基于動(dòng)態(tài)平衡計(jì)分卡的中外合作辦學(xué)高?(jī)效評(píng)價(jià)研究

【摘要】:績(jī)效是管理的永恒主題,無論是企業(yè)還是高校,績(jī)效評(píng)價(jià)都是管理者進(jìn)行績(jī)效管理的有效管理工具。近年來,教育部出臺(tái)了一些中外合作辦學(xué)高校評(píng)估文件,但所列指標(biāo)不能體現(xiàn)中外合作辦學(xué)的特點(diǎn)。中外合作辦學(xué)高校究竟應(yīng)采用哪種績(jī)效評(píng)價(jià)工具進(jìn)行績(jī)效評(píng)價(jià),并保持中外合作辦學(xué)高校的應(yīng)有特色,這個(gè)問題直接影響著中外合作辦學(xué)高校的長(zhǎng)遠(yuǎn)發(fā)展。要使中外合作辦學(xué)高校的績(jī)效評(píng)價(jià)達(dá)到“以評(píng)促建、以評(píng)促改”的目標(biāo),筆者認(rèn)為,可以借鑒營(yíng)利性組織的績(jī)效評(píng)價(jià)方法。 本研究在消化吸收國(guó)內(nèi)外有關(guān)績(jī)效評(píng)價(jià)方法的基礎(chǔ)上,將平衡計(jì)分卡法和系統(tǒng)動(dòng)力學(xué)相結(jié)合的動(dòng)態(tài)平衡計(jì)分卡法應(yīng)用于中外合作辦學(xué)高校績(jī)效評(píng)價(jià)體系中。 本文首先詳述了中外合作辦學(xué)高?(jī)效評(píng)價(jià)研究現(xiàn)狀和相關(guān)理論與方法,,通過對(duì)中外合作辦學(xué)高校績(jī)效評(píng)價(jià)現(xiàn)狀的分析,提出動(dòng)態(tài)平衡計(jì)分卡法應(yīng)用于中外合作辦學(xué)高?(jī)效評(píng)價(jià)的可行性。其次通過對(duì)中外合作辦學(xué)高校特點(diǎn)的分析,設(shè)計(jì)了一套中外合作辦學(xué)高?(jī)效評(píng)價(jià)的指標(biāo)體系,并建立了中外合作辦學(xué)高校動(dòng)態(tài)平衡計(jì)分卡法評(píng)價(jià)模型。最后,以歐美學(xué)院為例,對(duì)其2002年辦學(xué)以來的績(jī)效情況進(jìn)行模擬和總結(jié),并通過預(yù)期基本參數(shù)的未來變化,應(yīng)用所建模型對(duì)提高未來10年績(jī)效的策略進(jìn)行模擬,并依據(jù)實(shí)施效果提出歐美學(xué)院績(jī)效改進(jìn)的具體建議和方法。
[Abstract]:Performance is the eternal theme of management, whether in enterprises or universities, performance evaluation is an effective management tool for managers. In recent years, the Ministry of Education has issued a number of Sino-foreign cooperative colleges and universities evaluation documents. However, the indicators listed can not reflect the characteristics of Sino-foreign cooperatively-run schools. What kind of performance evaluation tools should be used in Chinese-foreign cooperatively-run colleges and universities, and the proper characteristics of Chinese-foreign cooperatively-run colleges and universities should be maintained. This problem has a direct impact on the long-term development of Chinese-foreign cooperatively-run colleges and universities. In order to achieve the goal of "promoting construction by evaluation and reform by evaluation", the author believes that the performance evaluation method of profit-making organizations can be used for reference. On the basis of digesting and absorbing relevant performance evaluation methods at home and abroad, the dynamic equilibrium scorecard method which combines balanced scorecard and system dynamics is applied to the performance evaluation system of Chinese-foreign cooperatively-run colleges and universities. In this paper, firstly, the research status and relevant theories and methods of performance evaluation of Chinese-foreign cooperatively-run colleges and universities are described in detail, and the current situation of performance evaluation of Chinese-foreign cooperatively-run universities is analyzed. The feasibility of applying the dynamic balance scorecard method to the performance evaluation of Chinese-foreign cooperatively-run colleges and universities is put forward. Secondly, through the analysis of the characteristics of Chinese-foreign cooperatively-run colleges and universities, a set of index system of performance evaluation for Chinese-foreign cooperatively-run universities is designed. Finally, taking the European and American colleges as an example, the performance since 2002 is simulated and summarized, and the future changes of the basic parameters are expected. The strategies to improve the performance in the next 10 years are simulated by using the established model, and the specific suggestions and methods for improving the performance of European and American colleges are put forward according to the effect of the implementation.
