【摘要】：國(guó)防生培養(yǎng)政策是軍隊(duì)依托普通高校培養(yǎng)軍事人才的重要政策。十余年來(lái)，普通高校為國(guó)家和軍隊(duì)輸送了大批復(fù)合型軍事人才，在一定程度上提升了基層軍官素質(zhì)，，隨著依托培養(yǎng)實(shí)踐的深入，國(guó)防生培養(yǎng)過(guò)程中也出現(xiàn)了一些問(wèn)題，地方高校教育培養(yǎng)出的國(guó)防生人才質(zhì)量與部隊(duì)要求不能有效對(duì)接，國(guó)防生分配到部隊(duì)后不能迅速融入部隊(duì)生活，適應(yīng)本職要求。國(guó)防生培養(yǎng)取得成效的同時(shí)，高校人才培養(yǎng)質(zhì)量與部隊(duì)人才需求存在差異的事實(shí)也無(wú)法回避。本文試圖研究國(guó)防生培養(yǎng)政策文本本身、政策執(zhí)行主體——高校、政策對(duì)象——國(guó)防生本身、以及政策執(zhí)行環(huán)境，在分析的基礎(chǔ)上，提出提高國(guó)防生培養(yǎng)政策執(zhí)行效力的對(duì)策建議，規(guī)范普通高校在國(guó)防生培養(yǎng)政策執(zhí)行過(guò)程中的行為，提高普通高校軍事人才培養(yǎng)的質(zhì)量。
[Abstract]:The national defense student training policy is an important policy for the military to cultivate military personnel relying on ordinary colleges and universities. Over the past decade or so, ordinary colleges and universities have sent a large number of composite military personnel to the country and the army, to a certain extent, improving the quality of grass-roots military officers. With the deepening of the practice of relying on the cultivation of national defense students, there are also some problems in the process of training national defense students. The quality of national defense students trained in local colleges and universities cannot be effectively connected with the requirements of the army. When the national defense students are assigned to the army, they cannot quickly integrate into the army life and adapt to the requirements of their own duties. At the same time, the training of the national defense students has achieved results. The fact that the quality of talent training in colleges and universities is different from the demand for talents in the army cannot be avoided. This paper attempts to study the policy text itself, the main body of policy implementation-colleges and universities, the policy object-the national defense students themselves, and the environment of policy implementation. On the basis of the analysis, this paper puts forward some countermeasures and suggestions to improve the effectiveness of the national defense students' training policy, standardizes the behavior of the ordinary colleges and universities in the process of the national defense students' training policy, and improves the quality of the military personnel training in the colleges and universities.
