【摘要】：20世紀90年代以來私立高等教育在全球范圍內(nèi)蓬勃發(fā)展,其作用日益受到各國的重視。私立高等教育具有悠久的歷史,但是新時期的私立高等教育呈現(xiàn)出新的面貌。與以往的精英型私立高等教育相比,新時期的私立高等教育應市場需求而生,其在產(chǎn)生的背景、辦學目的、教育質量、與政府的關系等方面都有所不同,“政府如何有效引導和管理私立高等教育”是當前頗受關注的議題。 新時期的私立高等教育在發(fā)展中國家的發(fā)展蔚為壯觀,對具有典型意義的印度的私立高等教育行政管理體制進行研究既可以彌補我國對發(fā)展中國家私立高等教育行政管理體制研究的不足,又可以為我國民辦高等教育行政管理體制的改革提供參考。 本文運用文獻法、歷史分析法,主要從印度私立高等教育行政管理體制的結構和印度私立高等教育管理體制的運行機制兩個方面,對印度私立高等教育行政管理體制的內(nèi)容進行分析和探討。 全文除緒論外,總共有四個部分。第一部分是印度私立高等教育的發(fā)展歷程,介紹了英國殖民統(tǒng)治時期、印度獨立后至20世紀80年代末、20世紀90年代以來三個時期印度私立高等教育的發(fā)展狀況。第二部分是印度私立高等教育行政管理體制的結構,分別從印度私立高等教育行政管理的分權制度、司法干預對私立高等教育行政管理體制的影響兩個方面進行分析。第三部分是印度私立高等教育行政管理體制的運行機制,分別歸納了分層管理機制、分類準入機制以及教育機會公平促進機制。第四部分歸納了印度私立高等教育行政管理體制中存在的幾個問題：政出多門、管理混亂,撥款機制和質量保障機制的缺失。最后一部分是結語,在回顧全文的基礎上得到對我國民辦高等教育行政管理體制改革的一些思考。
[Abstract]:Private higher education has been developing rapidly in the world since 1990's, and its function has been paid more and more attention by many countries.Private higher education has a long history, but private higher education in the new period presents a new look.Compared with the past elite private higher education, the private higher education in the new period is born according to the market demand, and its background, purpose, quality and relationship with the government are different.How to effectively guide and manage private higher education by the government is a subject of great concern.The development of private higher education in the developing world has been spectacular in the new era.The research on the administrative system of private higher education in India, which is of typical significance, can not only make up for the deficiency of our country's research on the administrative system of private higher education in developing countries.It can also provide reference for the reform of administrative system of private higher education in our country.This paper applies the method of literature and historical analysis, mainly from two aspects: the structure of the administrative system of private higher education in India and the operating mechanism of the administrative system of private higher education in India.This paper analyzes and discusses the contents of the administrative system of private higher education in India.In addition to the introduction, there are four parts.The first part is the development of private higher education in India. It introduces the development of private higher education in India during the period of British colonial rule, from independence to late 1980s and 1990s.The second part is the structure of private higher education administration system in India. It analyzes the influence of judicial intervention on private higher education administration system from two aspects: the decentralization system of private higher education administration in India and the influence of judicial intervention on private higher education administration system.The third part is the operating mechanism of the private higher education administration system in India, which summarizes the hierarchical management mechanism, the classified access mechanism and the promotion mechanism of educational opportunity equity.The fourth part sums up several problems in the administration system of private higher education in India, such as multi-administration, confusion of management, lack of allocation mechanism and quality assurance mechanism.The last part is the conclusion, on the basis of reviewing the full text, get some thoughts on the administrative system reform of private higher education in our country.
