【摘要】：菲律賓高等教育的歷次改革和發(fā)展都離不開高等教育政策的支持、引導(dǎo)和保障。為此，本文選擇以菲律賓高等教育政策為研究對象，分階段對相關(guān)的高等教育政策進(jìn)行梳理和分析，以總結(jié)出菲律賓高等教育政策的特點(diǎn)，并獲得對我國高等教育建設(shè)和發(fā)展的啟示。全文共分為四個部分：第一部分介紹研究的源起、意義、方法、思路和創(chuàng)新之處，以及對關(guān)鍵概念進(jìn)行界定，并運(yùn)用文獻(xiàn)研究法分析當(dāng)前國內(nèi)外對菲律賓高等教育政策的研究現(xiàn)狀；第二部分從歷史發(fā)展和政治發(fā)展的視角，結(jié)合不同時期的政策背景，對殖民時期和獨(dú)立后的菲律賓高等教育政策進(jìn)行梳理，并對這些政策內(nèi)容進(jìn)行描述性分析；第三部分是主體內(nèi)容，主要從政策的出臺背景、內(nèi)容、地位和特征或政策的修訂與發(fā)展過程等方面，對獨(dú)立后菲律賓的五個高等教育重點(diǎn)政策，即《1972年教育發(fā)展法令》、《1982年教育法》、《1994年高等教育法》、《1997年高等教育現(xiàn)代化法案》和《高等教育委員會2011-2016年戰(zhàn)略規(guī)劃》，進(jìn)行專門性解讀分析，以深入了解這些政策在菲律賓高等教育發(fā)展上所起到的作用；第四部分結(jié)合菲律賓高等教育政策的整體發(fā)展歷程，總結(jié)出菲律賓高等教育政策所呈現(xiàn)的特點(diǎn)，，并結(jié)合我國高等教育的實(shí)際，從管理、質(zhì)量、經(jīng)費(fèi)、資助和私立高等教育發(fā)展等方面，總結(jié)出完善我國高等教育政策體系以及推動我國高等教育更好發(fā)展的經(jīng)驗(yàn)和啟示。此外，本文還將菲律賓不同時期部分重要的高等教育政策制成簡表和五個菲律賓高等教育重點(diǎn)政策的全文譯本附錄在后，以便為進(jìn)一步研究菲律賓高等教育政策提供資料參考。
[Abstract]:Philippines higher education reform and development in higher education cannot do without policy support, guidance and protection. Therefore, this paper chooses Philippines higher education policy as the research object, analyzing the stages of the higher education policy, to summarize the characteristics of Philippines's higher education policy, and for the construction of higher education and the development of China. This paper is divided into four parts: the first part introduces the origin, significance, methods, ideas and innovations, and the key concepts are defined, and using the method of literature analysis at home and abroad to Philippines's higher education policy research status; the second part from the historical development and political development the angle of view, based on different policy background, sort of colonial and post independence Philippines higher education policy, and the policy content. The analysis; the third part is the main content, mainly from the introduction of the policy background, content, status and characteristics or policy revision and development process, the independence of five of Philippines's higher education policy focus, namely <1972 Education Law > <1982, <1994 > years of education law, higher education law bill, the modernization of higher education and > <1997 < 2011-2016 years strategic planning committee of higher education ", special analysis, in order to further understand these policies play in the development of Philippines's higher education; the fourth part of the combination of the overall development of Philippines's higher education policy, summed up the characteristics of the higher education policy of Philippines, and combined with the practice of higher education in China from the aspects of management, quality, funding, and support the development of private higher education, summed up the perfect system of China's higher education policy and promoting The experience and Enlightenment of China's higher education development. In addition, this paper also will be in different periods in Philippines important part of the higher education policy made short form and the five Philippines higher education policy focus on full translation in the appendix, in order to provide reference for the further research of Philippines higher education policy.
