By using the expert survey scoring method and fuzzy comprehensive evaluation method, the identified risk factors are evaluated qualitatively and quantitatively, the overall risk of the project is judged, and the key risk factors are found out.The sixth part, on the basis of risk identification and evaluation, formulates practical and feasible coping strategies for key risk factors in each stage of the project; the seventh part summarizes the full text and puts forward the prospect.
