【摘要】:為了應(yīng)對(duì)經(jīng)濟(jì)全球化挑戰(zhàn),我國(guó)作出加快建設(shè)創(chuàng)新型國(guó)家、創(chuàng)建國(guó)家科技創(chuàng)新體系的戰(zhàn)略決策。農(nóng)業(yè)高校重點(diǎn)科技創(chuàng)新基地作為國(guó)家基礎(chǔ)性研究的重要組成部分,在農(nóng)業(yè)科技創(chuàng)新體系中的作用日益凸顯。農(nóng)業(yè)高校重點(diǎn)科技創(chuàng)新基地高效運(yùn)行,有利于促進(jìn)科研資源優(yōu)化配置,提高科技創(chuàng)新基地運(yùn)行效益,激發(fā)研究人員的積極性和創(chuàng)新意識(shí),是科技創(chuàng)新基地取得原始性創(chuàng)新成果、提升核心競(jìng)爭(zhēng)力的重要保障。 本文通過(guò)實(shí)地調(diào)查與訪談,分析了農(nóng)業(yè)高校重點(diǎn)科技創(chuàng)新基地運(yùn)行管理現(xiàn)狀,以美國(guó)高校農(nóng)業(yè)重點(diǎn)科技創(chuàng)新基地運(yùn)行管理為借鑒,以作物遺傳改良國(guó)家重點(diǎn)實(shí)驗(yàn)室和旱區(qū)作物逆境生物學(xué)國(guó)家重點(diǎn)實(shí)驗(yàn)室為案例進(jìn)行研究,為農(nóng)業(yè)高校重點(diǎn)科技創(chuàng)新基地的高效管理提出對(duì)策建議。全文共分為四部分,第一部分為理論部分,主要探討農(nóng)業(yè)高校重點(diǎn)科技創(chuàng)新基地的特征,定位其功能;第二部分重點(diǎn)闡述農(nóng)業(yè)高校重點(diǎn)科技創(chuàng)新基地的現(xiàn)狀,分析農(nóng)業(yè)高校重點(diǎn)科技創(chuàng)新基地管理的內(nèi)容以及在管理過(guò)程中存在的問(wèn)題,并對(duì)其影響因素進(jìn)行歸納;第三部分為案例研究,主要對(duì)美國(guó)高校農(nóng)業(yè)重點(diǎn)科技創(chuàng)新基地運(yùn)行管理進(jìn)行概括研究,并以作物遺傳改良國(guó)家重點(diǎn)實(shí)驗(yàn)室和旱區(qū)作物逆境生物學(xué)國(guó)家重點(diǎn)實(shí)驗(yàn)室為案例進(jìn)行深入分析,總結(jié)啟示;第四部分在前三部分研究的基礎(chǔ)上,分別從管理體系、人才隊(duì)伍、經(jīng)費(fèi)籌措機(jī)制、開(kāi)放與合作機(jī)制以及文化氛圍等方面出發(fā),探討有效途徑提升農(nóng)業(yè)高校重點(diǎn)科技創(chuàng)新基地管理水平,促進(jìn)其高效運(yùn)行。 農(nóng)業(yè)科技創(chuàng)新基地有其獨(dú)有的特性,對(duì)其運(yùn)行管理進(jìn)行研究能夠提高管理工作的針對(duì)性,特別是將文化、管理理念等軟環(huán)境和人才、經(jīng)費(fèi)、設(shè)備等硬環(huán)境相結(jié)合進(jìn)行研究,能夠優(yōu)化農(nóng)業(yè)高校科技創(chuàng)新基地內(nèi)部結(jié)構(gòu),培育良好的基地文化和更新管理理念,從而實(shí)現(xiàn)基地高效運(yùn)行。
[Abstract]:In order to meet the challenge of economic globalization, China has made a strategic decision to speed up the construction of an innovative country and to establish a national scientific and technological innovation system. The key scientific and technological innovation bases of agricultural colleges and universities are regarded as an important part of the basic research of the country. The key scientific and technological innovation bases of agricultural colleges and universities run efficiently, which is conducive to promoting the optimal allocation of scientific research resources and improving the operating efficiency of scientific and technological innovation bases. Arousing the enthusiasm and innovation consciousness of researchers is an important guarantee for scientific and technological innovation base to achieve original innovation results and enhance core competitiveness. Through field investigation and interview, this paper analyzes the current situation of the operation and management of the key scientific and technological innovation bases in agricultural colleges and universities, and draws lessons from the operation and management of the key scientific and technological innovation bases in American colleges and universities. Taking the State key Laboratory of crop genetic improvement and the State key Laboratory of crop adversity Biology in the arid region as a case study, the countermeasures and suggestions for the efficient management of the key scientific and technological innovation bases in agricultural colleges and universities are put forward. The full text is divided into four parts. The first part is the theoretical part, mainly discusses the characteristics of the key scientific and technological innovation base of agricultural colleges and universities, positioning its function, the second part focuses on the current situation of the key scientific and technological innovation base of agricultural colleges and universities. This paper analyzes the contents of the management of the key scientific and technological innovation bases in agricultural universities and the problems existing in the management process, and sums up the influencing factors. The third part is the case study. This paper makes a general study on the operation and management of the key agricultural science and technology innovation base in American universities, and takes the National key Laboratory of crop genetic improvement and the State key Laboratory of crop adversity Biology in the arid region as a case study, and summarizes the enlightenment. On the basis of the first three parts, the 4th part starts from the aspects of management system, talent team, financing mechanism, opening and cooperation mechanism and cultural atmosphere, etc. This paper discusses the effective ways to improve the management level of key scientific and technological innovation bases in agricultural colleges and universities and to promote their efficient operation. The agricultural science and technology innovation base has its unique characteristics. The research on its operation and management can improve the pertinence of the management work, especially by combining the soft environment, such as culture, management concept, with the hard environment such as talents, funds, equipment, etc. It can optimize the internal structure of the scientific and technological innovation base of agricultural colleges and universities, cultivate good base culture and renew the management idea, so as to realize the efficient operation of the base.
