【摘要】：當前，我國正處在社會轉(zhuǎn)型階段，在這個階段里，發(fā)展中積累的各種社會矛盾凸顯，文化心理的沖突，利益分配的矛盾，社會關(guān)系的變化，生活方式的轉(zhuǎn)變，人與自然關(guān)系的惡化，人的生存與發(fā)展引發(fā)的問題以及科技發(fā)展帶來的新問題等，使得突發(fā)事件日趨常態(tài)化、多樣化、復(fù)雜化，其形式規(guī)模、傳播速度和影響程度也在迅速擴展。我國高等院校（以下簡稱“高�！保├锇l(fā)生的突發(fā)公共事件因與家庭、社會的密切聯(lián)系而備受人們的關(guān)注。社會諸多矛盾及國內(nèi)外敵對勢力滲透也對高校的安全穩(wěn)定帶來了巨大沖擊，使高校安全管理工作面臨前所未有的嚴峻考驗。 本文以國內(nèi)外針對突發(fā)公共事件的研究文獻為理論基礎(chǔ)，并結(jié)合我國高等院校近年來發(fā)生的重大突發(fā)公共事件地應(yīng)對處置為研究對象，進行符合當前高校應(yīng)對突發(fā)公共事件的機制建構(gòu)，共分四章對相關(guān)問題進行了論述。第一章緒論部分，對國內(nèi)外的相關(guān)文獻進行綜述，闡明本文研究對象的背景及意義，并界定相關(guān)概念；第二章主要歸納和闡述高校突發(fā)公共事件的特征和類型；第三章是對近年國內(nèi)發(fā)生的重大校園突發(fā)公共事件案例進行研究，歸納當前我國高校在應(yīng)對處置突發(fā)公共事件方面的現(xiàn)狀和存在的問題，，并根據(jù)問題研究分析引發(fā)高校突發(fā)公共事件的誘因；第四章則是在前三章的論述基礎(chǔ)上進行應(yīng)對機制的理論建構(gòu)，按照突發(fā)公共事件處置的事前、事中、事后三個階段分別制定應(yīng)對機制，即：建立應(yīng)對突發(fā)公共事件的組織領(lǐng)導(dǎo)機制、建立突發(fā)公共事件的預(yù)防預(yù)警機制、建立高校突發(fā)公共事件應(yīng)對管理的控制處理機制、建立高校突發(fā)公共事件應(yīng)對管理的善后處理機制。 本文在論述過程中主要使用了文獻研究法和案例分析法等研究方法，通過對國內(nèi)外與突發(fā)公共事件應(yīng)對的相關(guān)文獻研究，結(jié)合我國高校突發(fā)公共事件的實際歸納出高校應(yīng)對突發(fā)公共事件存在的問題和特點，并在此基礎(chǔ)上有針對性地建構(gòu)高校突發(fā)公共事件應(yīng)對機制。 本文提出的應(yīng)對突發(fā)公共事件組織領(lǐng)導(dǎo)機制為一個創(chuàng)新點，目的在于通過建立本項機制強調(diào)高校應(yīng)對突發(fā)公共事件的能力提升需要由建立專業(yè)機構(gòu)、培養(yǎng)專業(yè)人才、制定專業(yè)管理制度來實現(xiàn)，筆者在文章中對組織領(lǐng)導(dǎo)機構(gòu)的設(shè)置、機構(gòu)的職責(zé)及相關(guān)制度建立等都作了闡述，對高校建立專業(yè)的應(yīng)對組織機構(gòu)具有一定的指導(dǎo)意義。 本文的主要解決的問題是：如何降低高校突發(fā)公共事件造成的損失和社會影響，如何降低高校突發(fā)公共事件處置的成本，如何快速、有序、穩(wěn)妥處置高校突發(fā)公共事件，建立一套完善的、系統(tǒng)的高校突發(fā)公共事件應(yīng)對機制，幫助高校管理者提高應(yīng)對校園突發(fā)公共事件的水平。
[Abstract]:At present, our country is in the stage of social transformation. In this stage, the various social contradictions accumulated in the course of development are highlighted, the conflicts of cultural psychology, the contradictions of the distribution of interests, the changes in social relations, the changes in the way of life,The deterioration of the relationship between man and nature, the problems caused by man's existence and development, and the new problems brought about by the development of science and technology make emergencies become more and more regular, diversified and complicated.The speed of transmission and the degree of influence are also expanding rapidly.The unexpected public events in colleges and universities (hereinafter referred to as "colleges and universities") have attracted people's attention because of their close relationship with family and society.Many social contradictions and the infiltration of hostile forces at home and abroad have also brought great impact to the safety and stability of colleges and universities, which makes the work of university security management face an unprecedented severe test.In this paper, based on the domestic and foreign literature on public emergencies, and combined with the major public emergencies occurred in our institutions of higher learning in recent years to deal with the site as the research object.This paper discusses the related problems in four chapters to construct the mechanism of responding to public emergencies in colleges and universities.The first chapter is the introduction part, which summarizes the relevant literature at home and abroad, clarifies the background and significance of the research object, and defines the relevant concepts; the second chapter mainly summarizes and expounds the characteristics and types of public emergencies in colleges and universities;The third chapter is to study the major campus public emergencies cases in recent years, summarize the current situation and existing problems in dealing with unexpected public events in colleges and universities in our country.The fourth chapter is the theoretical construction of the coping mechanism on the basis of the discussion in the first three chapters, according to the emergency public events in advance,After the event, three stages of response mechanism are established, that is, to establish the organization and leadership mechanism to deal with public emergencies, to establish the prevention and early warning mechanism of public emergencies, and to establish the control and handling mechanism for the management of public emergencies in colleges and universities.To set up the mechanism of dealing with emergency public affairs in colleges and universities.In this paper, we mainly use the methods of literature research and case analysis, through the domestic and foreign and public emergency response related literature research.Combined with the reality of public emergencies in colleges and universities in China, the problems and characteristics of responding to public emergencies in colleges and universities are summed up, and on this basis, the coping mechanism of public emergencies in colleges and universities is constructed.This paper puts forward the organization leadership mechanism to deal with public emergencies as an innovation. The purpose of this mechanism is to emphasize that the ability of colleges and universities to deal with public emergencies need to be improved by establishing professional institutions to train professional talents, the purpose of which is to improve the ability of colleges and universities to cope with public emergencies.In this paper, the author expounds the setting up of the organization leading organization, the responsibility of the organization and the establishment of the related system, which is of certain guiding significance to the establishment of the professional organization in colleges and universities.The main problems to be solved in this paper are: how to reduce the loss and social impact caused by public emergencies in colleges and universities, how to reduce the cost of dealing with public emergencies in colleges and universities, and how to deal with public emergencies in colleges and universities quickly, orderly and securely.A set of perfect and systematic coping mechanism of public emergencies in colleges and universities is established to help university administrators improve the level of coping with public emergencies on campus.
