【摘要】：信息透明化、公開(kāi)化是人類(lèi)社會(huì)民主、文明進(jìn)步的重要表現(xiàn)。高校信息公開(kāi)作為國(guó)家深化教育體制改制的重要部分，因其能增加高等教育辦學(xué)的透明度，提升校園師生及社會(huì)公眾對(duì)高校事務(wù)管理的參與度而越來(lái)越受到各級(jí)教育行政管理部門(mén)和高校領(lǐng)導(dǎo)層的重視。自2010年教育部頒布《高校信息公開(kāi)辦法》以來(lái)，全國(guó)各級(jí)高校都通過(guò)多種途徑開(kāi)展此項(xiàng)工作，由于現(xiàn)代互聯(lián)網(wǎng)技術(shù)具有低成本、散播快、交互性強(qiáng)并跨躍時(shí)間空間的優(yōu)勢(shì)，多數(shù)高校都依托現(xiàn)有校園網(wǎng)建立了信息公開(kāi)專(zhuān)網(wǎng)或相應(yīng)欄目，這就在一定程度上滿(mǎn)足了社會(huì)公眾對(duì)高等教育工作的知情權(quán)和監(jiān)督權(quán)。然而由于高校網(wǎng)站構(gòu)建人員對(duì)于公開(kāi)信息內(nèi)涵理解的偏差，或管理層重視程度不足，又或具體實(shí)施部門(mén)對(duì)《辦法》中要求公開(kāi)信息歸類(lèi)不明等原因，許多高校信息公開(kāi)網(wǎng)站都存在結(jié)構(gòu)零亂，類(lèi)目構(gòu)建不足或重復(fù)及過(guò)于繁冗的子類(lèi)目結(jié)構(gòu)等現(xiàn)象。為解決這一問(wèn)題本文將內(nèi)容分析法引入，首先進(jìn)行了研究設(shè)計(jì)，制定出與課題相關(guān)的研究流程，在樣本選取上采用等比例層次抽樣的方法，最大限度保證樣本相對(duì)于總體的體表性；以政策法規(guī)作為分析的限定單元，確保分析單元尺度準(zhǔn)確，并在此基礎(chǔ)上完成了類(lèi)目的構(gòu)建；通過(guò)與樣本高校信息公開(kāi)內(nèi)容結(jié)構(gòu)的比較，得出編碼結(jié)果，并對(duì)編碼結(jié)果進(jìn)行信度和效度測(cè)量，結(jié)果表明信度結(jié)果可以接受并具有一定的效度；在描述性結(jié)論中，分別分析了目前各高校一級(jí)類(lèi)目和二級(jí)類(lèi)目存在的問(wèn)題及原因，結(jié)合編碼結(jié)果歸納出相對(duì)規(guī)范的高校信息公開(kāi)結(jié)構(gòu)并應(yīng)用于后期的移動(dòng)系統(tǒng)開(kāi)發(fā)實(shí)踐中。
[Abstract]:The transparency and openness of information is an important manifestation of democracy and civilization progress of human society. As an important part of the country's reform of the educational system, information openness in colleges and universities can increase the transparency of higher education. Increasing the participation of campus teachers and students and the public in the management of university affairs has been paid more and more attention by educational administrative departments and university leaders at all levels. Since the Ministry of Education promulgated the "measures for the opening of University Information" in 2010, Colleges and universities at all levels throughout the country have carried out this work through a variety of channels. Due to the advantages of modern Internet technology in terms of low cost, rapid dissemination, strong interactivity and leaps and bounds in time and space, Most colleges and universities rely on the existing campus network to establish a special network for information disclosure or corresponding columns. To a certain extent, it satisfies the public's right to know and supervise the work of higher education. However, because of the deviation of university website builders' understanding of the connotation of public information, or the insufficient attention of the management, Or for reasons such as the specific implementation departments' classification of the required public information in the "measures" is unclear, many university information disclosure websites have a disorganized structure. In order to solve this problem, the content analysis method is introduced in this paper, firstly, the research design is carried out, and the research flow related to the subject is worked out. The method of equal proportion stratified sampling is adopted in the sample selection to ensure the sample's surface quality relative to the whole to the maximum extent, and the policy and regulations are taken as the limited unit of analysis to ensure the accuracy of the size of the analysis unit. On this basis, the construction of categories is completed, and the coding results are obtained by comparing with the information disclosure content structure of the sample universities, and the reliability and validity of the coding results are measured. The results show that the reliability results are acceptable and have certain validity. Combined with the coding results, the relative standard structure of university information disclosure is summed up and applied to the later mobile system development practice.
